The regular meeting of the Board of Trustees of the Village of Deerfield was called to
order by Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on November 21,
2016, at 7:30 p.m. The clerk called the roll and announced that the following were:

and that a quorum was present and in attendance. Also present were Kent Street, Village
Manager, and Village Attorney Peter Coblentz.
PLEDGE OF ALLEGIANCE Deerfield Park District Director Rick Julison led
those in attendance in reciting the Pledge of
Allegiance.
PROCLAMATION Mayor Rosenthal read a proclamation honoring
the public service of retiring Deerfield Park District
Director Rick Julison. To memorialize Mr. Julison's exemplary service to the community, the
Deerfield Joint Maintenance Facility at 465 Elm Street will be dedicated in his honor. Trustee
Struthers moved to accept the Proclamation. Trustee Farkas seconded the motion. The motion
passed unanimously on a voice vote.
Mr. Julison started with the Park District 27 years ago. He thanked the Village for all the joint
efforts working with the Park District. Trustee Jester acknowledged Mr. Julison's knowledge
and experience in working with the Northwest Quadrant task force.
PROCLAMATION
Mayor Rosenthal presented the GFOA Certificate of
Achievement for Excellence in Financial Reporting
to Finance Director Eric Burk. The certificate of achievement is the highest honor.
DEERFIELD ROAD UPDATE Engineering Technician Tyler Dickenson reported
the pavement has been completed from the
Highland Park limits to Waukegan Road. The striping will begin tomorrow. Mr. Dickenson
noted the roadway will be open to traffic on Thursday but there will be intermittent lane closures
over the next two weeks to place sidewalks and driveway aprons. The sidewalk restoration
should be completed west of Waukegan Road next week. The traffic signals and overhead
protection system will be turned on once the intersection of Deerfield and Waukegan Road is
complete. This should be completed during the winter.

MINUTES OF PREVIOUS MEETING Trustee Farkas moved to approve the minutes
from the November 7, 2016, Board of Trustees
meeting. Trustee Struthers seconded the motion. The motion passed unanimously on a voice
vote.
FINANCE DEPARTMENT REPORT Mr. Burk presented highlights from the Finance
Department's six-month report. The department
completed the 2016 financial planning report that was audited and received the GFOA award for
financial excellence. The Illinois Department of Insurance police pension report was completed.
The department completed the preliminary budget for 2017. An RFP was completed for a
municipal advisor. Mr. Burk held a ratings call with Moody's and again received a "Aaa" rating.
Mr. Burk stated they assisted Public Works with a new safety manual. They renewed the
medical insurance through a health insurance cooperative. Staff attended several training
seminars on a variety of topics.
BILLS AND PAYROLL Trustee Struthers moved to approve the Bills and
Payroll dated November 21, 2016. Trustee Farkas
seconded the motion. The motion passed by the following vote:

PUBLIC COMMENT Julie Waltz and Liz Thorn, 2867 Falling Waters
Lane, Lindenhurst, IL, are members of the startup team for GiGi's Playhouse, which has
programs for people with Down's Syndrome. They are looking to service families from Gurnee
to Wilmette in a new Deerfield location. They are donation sponsored and 90 percent volunteer -
run. They will have participation from 30 to more than 200 people on a busy day. They have
cooking classes, one-on-one tutoring, job training and other programs available. Mr. Street
suggested they reach out to other organizations that work in the community. Ms. Thorn noted
they are currently looking for a location in the area and are targeting a fall 2017 opening.

REPORT RE: TOBACCO 21 PROPOSAL Lea Bacci of the Lake County Health Department
TO RESTRICT SALE AND USE OF presented a slide show to the Trustees regarding
TOBACCO BY THOSE UNDER AGE 21 Tobacco 21. The department identified the top
top four health issues in Lake County, including
hypertension, obesity, behavioral health and diabetes. Although tobacco is not listed as one of
the major issues, it is a contributing factor to each. Ms. Bacci reported e -cigarette use is higher
than traditional cigarette use by high school students both locally and across the country.
By passing a Tobacco 21 law, it would be increasing the gap between kids and people able to
purchase cigarettes. Deerfield has a local coalition, Community — the Anti -Drug, that works to
reduce the use of drugs and abuse of alcohol, marijuana and other drugs among youth in

Bannockburn, Deerfield, Highland Park, Highwood and Riverwoods. CTAD supports the
Tobacco 21 program.
Mayor Rosenthal said she is very supportive of the Tobacco 21 program. She would be in favor
of passing an ordinance against sale and possibly possession. Ms. Bacci noted that possession
has not been included in the Tobacco 21 policies. Trustee Farkas thanked Ms. Bacci for the
presentation. He is in favor of enforcement for the ban on the sale of tobacco products but not
the possession for those under 21.
Barbara de Nekker, Executive Director of Community — the Anti Drug, added that their vision is
to create an environment that is safe, healthy and drug-free.
Trustee Seiden moved to prepare a Tobacco 21 Ordinance. Trustee Farkas seconded the motion.

CONSENT AGENDA
ORDINANCE 0-16-27 AMENDING An Ordinance amending Article 3 (Film
ARTICLE 3 (FILM PRODUCTION) OF Production) of Chapter 14 (Licenses) of the
CHAPTER 14 (LICENSES) OF THE Municipal Code of the Village of Deerfield.
MUNICIPAL CODE OF THE VILLAGE Second Reading. Trustee Struthers questioned

"Photography" instead of "Film." Mr. Coblentz
noted Article 3 is titled "Film Production." Mr. Street reported the change is needed to address
commercial photography for a catalog that can be just as disruptive to a residential neighborhood
as a film shoot.

DISCUSSION
DOWNTOWN LIGHTING Mayor Rosenthal invited residents to the downtown
lighting that will be held in the Village Center Plaza
on Wednesday from 4 p.m. to 5 p.m. She thanked Menchie's, Starbucks, Pet People and the
DHS brass band for their participation.
VETERAN'S DAY Mayor Rosenthal thanked the American Legion for
the lovely Veterans Day service.
GIVE WHERE YOU LIVE, DEERFIELD Mayor Rosenthal reported there were about 250
participants. She thanked the Embassy Suites for
providing toiletries and the Optimist and Lions Clubs for their financial contributions. Whitehall
brought a van full of clothing that went to the Veteran's Closet.
VILLAGE ACTIVITIES The Portillo's ribbon cutting was last Tuesday. It
was very well received. The Town Meeting was
last Wednesday. Saturday, the North Suburban Evangelical Free Church raised enough money
to fill 1272 baskets. The Interfaith service was held last night at Holy Cross. The Village Winter
Celebration will take place next week. She thanked Upper Crust Bagels for their donation of
bagels and cream cheese. Saturday will be the DHS Run for Change.
On behalf of the Village Board and staff, Mayor Rosenthal wished everyone a Happy
Thanksgiving.
