Lake Cook Road
Construction
As part of the Illinois Tollway Authority
Expansion program, the bridge over the
northbound lanes of the Tri-State Tollway
(I-294) is being rebuilt and widened in
order to accommodate additional tollway
lanes. The Tollway will also widen and
resurface part of Lake Cook Road from
west of the southbound I-294 entrance and
exit ramps to east of Wilmot Road. Bridge
and pavement work on Lake Cook Road
will begin in early 2008 and will require
long-term lane reductions. Traffic on Lake
Cook Road will be reduced from three
lanes to two lanes in each direction from
west of the southbound I-294 ramps to east
of Wilmot Road. Additionally, the dual left
turn lanes at the Lake Cook Road
intersection with the I-294 entrance and
exit ramps will be reduced to single left turn
lanes during construction. Delays on Lake
Cook Road are expected. The project will
also include water main construction and
resurfacing along Wilmot Road.

Tax Levy Approved by
Board of Trustees
Each local government serving the residents
of Deerfield collects property taxes from
residential and commercial property owners.
At their December 17th meeting, the Mayor
and Board of Trustees approved the 2007
Real Estate Tax Levy Ordinance that
determines the property taxes that the Village
will receive in the next year. The amount to
be collected by the Village will remain at last
year’s rate.
As a portion of individual property tax bills,
the Village receives approximately 3% of the
total. This figure represents approximately
10% of the total revenue collected by the
Village annually. Other revenue sources
include sales tax, user charges and permit
fees. Village staff has begun the process of
preparing the 2008-2009 annual budget. This
intensive process examines major capital
improvement projects, along with everyday
operations, and forecasts revenues and
expenditures for the upcoming year. The
Mayor and Board of Trustees has maintained
a conservative approach so as to minimize
the burden on the taxpayers in Deerfield.

Village Hall Project
Complete
On January 7, the Community
Development Department, which since
May 2006 has been housed at the
Deerfield-Bannockburn Fire Protection
District headquarters at 500 Waukegan
Road, will open for business in their newly
renovated offices in Village Hall, 850
Waukegan Road. This relocation completes
the Village Hall expansion and renovation
project that began in mid-2006. Those

Police, all under one roof.
Entrances to the Village Hall
remain in two locations: the
front doors along Waukegan
Road, and the entrance to the
Police Department lobby at the
rear of the building. Parking
remains along Jewett Park
Drive and at the rear of the
complex. In addition, a drop
box for after-hours deposits for
water bill payments has been
relocated to the median on
Jewett Park Drive between
Village Hall and the First
Presbyterian Church.
Deerfield Village Hall
Facts:
•Built in 1957, the original
section of the Village Hall was
the first structure built for the
sole use of the Village of
Deerfield, despite the fact that
the Village had been
incorporated for over 50
years. The expanded Village
Hall is expected to serve the
needs of the community for

been honored with its 17th

This award highlights the
commitment of the Mayor and
Board of Trustees to present
and approve a budget that
promotes openness, encourages
resident participation, and
meets the highest standards of
local government budgeting.

Sculpture
Naming
On October 30, the Centennial
Sculpture commissioned by the
Village to celebrate Deerfield’s
2003 Centennial was installed
on the front lawn of the Village
Hall. This significant piece of
public art by local artist Mary
Block adds interest to
Deerfield’s Village Center and
enhances the park-like setting
in the front of the Village Hall.
While informally referred to as
the “Centennial Sculpture,” the
Fine Arts Commission will be
conducting a community-wide
contest to officially rename the
sculpture for the formal
dedication ceremony in the
spring. The sculpture depicts
an image of “family,” a theme
selected for the piece by the
Fine Arts Commission when it
was commissioned.
The naming contest is open to
all Deerfield residents. Please

Road - and another, the
Centennial Sculpture,
recently installed and
commissioned

street for 24 hours after 3
inches of snow have fallen.
Keeping vehicles off the street
assists plows and salt trucks in
clearing the streets more
effectively.
•By Village ordinance, you
may not deposit snow from
your property onto the street
or sidewalk. This can hinder
safe passage of vehicles and
pedestrians and makes it
harder for Village plow crews
to keep streets clear.
•Adopt a fire hydrant!
Remember, when you shovel
your sidewalk and driveway,
do not forget to clear snow
from fire hydrants in front of
your property to ensure that
they are accessible if needed.
In 2009, major road
construction will occur on Lake
Cook Road that will involve
repairing the Lake
Cook/Pfingsten Road Bridge,
installing traffic signals on
Birchwood and Lake Cook
Road, as well as repair and
replacement of other traffic
signals. A water main on Lake
Cook Road will also be
replaced. A rebuild and
widening of the intersection of
Waukegan and Lake Cook
Roads will also take place at this
time. Lake Cook Road will be
widened to six lanes from
Birchwood to Pfingsten. This
project will involve numerous
government agencies. This
aspect of construction is likely
to be significantly disruptive to
traffic in the area. As
information is finalized, it will
be communicated to residents
and businesses to help
minimize negative effects.

The widening and reconstruction
of the Lake Cook Road/Wilmot
Road intersection will provide an
opportunity for the Village of
Deerfield to remove and replace
an 800’ section of deteriorated
water main and several fire
hydrants and install 4,400 square
feet of sidewalk, predominantly
on the north side of Lake Cook
Road. Wilmot Road will be
closed to northbound traffic
between Lake Cook Road and
Gordon Terrace for a period of
three weeks beginning in spring
2008 in order to upgrade and
replace Village water main.
Northbound Wilmot Road
traffic will then be detoured via
Lake Cook Road, Saunders
Road and Deerfield Road until
the water main construction is
complete. Northbound Wilmot
Road will then be reopened to
traffic for the remainder of
construction. Southbound
Wilmot Road will remain open
during all stages.
Snow Plowing
Operations
Snow removal and roadway ice
control operations have been
underway since early
December. The Village’s Public
Works Department is prepared
to deal with these situations and
is able to effectively clear
Deerfield’s 70 miles of roadway
quickly to make safe passage
possible for all who use our
streets.
To assist your neighbors and
Village staff this winter, please
remember the following:
•One way to assure that street
plows do not fill a cleared
driveway entrance with snow
is to follow this simple
guideline: Shovel the snow to
the side, in the direction of
traffic, and clear a pocket of
snow on the opposite side of
your driveway (see the
illustration above). The
accumulated snow in the plow
will dump into the pocket and
not on your driveway. This
simple procedure will reduce
the possibility of residual
snow being plowed from the
street into your driveway.
Prevent Damage
to Mailboxes
During the winter months,
mailboxes are sometimes
damaged when snow storms
affect Deerfield. If your mailbox
has been damaged this winter,
or if you are planning to install a
new one, please be aware of how
to properly install a mailbox that
meets Village standards.
The majority of mailbox
knockdowns result because the
post supporting the mailbox has
deteriorated or because the
mailbox was installed too close
to the roadway.
A mailbox may extend no less
than 12 inches from the back of
the curb or the roadway edge.
The mailbox post must be
mounted at least 18 inches away
from the back of the curb or
roadway edge. The post should
be strong, but should be able to
break away if struck by a vehicle
that leaves the pavement.
If you decide to install a new
mailbox, contact JULIE by
dialing 811 before you dig. This
will allow you to see any buried
utilities so that you will know
where they are located.

CO Poisoning
Prevention Tips
Carbon monoxide (CO) is an
odorless, colorless gas that, with
too much exposure, can cause
sudden illness and death. In
order to protect individuals and
families from harm caused by
this gas, the State of Illinois
mandated CO detectors in
homes, effective January 1,
2007. These tips are also
helpful in keeping your family
safe:
•Never use a gas range or oven
to heat a home.
•Never use a charcoal grill,
hibachi, lantern, or portable
camping stove inside a home,
tent, or camper.
•Never run a generator,
pressure washer, or any
gasoline-powered engine
inside a basement, garage, or
other enclosed structure, even
if the doors or windows are
open.
•Keep vents and flues free of
debris, especially if winds are
high. Flying debris can block
ventilation lines.
•Never run a motor vehicle,
generator, pressure washer, or
any gasoline-powered engine
outside an open window,
door, or vent where exhaust
can enter an enclosed area.
•Never leave the motor
running in a vehicle parked in
an enclosed or partially
enclosed space, such as a
garage.
•If CO poisoning is suspected,
consult a health care
professional immediately.
Citizens Police
Academy
The Deerfield Police
Department is again sponsoring
a Citizens Police Academy.
Classes meet on Wednesday
evenings, from 7:00 to 9:00
p.m. beginning January 16,
2008 through March 19, 2008.
Classes are limited to 12
participants who must be at
least 18 years old, a Deerfield
resident and have no felony
convictions. Most classes will be
held at the Deerfield Police
Department, 850 Waukegan
Road, but some classes may also
be held at an alternate location,
depending on the subject
matter. Topics covered in the
classes include fundamentals of
investigations, narcotics, canine
units, and a citizen ride-along.

•Take a shorter shower, use
a low-flow showerhead, and
turn down your water
heater by 1-3 degrees.
•Increase wall, window, and
roof insulation as much as
possible.

to a healthier environment in

at 7:30 p.m. in the Robert D. Franz Council Chambers at Village Hall. If a meeting
falls on a holiday, it is scheduled for the following business day.
