The regular meeting of the Board of Trustees of the Village of Deerfield was called to
order by Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on December 19,
2016, at 7:30 p.m. The clerk called the roll and announced that the following were:

and that a quorum was present and in attendance. Also present were Kent Street, Village
Manager, and Village Attorney Peter Coblentz.
PLEDGE OF ALLEGIANCE Engineering Technician Tyler Dickinson led those
in attendance in reciting the Pledge of Allegiance.
DEERFIELD ROAD UPDATE Mr. Dickinson reported the brick sidewalks on the
north side were completed in places using cold patch in order to make it smooth for plowing.
Final brick placement will come in early spring. The final pavement striping also will be
completed in the spring. Throughout the winter, the electrical contractor will continue to work
on the traffic signals.
VOLUNTEER ENGAGEMENT Mayor Rosenthal reported the Volunteer
COMMISSION APPOINTMENTS Engagement Commission recommended the
following commission appointments:
Ann Kleinerman to the Fine Arts Commission
Jonathan Kohl to the Volunteer Engagement Commission
Trustee Shapiro moved to accept the Volunteer Engagement Commission appointment
recommendations. Trustee Farkas seconded the motion. The motion passed unanimously on a
voice vote.
MINUTES OF PREVIOUS MEETING Trustee Struthers moved to approve the minutes
from the December 5, 2016, Board of Trustees
meeting. Trustee Farkas seconded the motion. The motion passed unanimously on a voice vote
with Trustee Nadler abstaining.
BILLS AND PAYROLL Trustee Farkas moved to approve the Bills and
Payroll dated December 19, 2016. Trustee Jester
seconded the motion. The motion passed by the following vote:

PUBLIC COMMENT Andrew Marwick opposes Deerfield Square's
proposal to tear down the former Biaggi's restaurant
and replace it with a multi -tenant building. He believes there are enough vacant stores in the
Village. Mr. Marwick indicated even Northbrook Court now has pop-up stores. Mr. Street
reported the Village's occupancy percentage is more than 90 percent. Mr. Marwick noted the
number of service businesses in the Village has increased. He does not believe adding five more
storefronts to the Village would be appropriate. Mr. Marwick reported there is a lot of traffic
going through the area around the Walgreens in Deerfield Square and it is difficult to navigate.
He believes the proposed new buildings will make the Walgreens traffic situation worse. He
believes adding an apartment complex in the former Biaggi's location would be a better option
for the Village. Trustee Nadler does not believe there would be enough parking for apartments.

Mayor Rosenthal reported the petitioner has
requested a waiver of the First Reading of the Ordinance but she is not inclined to grant the
waiver because many people are out of town for the holidays. In addition, the petitioner held a
neighborhood meeting, but it was on election night. Mayor Rosenthal believes the petitioner
needs to go through the regular process. This will stand as the First Reading of the Ordinance.

Mayor Rosenthal indicated the petitioner has
requested a waiver of the First Reading of the Ordinance. Trustee Struthers does not believe
people have had a chance to comment due to the holiday. She believes a First Reading is
appropriate. This will stand as the First Reading of the Ordinance.
NEW BUSINESS
AUTHORIZATION TO EXECUTE Bob Phillips, Deputy Director of Public Works
DESIGN CONTRACT FOR 630 and Engineering, reported the building has been
CENTRAL PARKING LOT DESIGN taken down and the foundation is out of the ground.
He indicated the site has been restored and the
fencing will remain in place for the winter to keep the area secure. The parking lot design was
included as part of the 2017 capital budget. The engineering work will be conceptual. Mr.
Phillips stated a proposal came in from Gewalt Hamilton and Associates in the amount of
$22,400, including design and survey work, traffic engineering and public meetings. Trustee
Nadler questioned whether this would be a free public lot or a source of revenue. Mr. Street
stated the Village could potentially charge for permits, if that is the direction the Village Board
would like to pursue.

Trustee Shapiro moved to execute the design contract with Gewalt Hamilton and Associates in
an amount not to exceed $22,400. Trustee Nadler seconded the motion. The motion passed by

AUTHORIZATION TO AWARD Mr. Phillips reported that as part of the 2017 Capital
THE 2017 MANHOLE Improvement Program, the Village budgeted for
REHABILITATION PROGRAM sanitary sewer improvements related to inflow and
ENGINEERING CONTRACT infiltration. The scope of work includes manhole
rehabilitation, sanitary sewer point repairs and
lining over several years. He noted the northeast and northwest quadrants have the most issues.
The proposed budget for this work from 2017 through 2019 is approximately $350,000. Mr.
Phillips indicated Strand Associates would prepare bid documents and specifications and train
Village staff on manhole rehabilitation.
Trustee Nadler moved to award the 2017 manhole rehabilitation program engineering contract to
Strand Associates. Trustee Seiden seconded the motion. The motion passed by the following
vote:

DISCUSSION
TOYS FOR TOTS Mayor Rosenthal noted there was a full day of
donations for Toys for Tots this past Saturday. The
number of residents that showed up was amazing. Mayor Rosenthal thanked Jack Frigo, Mary
Ann Glowacz and Joe Pasquesi for doing such a wonderful job. She noted there were more than
20 marines present.
GIVE WHERE YOU LIVE DEERFIELD Mayor Rosenthal reported the next Give Where
You Live — Deerfield event will take place on
Monday, January 16, 2017, which is Martin Luther King Day.
NEXT MEETING In celebration of the New Year's holiday, the next
Board of Trustees meeting will take place on
Tuesday, January 3, 2017.
