The regular meeting of the Board of Trustees of the Village of Deerfield was called to order
by Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on January 16, 2018, at
7:30 p.m. The clerk called the roll and announced that the following were:

and that a quorum was present and in attendance. Also present were Village Manager Kent Street
and Village Attorney Matthew Rose.
PLEDGE OF ALLEGIANCE Members of Cub Scout Pack 450 led those in
attendance in reciting the Pledge of Allegiance. Pack
leader Lydia St. John noted the scouts from Pack 450 are from Walden and Kipling. The annual
Pinewood Derby will take place on Saturday, January 27, at 5:00 p.m. The scouts introduced
themselves and let everyone know their favorite scouting activities.
GIVE WHERE YOU LIVE DEERFIELD Mayor Rosenthal reported the Give Where You
Live Deerfield event was outstanding. They collected
food for the West Deerfield Township Food Pantry, packed bags for the PADS Shelter, NICASA
and the Veteran's Closet, collected scarves and toiletries, and made blankets. Mayor Rosenthal
thanked the more than 200 residents that participated.
DEPARTMENTAL OBJECTIVES Director of Public Works and Engineering Barb
REPORT — PUBLIC WORKS AND Little presented highlights from the six-month
ENGINEERING departmental objectives report. She reported the
engineering division provided support for the special
census and relocated two of their offices. They participated in the demolition at 630 Central and
restoration of the property. The department performed inspections on more than 50 properties,
provided drainage engineering analysis and design and will investigate drainage issues on Westcliff
and Margate. Ms. Little noted the Village installed the first audible pedestrian signal for visually
impaired pedestrians. She noted the department helped secure funding for a number of projects
within the Village. Ms. Little noted two projects within the Village were selected for awards.
The water tower painting project was awarded and will take place this spring. The water tower will
be taken out of service during the project. A monopole is being installed to house the
communication equipment that are currently on the water tower during the project.
The 2017 sidewalk program replaced 600 sidewalk segments. The street division upgraded all four
salt trucks, which will reduce chemical use and be more efficient. The water division detected 51
leaks. The Village has replaced 19 commercial water meters within the Village. The sewer division

has been involved with sewer and manhole lining as well as televising. Most of the work has been
done in the northeast and northwest quadrants.
Trustee Seiden asked about the water tower project. Ms. Little stated that staff will perform a test to
see how the reversal of the water flow will affect the Village. Mayor Rosenthal thanked the
department for their good work. She recognized the department for being first responders for so
many services within the Village.
MINUTES OF PREVIOUS MEETING Trustee Struthers moved to approve the minutes
from the January 2, 2018, Board of Trustees meeting.
Trustee Benton seconded the motion. The motion passed unanimously on a voice vote.
BILLS AND PAYROLL Trustee Seiden moved to approve the Bills and
Payroll dated January 16, 2018. Trustee Shapiro
seconded the motion. The motion passed by the following vote:

PUBLIC COMMENT Arnie Silberman, 900 Beverly Place, noted two
limbs from his walnut tree were trimmed without any
notice. He indicated the Department of Public Works have never trimmed or maintained his trees.
Mr. Silberman noted there are a number of dead trees on Woodvale and questioned why the Village
does not trim or remove those trees. Mayor Rosenthal noted the Village put a notice in D -Tails, a
tree trimming sign and a notification on the website informing residents of the upcoming tree
trimming. The Village tried to communicate the best they could. Mr. Silberman noted the tree
trimming sign stated parkway tree trimming and he did not realize that the walnut tree was in the
parkway. Mayor Rosenthal noted trimming trees helps keep them healthy.
REPORTS
REPORT AND RECOMMENDATION Deputy Director of Public Works and
FOR LAKE COOK ROAD AT PINE Engineering, Bob Phillips, stated there was a
STREET INTERSECTION discussion at a Committee of the Whole meeting
regarding the intersection of Lake Cook Road and Pine
Street. The Village hired traffic engineer Dan Brinkman from Gewalt Hamilton Associates to
analyze the intersection and make a recommendation to the Village Board. Mr. Brinkman stated
they performed a 13 -hour count in September and analyzed how the intersection works. Currently,
cross traffic is not permitted from Pine Street. They looked at the possibility of adding a left turn
arrow but concluded that there would be a reduction in operation because Cook County would not
retime their signals. Mr. Brinkman also looked at the possibility of adding a right turn lane to
improve capacity. He believes it would be a major undertaking, including changing the signal
configuration. The County would require the rest of the intersection to be updated to the current
standard, which would be a significant undertaking with a large cost. Mr. Brinkman would not
recommend the Village make a change at this time.

Mr. Brinkman studied the crash reports and anticipates a reduction of approximately 1 percent if the
intersection became protected. The Village would not see a significant crash reduction. In 2016,
there were 14 crashes with one related to left turns. Trustee Jester noted the police and IDOT
reports do not show near misses. He has seen near misses at the intersection that he believes are a
result of driver confusion. Trustee Jester does not believe it will get any better. Trustee Shapiro
asked if the Village could add signage. Trustee Jester noted Cook County removed the previous
signage. Mr. Brinkman suggested contacting the County for a signage permit. If the Village is
interested, they can go through the permit process to make changes to the signal. Trustee Struthers
noted in 1986 there were fewer people crossing Lake Cook Road. Mayor Rosenthal asked if staff
has contacted Cook County regarding the intersection. Mr. Phillips stated the Village contacted the
County regarding the intersection being out of compliance with the Village Ordinance and
requested restriping and signage, but the County was not interested in the local Ordinance.
Trustee Shapiro moved to approve the report and recommendation to not make any changes to the
intersection. Trustee Benton seconded the motion. The motion did not pass by the following vote:

Mayor Rosenthal stated the Village will get in touch with the County to see what the next steps
would be.
Mr. Brinkman noted there should not be cross traffic, but there is nothing to enforce that in place.
The Village should not have opposing thru traffic. He noted the only way to stop the thru traffic
would be to add a physical barrier. Trustee Struthers believes adding a physical barrier with the
school and other businesses is not a viable option at this time. She would prefer adding left turn
signals. Mayor Rosenthal noted it is expensive and would be less efficient. Trustee Jester noted
there is a lot of police activity at that location.

has cellular telemetry uploaded to a cloud system.
Trustee Shapiro moved to authorize the purchase of water meters from Midwest Meter, Inc. and
Metron-Farnier in an amount not to exceed $80,000. Trustee Benton seconded the motion. The
motion passed by the following vote:

AUTHORIZATION TO PURCHASE Mr. Phillips reported the 2016/2017 season had
BULK ROCK SALT FROM MORTON 10 snow events to date while the 2017/2018 season had
SALT THROUGH THE ILLINOIS 11 events to date. Last year, there were 20 inches
DEPARTMENT OF CENTRAL of snow while this season has had 13 inches of
MANAGEMENT SERVICES AND snow. Mr. Phillips noted that last year, the Village
LAKE COUNTY used 2000 tons of salt while they have only used 820
tons this year. He noted the difference is due to the
Village increasing the usage of liquid deicers, which is better for the environment. Last season, the
Village used 12,800 of liquids while they have used 18,250 this season.
Mr. Phillips stated the Village purchases bulk rock salt through both the Illinois Department of
Central Management Services and Lake County. He is requesting authorization to purchase up to
2400 tons of bulk rock salt in the amount not to exceed $123,943. Mr. Phillips indicated they
budgeted $200,000.
Trustee Shapiro moved to authorize the purchase of up to 2400 tons of bulk rock salt from Morton
Salt through the Illinois Department of Central Management Services and Lake County in an
amount not to exceed $123,943. Trustee Struthers seconded the motion. The motion passed by the
following vote:

Mayor Rosenthal expressed concern about the southbound/eastbound intersection of Waukegan
Road at the intersection for Fresh Thyme and McDonalds.
AUTHORIZATION TO AWARD TWO- Director of Public Works and Engineering Barbara
YEAR CONTRACT FOR EPA Little reported that since 1996 the Village has
REQUIRED GROUNDWATER monitored ground water at Reservoir 29A and
SAMPLING SERVICES FOR installed five groundwater monitoring wells. The
RESERVOIR 29A wells are monitored on a semi-annual basis for
ground water migration and quality.
Ms. Little recommends authorizing a one-year contract at the advice of counsel, in lieu of a two-
year contract.

Trustee Shapiro moved to award a 1 year contract for EPA required groundwater sampling services
for Reservoir 29A to AECom in an amount not to exceed $13,070. Trustee Seiden seconded the
motion. The motion passed by the following vote:

50''' ANNIVERSARY Mayor Rosenthal reported the Deerfield Area
Historical Society is celebrating their 50't' anniversary.
The Village, Park District, Township, Library and District 109 have been meeting to discuss an
event to celebrate the milestone as well as raise money for repairs. The event will take place on
May 20. They will need volunteers for the event and are open to suggestions for activities. Mayor
Rosenthal noted there will be an antiques appraiser and a story hour, the elementary school will host
a choral and instrumental concert, and there will be children's games.
ADJOURNMENT There being no further business or discussion,
Trustee Struthers moved to adjourn the meeting.
Trustee Shapiro seconded the motion. The motion passed unanimously. The meeting was adjourned
at 8:49 p.m.
The next regular Board of Trustees meeting will take place on Monday February 5, 2018 at 7:30
p.m.
