2010 Census - your
participation counts!
Some Deerfield residents may be asking
themselves, “Why should I participate in the
2010 Census?” A decennial Census, which is
required by the U.S. Constitution, is con-
ducted to ensure an accurate and fair count of
all populations at all geographic levels in the
nation. The Census directly affects how more
than $400 billion per year in federal and state
funding is allocated to state and local govern-
ments. Simply put, the more people counted,
the more money allocated. It is estimated
that every person not counted means a loss
of $1,000 annually for the next ten years ac-
cording to the U.S. Census Bureau. Research-
ers predict that for each uncounted person
Illinois will lose $12,000 in federal funds in
the next decade.
The cost to you to fill out a Census form is
nothing but 10 minutes of your time. The
2010 Census questionnaires will be sent out
by mail to all households in mid-March and
are due back to the Census Bureau by April 1,
2010. Each household will need to complete
only one questionnaire. The short form will
be used this year with ten questions including
birth date, ethnic group, address, and number
of people living in the household. Spend-
ing just a few minutes to fill out your Census
form will ensure the Village of Deerfield gets
its fair share of federal and state funding. The
Village of Deerfield and the U.S. Census Bu-
reau are relying on you, our residents, to an-
swer the Census questionnaire. By law, your
responses are kept confidential to protect the
privacy of respondents.

Accepted the report and recommendation of the Plan Commission regarding the request for approval of an amendment to a special use
to allow renovations to the Village’s Wastewater Reclamation Facility and Shepard Park.
Awarded the contract for parkway tree trimming and removals to Sawvell Tree Trimming, Inc.
Authorized the inclusion of landscaping of medians/parkways in the Lake Cook Road Reconstruction Project.
Authorized the Police Department to enter into a revised agreement with ADT Security Systems.
Approved a resolution allowing the assignment of a concession agreement at the Metra Station.
Authorized the purchase of narrowband radio equipment.
Authorized the purchase of two anaerobic digester pumps for the Wastewater Reclamation Facility.
Approved the report and recommendation to amend the Community Relations Commission Mission Statement.
Received reports on the departmental objectives of the Police Department and Public Works and Engineering Department.

Emergency Information
Programs
There are two new programs sponsored
by the State that the Police Department
wants Deerfield residents to be aware of:
the Illinois Premise Alert Program and the
Illinois Secretary of State, Emergency Contact
Database.
The former is a safety program that
supports individuals living with disabilities
while aiding public safety personnel to
better respond. The Department is
creating a database of individuals with
special needs that will be secured in our
computer aided dispatch (CAD) database
and maintained by the Department at the
request of families, caregivers, and
individuals with disabilities or special
needs. The program is free of charge. It will
assist us in identifying individuals who have
special needs, which will in turn enable us
to have additional information at our
disposal in order to better serve you.
To enroll in this program, forms will be
available at Deerfield Village Hall, the
Police Department, and the Deerfield
Township Office. You can also request a
form be mailed to you by contacting Mary
Anne Glowacz at 847/945.8636.
The second program is managed by the
Illinois Secretary of State. It compiles
emergency contact information and
associates it with your Illinois driver’s
license and/or state identification card.
In the event of a motor vehicle crash or
other emergency situation where a person
is unable to communicate directly, law
enforcement may access this database to
help them reach the person’s designated
emergency contacts. If you would like to
participate, follow the directions on the

being held twice a month at SWAL -
CO’s permanent facility in Gurnee.
SWALCO hosts collections the second
Saturday and the fourth Monday of
the month (excluding December).
The facility is located at 1311 N. Estes
St., Gurnee. These collections are by
appointment only. The next event is

The State of Illinois now offers the
Illinois ENERGY STAR® Appliance
Rebate Program. This program provides
incentives for Illinois consumers to
replace older appliances with specific
residential ENERGY STAR qualified
appliances, water heaters, and HVAC
equipment. The new appliances must be
purchased in Illinois through participat-
ing retail stores or contractors.
Currently, consumers can get point of
purchase rebates on qualifying heating
and cooling equipment through partici-
pating HVAC contractors.
Point of purchase rebates on EN-
ERGY STAR qualified clothes washers,
dishwashers, refrigerators, freezers and
room air conditioners will be available
for items purchased from participating
retailers during April 16 – 25, 2010.

telecommunicators week
april 11-17, 2010
Each year, the second full week of April is
dedicated to the men and women who serve
as public safety telecommunicators or 9-1-1
Operators. It was introduced in Congress in
1991 as “National Public Safety Telecommu-
nicators Week”; there are more than 500,000
telecommunications specialists nationwide.
The Deerfield Police Department has 8
full-time (and one part-time) Telecommu-
nicators. They will celebrate the week with
a proclamation from Mayor Rosenthal as
well as a series of in-house special events to
recognize their efforts to serve the commu-
nity. Please take the time to thank this group
of public servants.
POLICE DEPARTMENT
WINS AWARD
The Deerfield Police Department was named
recipient of the 2009 Michael Shanahan
Award for Excellence in Public/Private
Cooperation by the International Association
of Chiefs of Police. The Michael Shanahan
award recognizes outstanding achievement
in the development and implementation of
public/private cooperation in public safety.
The Deerfield Police Department received
this award for using their relationship with
the Lake-Cook Regonal Critical Incident
Partnership (LCRCIP) group as a model.
This regional partnership was initiated by
Michigan State University, using the Critical
Incident Protocol Program. The LCRCIP’s
mission is to further public/private coopera-
tion in public safety in the southern Lake and
northern Cook County region. This partner-
ship has led to better emergency prepared-
ness. The Deerfield Police Department has
not only led in promoting this program, but
also in developing forward-thinking public/
private initiatives within the group.

NEWS FROM THE LIBRARY - ONE
BOOK ONE ZIP CODE
The 2010 “One Book, One Zip Code” selection for the
program for adults and high school students is Persepolis by
Marjane Satrapi.
The third season of the community-wide program “One
Book, One Zip Code” comes to a close in March. In addition
to the book discussions that are such an important part of
this continuing conversation, the Library will also be hosting
film screenings of Iranian movies, a discussion of the graphic
novel and film “V for Vendetta,” and a lecture by Senior
Lecturer at Northwestern University, Dr. Bill Savage on the
popularity and merit of graphic novels.
Information about these and other programs listed on the

Browsing, on the Library’s Web site, and on the One Book
web site: www.onebookonezipcode.org.
If your book group is interested in reading Persepolis, a trained
book group leader from the Deerfield Public Library can come to

2009 SHOP LOCAL WINNERS
In an effort to encourage local spending over the holiday
season, the DBR Chamber of Commerce in partnership
with the Villages of Deerfield and Riverwoods kicked off the
“Shop Local and Win” campaign. Residents and employees
were offered the opportunity to save their receipts from
purchases made in Deerfield and Riverwoods. When they
reached $500 in sales, they were invited to enter to win a
$250 Visa gift card.
The winning entries were drawn on December 22, 2009 at
the Chamber of Commerce office. The two winners were
Lauren Brown, resident of Deerfield and Megan McMahon
who resides in Highland Park.
Congratulations to the winners and thank you for supporting
