R.ESOL UTION No. 68 -6 WHEREAS, in the past number of years, the North suburban areas of Cook County and Lake County, Illinois, have been subjected to extremely heavy rain falls; and WHEREAS, these heavy rain falls have occurred with increasing frequency; and WHEREAS, on account of the extreme rains, the storm waters within this area have correspondingly increased in volume; and WHEREAS, the natural depositary for such storm waters is the North Branch, including the West fork and Skokie fork thereof, of the Chicago River; and WHEREAS, these streams serve as a natural run off for the communities of Niles, Skokie, Lincolnwood, Glenview, Golf, Lake Forest, Glencoe, Wilmette, Highland Park, Winnetka, Deerfield, Waukegan, and Morton Grove; and WHEREAS, the complete utilization of these streams as a catch and run off has never been attained; and WHEREAS, the North branch of the Chicago River, including the West fork and the Skokie fork thereof, has, over the years, become filled with debris, sludge, and other matter so as to seriously limit its effectiveness as a catch and run: off for said storm water; -and WHEREAS, the Division of Waterways of the Department of Public Works and Buildings did, on or about the year 1964, undertake a study of these streams and this area, which study has not been completed: NOW, THEREFORE, be it resolved by the Mayor and Board of Trustees of the Village of Deerfield, Illinois, as follows: 1. That the Governor of the State of Illinois direct the Department of Public Works and Buildings, Division of Waterways, to forthwith complete the study inaugurated in 1964 and reduce same to writing at its earliest possible convenience. 2. That the necessary funds be appropriated by the legislature for said study. 3. That the aforementioned communities bind themselves together so as to form a permanent group under the name and style of for the purpose of obtaining mutual aid and assistance in this endeavor. 4.
