09/17/2018September 17, 2018 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on September 17, 2018, at 7:30 p.m. The clerk called the roll and announced that the following were: Present: Harriet Rosenthal, Mayor Robert Benton Tom Jester Mary Oppenheim William Seiden Barbara Struthers Absent was: Dan Shapiro and that a quorum was present and in attendance. Also present were Village Manager Kent Street and Steven Elrod, Village Attorney. PLEDGE OF ALLEGIANCE Mike Kramer led those in attendance in reciting the Pledge of Allegiance. MINUTES OF PREVIOUS MEETING Trustee Oppenheim moved to approve the minutes from the September 4, 2018, Board of Trustee meeting. Trustee Struthers seconded the motion. The motion passed unanimously on a voice vote. BILLS AND PAYROLL Trustee Oppenheim moved to approve the Bills and Payroll dated September 17, 2018. Trustee Benton seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Oppenheim, Seiden, Struthers (5) NAYS: None (0) PUBLIC COMMENT Mike Kramer spoke about the Deerfield Area Historical Society Jubilee. The Historical Society is celebrating their 50' year. The Jubilee will include an antiques appraisal (registration required), entertainment, story time in the little red schoolhouse, games of yesteryear, tours of the Historic Village, crafts, spinning wheel demonstrations, carpentry demonstrations, farm animal display, and food by Italian Kitchen and Dear Franks. They will have vintage trucks and cars, a historical American flag display and more. He thanked the Park District, Library, District 109 and Village staff for their assistance. The Jubilee will take place on September 30, 2018 from 11 a.m. to 3 p.m. Mayor Rosenthal encouraged residents to join the Historical Society and attend the Jubilee. Andrew Marwick, 442 Kelburn, noted there the Board recently approved Zion Woods and inquired if the development on the south end of Deerbrook will also have an affordable housing requirement. Mr. Street noted the Plan Commission will consider the final development plan Board of Trustees Meeting September 17, 2018 Page 2 of 4 prior to the Ordinance being written. Mr. Marwick suggested putting more affordable housing in the Deerbrook development as it is a better location for affordable housing in the Village. He does not believe putting the townhomes near the shopping center is a good plan. Mr. Marwick believes it would be more advantageous to build a taller and denser development without the townhomes. He suggested making the development as pedestrian friendly as possible. There were no Reports. REPORTS CONSENT AGENDA ORDINANCE AMENDING CHAPTER 3 An Ordinance amending Chapter 3 of the OF THE MUNICIPAL CODE OF THE Municipal Code of the Village of Deerfield VILLAGE OF DEERFIELD increasing the number of Class J liquor licenses INCREASING THE NUMBER OF by one (1) to one (1) for Renu Day Spa located CLASS J LIQUOR LICENSES BY ONE at 617 Central Avenue. First Reading. TO ONE FOR RENU DAY SPA LOCATED AT 617 CENTRAL AVE. — 1R Mayor Rosenthal indicated this would stand as a First Reading of the Ordinance. RESOLUTION R-18-17 AMENDING A Resolution amending the annual fee Resolution THE ANNUAL FEE RESOLUTION regarding roof permit fees. REGARDING ROOF PERMIT FEES Trustee Oppenheim moved to adopt the Resolution, Trustee Benton seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Oppenheim, Seiden, Struthers (5) NAYS: None (0) There was no Old Business. OLD BUSINESS NEW BUSINESS AUTHORIZATION TO AWARD THE Wastewater Reclamation Facility Supervisor CHLORINE PANELS REPLACEMENT Brandon Janes noted the chlorine panels have PROJECT CONTRACT corroded due to the humidity and gasification of the chlorine tablets. As many of the components have become obsolete, the service calls to the manufacturer have increased. Staff has determined the panels need to be relocated outside of the chlorine rooms. Board of Trustees Meeting September 17, 2018 Page 3 of 4 Strand Associates has provided the Department with a proposal in the amount of $30,600 to provide this service. The scope of the work will include engineering services including the preparation of plans and specifications, bidding assistance and construction. The Department has budgeted $30,000 in the 2018 budget, and is proposing additional construction expenditures in the 2019 budget. Trustee Jester moved to award the chlorine panel replacement project contract to Strand Associates in an amount not to exceed $30,600. Trustee Struthers seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Oppenheim, Seiden, Struthers (5) NAYS: None (0) AUTHORIZATION TO PURCHASE A Deputy Chief Brian Budny reported the department 2019 FORD EXPLORER FOR THE is seeking authorization to purchase an unmarked POLICE DEPARTMENT vehicle for administrative purposes including investigation, patrol, social services, etc. This is a VERF-scheduled vehicle for 2018 and would replace the 2010 Ford Explorer that was transferred to the Building and Zoning department. Morrow Brothers of Greenfield, Illinois, is the State bid holder. Trustee Jester asked why the Village would not purchase a smaller vehicle. Deputy Chief Budny explained they want an all-weather vehicle that could be used to transport officers to court. Trustee Seiden moved to authorize the purchase of a 2019 Ford Explorer from Morrow Brothers in an amount not to exceed $27,550. Trustee Oppenheim seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Oppenheim, Seiden, Struthers (5) NAYS: None (0) DISCUSSION FARMER'S MARKET Mayor Rosenthal enjoyed tasting 11 pies while Gale Gand. judging the apple pie contest with renowned chef HARVEST FEST Mayor Rosenthal reminded residents that Harvest Fest is Saturday, September 22. It starts at the Farmer's Market with Touch -A -Truck. This year, Caterpillar is involved. At 5:30 p.m., there will be music and food from City BBQ and Nothing Bundt Cakes and the annual bags tournament. PUBLIC ART PROGRAM There will be a public art open house at the Board of Trustees Meeting September 17, 2018 Page 4 of 4 Library on September 26 from 6 to 8 p.m. The Public Art Program places loaned pieces of art in public buildings throughout the Village. Mayor Rosenthal noted there is a sculpture on loan displayed at the park on the northeast corner of Waukegan Road and Journal Place. HISTORICAL SOCIETY JUBILEE ADJOURNMENT Trustee Oppenheim seconded the motion. adjourned at 7:50 p.m. Mayor Rosenthal reminded residents about the Historical Society Jubilee on September 30.
