The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by
Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on January 2, 2018 at 7:30
p.m. The clerk called the roll and announced that the following were:

and that a quorum was present and in attendance. Also present were Assistant Village Manager
Andrew Lichterman and Village Attorney Matthew Rose.
PLEDGE OF ALLEGIANCE Village Communication Specialist Kylie Cerk led
those in attendance in reciting the Pledge of
Allegiance.
DEPARTMENTAL OBJECTIVES Assistant Village Manager Andrew Lichterman
REPORT — ADMINISTRATION presented highlights from the six-month
departmental objectives for the Administrative
Department. They worked closely with the finance department on the 2018 budget. They also
worked on the collective bargaining agreement with the police department. They launched a
number of social media platforms to assist with resident communication. There were a number
of special events over the past six months. The Village is supporting planning efforts with the
Deerfield Historical Society's 50'' anniversary, which will happen this year, as well as assisted
with a number of programs with various Village commissions. The IT Department processed
more than 1,200 work orders, managed the audio visual upgrade and other projects throughout
the Village.
MINUTES OF PREVIOUS MEETING Trustee Seiden moved to approve the minutes
from the December 18, 2017, Board of Trustees
meeting. Trustee Oppenheim seconded the motion. The motion passed unanimously on a voice
vote.
TREASURER'S REPORT Finance Director Eric Burk presented highlights
from the Treasurer's Report for November,
representing 11 months of the year. Hotel and electric utility tax are consistent with the prior
year. State income tax represents 13 payments, which was part of the 10 percent LDGF cut.
Building permit revenues exceed both projection and budget. The large expenditures for
November include engineering and construction costs for the infrastructure projects and the debt
services payment transfer. There were also some costs for the leaf season that will carry into
December.

Trustee Struthers inquired when the Village will see payments from residents pre -paying their
property taxes. Mr. Burk will look into it.
BILLS AND PAYROLL Trustee Oppenheim moved to approve the Bills and
Payroll dated January 2, 2018. Trustee Benton
seconded the motion. The motion passed by the following vote:

AUTHORIZATION TO PURCHASE A WRF Superintendent Brandon Janes reported
DIGESTER BLOWER MOTOR 65-02 the anaerobic digesters are an essential component
of the wastewater treatment system. In November,
a digester motor had a complete motor failure. The manufacturer's representative quoted the
project, including equipment, labor, parts and belts, in the amount of $20,340.05. He is asking
for $21,000 as the labor may go over the time quoted.
Trustee Jester moved to authorize the purchase of a replacement blower motor, parts, belts and
labor in the amount not to exceed $21,000. Trustee Oppenheim seconded the motion.

AUTHORIZATION TO CONDUCT Mr. Janes reported the first step in the treatment
FINESCREEN EQUIPMENT process is removing and screening anything over
MAINTENANCE 1/8 of an inch. Staff has noticed issues in how the
screening equipment is running. The manufacturer
found some of the parts are wearing down and may cause damage to the rest of the equipment.
The Village received a quote from the manufacturer in the amount of $26,500. Staff will watch
the work as it occurs so they can perform the labor in-house in the future.
Trustee Seiden moved to authorize the conduct finescreen equipment maintenance and repair.
Trustee Oppenheim seconded the motion. The motion passed by the following vote:

Mayor Rosenthal asked about water main breaks due to the cold weather. Director of Public
Works and Engineering Barbara Little reported there was one water main break over the
weekend. She has received calls from residents without water in their homes. That can be
caused by a number of factors including frozen pipes, a frozen water meter or frozen water
service. The department is responding to residents' calls to assist. To prevent pipes from
freezing, she suggested opening cabinet doors for plumbing on an outside wall, leaving water
dripping or adding heat tape.
AUTHORIZATION TO RENEW Chief Sliozis reported the department entered an
SCHOOL RESOURCE OFFICER agreement with Deerfield High School in July 2013
AGREEMENT to provide a school resource officer. The school
pays 75 percent of the annual salary and benefits.
The original agreement has expired. They are seeking approval to renew the agreement for
another four years. Chief Sliozis believes the program has been extremely beneficial.
Trustee Benton moved to renew the school resource officer agreement. Trustee Oppenheim
seconded the motion. The motion passed by the following vote:

DISCUSSION

Annual day of service. The Village is collecting
items for the PADS shelter, West Deerfield Food Pantry and local cancer centers. They will
make blankets and homeless kits on Monday, January 15, from noon to 2 p.m. at Village Hall.
HEAT ISSUES Mayor Rosenthal reminded residents that the Police
lobby is always available for people to warm up.
The police department will help them find a place to stay until their heat gets fixed. The Village
has warming centers that are not available unless there is a major power outage. The Fire
Department is also always open if someone needs help.
NW MUNICIPAL TRANSPORTATION Trustee Benton reported the rate increases have
started or will increase shortly for some mass transit
organizations. He also noted the Pace buses will be able to ride on the shoulder of the Eden's.
ADJOURNMENT There being no further business or discussion,
Trustee Jester moved to adjourn the meeting.
Trustee Struthers seconded the motion. The meeting was adjourned at 8:00 p.m.
The next regular Board of Trustees meeting will take place on Tuesday January 16, at 7:30 p.m.
