11/05/2018November 5, 2018 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on November 5, 2018, at 7:30 p.m. The clerk called the roll and announced that the following were: Present: Robert Benton Tom Jester Mary Oppenheim Harriet Rosenthal, Mayor William Seiden Dan Shapiro Barbara Struthers and that a quorum was present and in attendance. Also present were Village Manager Kent Street and Steven Elrod, Village Attorney. PLEDGE OF ALLEGIANCE Members of the American Legion led those in attendance in reciting the Pledge of Allegiance. Commander Mary Blankenship noted this is the 100`" anniversary of the ending of WW1 as well as the 100`b anniversary of the American Legion. They are so happy to be a part of Deerfield and thanked the Village for all their support. She invited everyone to the Veterans Day service on November 11. MOMENT OF SILENCE Those in attendance observed a moment of silence in memory of Cynthia Marty, former Plan Commission Chair and member of the Board of Trustees. MOMENT OF SILENCE Those in attendance observed a moment of silence in memory of the innocent lives lost at the Tree of Life Synagogue in Pittsburgh. LIVE SAVING AWARD Deputy Chief Tom Keene presented a lifesaving award to Stacy Louise Roth. On September 8, 2018 there was a party at the Embassy Suites Hotel. A child slipped at the pool and struck his head. The mother started CPR. Ms. Roth took over and revived the child. Ms. Roth thanked the Village and recommended everyone get CPR certified. VEC APPOINTMENTS Mayor Rosenthal reported the Volunteer Engagement Commission recommended the following appointments and reappointments: Appointment: Blake Schulman to Plan Commission Reappointments: Board of Trustees Meeting November 5, 2018 Page 8 of 9 SALARY PLAN — 1R ORDINANCE AMENDING ARTICLE 5A An Ordinance amending Article 5A of Chapter 9 OF CHAPTER 9 OF THE MUNICIPAL of the Municipal Code (Hotel Room Tax). First CODE (HOTEL ROOM TAX) — 1R Reading. The hotel tax is increasing from 6 percent to 7 percent. These Ordinances will stand as First Readings. SAFE EVENTS Homecoming in the Village. BRIGHT HORIZONS READER of fun to be with the students. DISCUSSION Mayor Rosenthal was pleased to announce there were no safety issues for Halloween and Mayor Rosenthal was pleased to be invited by Bright Horizons to read to the students. It was a lot PRESS CONFERENCE Mayor Rosenthal noted the Rx Abuse Leadership Initiative, or RALI, held a press conference at the Village to announce they were donating 150,000 kits for Illinois residents to dispose of their medicine properly. RIBBON CUTTING Mayor Rosenthal attended the ribbon cutting for Smile On Dentistry located at 707 Lake Cook Road. The dental office is very high-tech and professional. INTERFAITH SERVICE the North Shore Unitarian Church. LEAF COLLECTION days. Mayor Rosenthal reported the interfaith service would be held on November 18, 2018, at 4 p.m. at Mr. Street reported leaf collection would continue this week and next week on the regular collection VETERAN'S DAY SERVICE Mayor Rosenthal reported the Veterans Day service would take place on November 11 at 11 a.m. The memorial service will be held at the flag on the west side of Jewett Park. Mayor Rosenthal noted school will be in session on Monday, so the Village will not have the Give Where You Live event. She indicated the Village has an ongoing collection of food and goods for veterans. There will be a table with a few volunteer activities, but it would not be the same as previous years. ADJOURNMENT There being no further business or discussion, Trustee Shapiro moved to adjourn the meeting and go into Executive Session to discuss personnel under 2(c)(1) of the Illinois Open Meetings Act. Trustee Oppenheim seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Oppenheim, Seiden, Shapiro, Struthers (6) NAYS: None (0) The meeting was adjourned to closed session at 8:54 p.m. The next regular Board of Trustees meeting will take place on Monday November 19, 2018, at 7:30 p.m. APPROVED: ATTEST: Village Clerk Mayor
