A RESOLUTION TO CREATE A STORM
DRAINAGE STUDY COMMITTEE IN THE
VILLAGE OF DEERFIELD, ILLINOIS
BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS:
SECTION There is hereby created in this Village a Storm
ONE:
Drainage Study Committee which shall consist of
'-ige, the Public Works Director, and such other
persons as the President and Board of Trustees may, from time to
time, determine to be necessary.
SECTION Said Storm Drainage Study Committee shall be appointed

by the President by and with the advice and consent
of the Board of Trustees and shall serve until November 30, 1971.
SECTION The Committee, upon its appointment, shall meet and

elect one of its members as Chairman and one of its
members as Secretary and shall adopt its own rules of procedure and
organize its6lf in the manner best suited to achieve its purposes.
The Village shall provide, insofar as possible, secretarial service,
transportation expenses, and necessary office supplies to assist
the Committee.
SECTION It shall be the Committee's objective to study the
FOUR:
drainage capacity of the West Fork and the Middle
Fork of the North Branch of the Chicago River with a view toward
improving the carrying capacity of such streams and thus lessening

the chances of flooding therefrom due to inefficient stream runoff.
To accomplish this objective the Committee is authorized to
coordinate its efforts and to cooperate with other communities
bounded along these water - courses, with the Northeast Suburban Flood
Control Committee, with the Division of Waterways and other departments
of the State of Illinois, with pertinent agencies of the Federal
Government, with the Sanitary District, with the Northeastern
Illinois Plan Commission, with the Cook County Counsel of Governments
and with other governmental units similarly interested in the improve-
ment of the flow capacities of the said two streams. The Committee,
in exercising this authority, shall in no way commit or otherwise
bind the Village to the expenditure of any funds until the matter of
such financing has first been submitted to and approved by the
President and Board of Trustees.
SECTION It shall be the duty of the Committee to make a

written progress report to the President and Board
of Trustees in May and November of each year together with such
recommendations as it deems desirable. A final report and recommen-
dations shall be made by the Committee to the President and Board
of Trustees in November, 1971.
