12/04/2017December 4, 2017 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on December 4, 2017, at 7:30 p.m. The clerk called the roll and announced that the following were: Present: Harriet Rosenthal, Mayor Thomas Jester Mary Oppenheim William Seiden Dan Shapiro Barbara Struthers Absent: Robert Benton and that a quorum was present and in attendance. Also present was Village Manager Kent Street and Village Attorney John Murphey. PLEDGE OF ALLEGIANCE Karyn Davidman lead those in attendance in reciting the Pledge of Allegiance. PRESENTATION Ms. Davidman, from the Office of Representative Brad Schneider, thanked the Village for hosting the upcoming small business symposium for the House Small Business Committee at Village Hall next week. She outlined the services provided at Congressman Schneider's district office, including assisting military veterans and other constituent services. She noted people are not aware they can call their congressmen for assistance. Ms. Davidman noted Representative Schneider and Representative Bloom would be at Village Hall Monday for the business symposium from 9:30 to 10:30 a.m. PROCLAMATION Mayor Rosenthal reported the Village is participating in celebrating Illinois' bicentennial. She endorsed a proclamation supporting the yearlong celebration. Trustee Oppenheim moved to accept the Proclamation. Trustee Shapiro seconded the motion. The motion passed unanimously on a voice vote. DEPARTMENTAL OBJECTIVE REPORT Finance Director Eric Burk presented highlights - FINANCE DEPARTMENT from the Finance Department six-month objectives report. He reported the 2016 Comprehensive Annual Financial Report was completed and received the GFOA certificate of achievement. Mr. Burk noted that the 2017 budget received the GFOA distinguished budget achievement award, as well. The Village issued a joint RFP with Highland Park and Glenview for auditing services. The Village met all the required debt services deadlines. The Village orchestrated a flu shot program for employees of the Village, Park District and Library, as well as their dependents. Staff issues nearly 12,000 vehicles stickers and processed an average of 130 cash receipts per day. MINUTES OF PREVIOUS MEETING Trustee Struthers moved to approve the minutes from the November 20, 2017, Board of Trustees meeting. Trustee Oppenheim seconded the motion. The motion passed unanimously on a voice vote. TREASURER'S REPORT Mr. Burk presented the Treasurer's Report for the month of October, representing 83 percent of the year. Non -home -rule sales tax revenues increased over last month and the same period two years ago. Next month there will be an increase, as well. Electric utility tax decreased slightly. Building permit revenue continue to exceed both projections and budget. Larger expenditures include capital improvements and the purchase of a dump truck. BILLS AND PAYROLL Trustee Struthers moved to approve the Bills and Payroll dated December 4, 2017. Trustee Oppenheim seconded the motion. OLD BUSINESS ORDINANCE 0-17-28 AUTHORIZING AN AMENDMENT TO THE SIGNAGE PLAN FOR PARKWAY NORTH CENTER TO ALLOW A WALL SIGN ON THE PARKING GARAGE AT 3 PARKWAY NORTH BOULEVARD INCLUDING THE NECESSARY An Ordinance authorizing an amendment to the signage plan for Parkway North Center to allow a wall sign on the parking garage at 3 Parkway North Boulevard, including the necessary variations. Subsequently, Bartaco suggested adding wood louvers on the interior of the window with clear glass glazing. Mayor Rosenthal wanted to ensure the appearance of some light. Mr. Siavelis indicated the tenant agreed to keep the blinds on a downward angle at 45 degrees. Trustee Struthers expressed concern as people may think the restaurant is closed. Mr. Siavelis shares the concern. Trustee Oppenheim moved to waive the First Reading of the Ordinance. Trustee Struthers seconded the motion. The Village recognizes the existing buildings and services are an integral part of the community. He noted CJE is very well thought of in the community. Trustee Shapiro inquired what would happen if the entities change and become for-profit. He expressed concern about the enforceability of the Ordinance. Mr. Street stated they would have to notify the Village, per the Ordinance. There is also a method in place for the Village to verify the status of the purported joint venture. Attorney Mike Viner confirmed the clawback was discussed and would be pro -rated if it changes to a for-profit corporation. Mayor Rosenthal stated that when the Karmel proposal came before the Village, they were getting a 50 percent discount on building permit fees based on their non-profit status. This ordinance provides a 25 percent discount, because the project is not completely not-for-profit. Trustee Oppenheim moved to waive the First Reading of the Ordinance. YEARS 2017 THROUGH 2021 WITH FIVE ONE-YEAR EXTENSIONS Mr. Burk reported that the Village issued a joint RFP with Highland Park and Glenview. They received nine responses but narrowed it down to three companies for interviews. All three municipalities selected Baker Tilly independently. The total fee for 2017 will be $41,650 for just Deerfield, but if all three Villages go through the same company, the fee would be reduced to $40,817. Mr. Burk noted the comparable fees for 2016 were more than $43,000. Trustee Jester moved to approve the Resolution. Trustee Oppenheim seconded the motion. She also thanked staff and Public Works for their assistance. RIBBON CUTTING Mayor Rosenthal reported there was a ribbon cutting for The Barking Lot, which reopened after flooding. WINTER CELEBRATION Mayor Rosenthal reported several Trustees helped serve chicken soup and bagels at this lovely event. There was a lot of people enjoying the entertainment. The horse-drawn carriage rides were a success. Mayor Rosenthal thanked staff for coordinating the event and the businesses that participated. She reminded everyone to shop local this holiday season. ADJOURNMENT There being no further business or discussion, Trustee Oppenheim moved to adjourn the meeting. Trustee Struthers seconded the motion.
