10/01/2018October 1, 2018 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on October 1, 2018, at 7:30 p.m. The clerk called the roll and announced that the following were: Present: Harriet Rosenthal, Mayor Robert Benton Tom Jester Mary Oppenheim William Seiden Dan Shapiro Barbara Struthers and that a quorum was present and in attendance. Also present were Village Manager Kent Street and Steven Elrod, Village Attorney. MOMENT OF SILENCE Those present observed a moment of silence for the Kamen family for the recent tragedy in their lives. PLEDGE OF ALLEGIANCE Mayor Rosenthal led those in attendance in reciting the Pledge of Allegiance. PROCLAMATION — DOMESTIC Mayor Rosenthal proclaimed the month of October VIOLENCE AWARENESS MONTH as Domestic Violence Awareness Month in Deerfield. She urged residents to wear purple and work together to end domestic violence. Matthew Guthrie of the Highland Park — Highwood Legal Aid Clinic noted three women are murdered by their significant others every day. It is the least reported crime. There are more than 300 domestic violence victims in the area each year. In October, local businesses will display flyers and distributing purple ribbons in support of domestic violence awareness. PROCLAMATION — WORLD Trustee Struthers read a proclamation proclaiming POLIO DAY October 24, 2018, as Polio Day in Deerfield. The Rotary Club was developed in 1905. In 1985, they launched Polio Plus to immunize all children against polio. The Rotary Club of Deerfield supports Polio Plus and the global polio eradication initiative. Trustee Struthers moved to accept both proclamations. Trustee Oppenheim seconded the motion. The motion passed unanimously on a voice vote. PRESENTATION OF THE DONALD E. Chief Sliozis presented the Donald E. Gehrig GEHRIG MEMORIAL AWARD TO Memorial Award to Officer Ryan Kass. The award OFFICER RYAN KASS is given out annually by the Board of Police Commissioners to recognize one officer for their Board of Trustees Meeting October 1, 2018 Page 2 of 5 outstanding service. The award recognizes Officer Kass's loyalty and dedication to the objectives of the Deerfield Police Department. Officer Kass began his employment in March 2011 as a part time dispatcher. He continued to develop his knowledge, was sworn in as a Lake Bluff police officer in 2014 and came back to Deerfield in 2016. He led the Citizens Police Academy class this year and is always willing to assist in the department anyway he can. He is active in fundraising and charitable events. Officer Kass thanked Chief Sliozis, the Board of Police Commissioners and administration. He looks forward to growing in the department. MINUTES OF PREVIOUS MEETING Trustee Struthers moved to approve the minutes from the September 17, 2018, Board of Trustees meeting. Trustee Oppenheim seconded the motion. The motion passed unanimously on a voice vote with Trustee Shapiro abstaining. Trustee Oppenheim moved to approve the minutes from the September 17, 2018, Committee of the Whole meeting. Trustee Benton seconded the motion. The motion passed unanimously on a voice vote with Trustee Shapiro abstaining. TREASURER'S REPORT Finance Director Eric Burk presented highlights from the August 2018 Treasurer's Report representing two-thirds of the year. Non home rule sales tax increased from the prior month. There will be a significant increase in September. The Village received a portion of the second installment of property taxes. Water and sewer billings increased over the prior year. August hotel tax includes some back payment, so they are exceeding projection. Electric utility tax is consistent with same period last year. Building permit revenue exceeds projection. Trustee Benton questioned whether the Village will receive some internet sales tax. Mr. Burk noted that will happen in the future. BILLS AND PAYROLL Trustee Struthers moved to approve the Bills and Payroll dated October 1, 2018. Trustee Benton seconded the motion. The Plan Commission voted 4-0 in PROPERTIES AND REACT PHYSICAL favor of recommending approval. THERAPY LLC Trustee Seiden moved to approve the request for a Class A Special Use for React Physical Therapy. Trustee Shapiro seconded the motion. Trustee Jester noted the KLOA parking analysis shows there is plenty of parking, but when Core Power Yoga is active, patrons park near Whole Foods. Chris Siavelis from CRM Properties stated the Il Forno parking lot is used for spill over as well. Trustee Oppenheim noted part of the traffic study requested the enforcement of the employee parking plan. Mr. Siavelis noted people are parking there illegally and taking the train. They will add signs near the new outlot to try to cut down on those violations. The motion passed by the following vote: AYES: Benton, Jester, Oppenheim, Seiden, Shapiro, Struthers (6) NAYS: None (0) ORDINANCE 0-18- AMENDING CHAPTER 3 OF THE MUNICIPAL CODE OF THE VILLAGE OF DEERFIELD INCREASING THE NUMBER OF CLASS J LIQUOR LICENSES BY ONE TO ONE FOR CONSENT AGENDA An Ordinance amending Chapter 3 of the Municipal Code of the Village of Deerfield increasing the number of Class J liquor licenses by one (1) to one (1) for Renu Day Spa located at 617 Central Avenue. NEW BUSINESS AUTHORIZATION TO PURCHASE Wastewater Reclamation Superintendent Brandon COMPUTER REPLACEMENT PROJECT Janes reported the WRF was rebuilt and MATERIALS modified in 2011 and 2012. The project included upgrades to the entire facility. One aspect was the addition of a Supervisory Control and Data Acquisition system (SCADA). The SCADA system components require replacement every five to seven years. The equipment has reached the end of its life and the Village's consultant recommends replacing the equipment. The IT Department solicited quotes. The lowest quote for the hardware was $17,221.83 from GHA Technologies. The various software upgrades and licenses total $66,441.83. Mr. Janes noted this does not include the engineer's contract in the amount of $12,500. The 2018 budget for this item was $120,000. Trustee Shapiro moved to waive the competitive bidding and authorize the purchase of hardware and software upgrades in an amount not to exceed $66,441.83. Trustee Oppenheim seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Oppenheim, Seiden, Shapiro, Struthers (6) NAYS: None (0) AUTHORIZATION TO AWARD Staff Engineer, Tyler Dickinson, reported the CONTRACT FOR LAKE COOK ROAD Cook County Highway Department met with the BRIDGE REPAIR Village last year regarding pavement deterioration on the Village -owned bridge over the West Fork along Lake Cook Road. The proposed scope of work includes pavement removal and replacement, approach slab repair, curb and gutter removal and replacement, mobilization of equipment, and traffic control. The proposed work would be completed on the weekends to minimize traffic delays. The Village requested proposals from IDOT qualified contractors. The costs came in higher than normal due to the expensive concrete, small scope of work, expedited schedule and weekend work. The repairs are expected to take place over two weekends, pending the weather conditions. Trustee Jester moved to waive the competitive bidding process and award the contract for the Lake Cook Road Bridge Repair to Alliance Contractors in an amount of $77,500. Trustee Struthers seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Oppenheim, Seiden, Shapiro, Struthers (6) NAYS: None (0) DISCUSSION NW MUNICIPAL CONFERENCE Trustee Benton noted the Village is a member of the Board of Trustees Meeting October 1, 2018 Page 5 of 5 Northwest Municipal Conference. They have a transportation committee that coordinates with the Chicago Metropolitan Planning Council. They are interested in reaching out to residents about how they get to their destinations. If you complete a survey, they will reward you with a $50 payment. The survey is open to all residents of northeastern Illinois and is available through May 2019. THANK YOU Mayor Rosenthal thanked the police department for their skillful handling of the unfortunate incident that took place in Deerfield. People in Deerfield have been very sensitive and supportive. All of us are in disbelief. PUBLIC ART RECEPTION Mayor Rosenthal thanked the Fine Arts Commission for hosting their Public Art Program Open House. There will be 25 pieces of art displayed throughout the Village. HISTORICAL SOCIETY JUBILEE The Historical Society Jubilee was a successful event. Mayor Rosenthal encouraged residents to continue to make donations. She thanked Management Analyst David Fitzgerald for all his assistance and recognized the support of District 109, the Deerfield Library, the Park District and the Deerfield Area Historical Society. LEAGUE OF WOMEN VOTERS Mayor Rosenthal was invited by the League of Women Voters to participate on a panel for their fundraising event on Saturday night. The keynote speaker, Shelia Simon, spoke about women in politics and getting more women involved. LEAF PICKUP ADJOURNMENT Trustee Oppenheim seconded the motion. adjourned at 8:20 p.m. Mr. Street reminded residents that leaf pickup starts on October 22, 2018.
