The regular meeting of the Board of Trustees of the Village of Deerfield was called to
order by Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on January 19,
2016, at 7:30 p.m. The clerk called the roll and announced that the following were:
Present: Harriet Rosenthal, Mayor
Alan Farkas
William Seiden
Dan Shapiro
Barbara Struthers
Absent were: Thomas Jester
Robert Nadler
and that a quorum was present and in attendance. Also present were Kent Street, Village
Manager and Village Attorney Peter Coblentz.
PLEDGE OF ALLEGIANCE Scouts from Cub Scout Pack 450 led those in
attendance in reciting the Pledge of Allegiance.
The scouts introduced themselves and talked about their favorite part of scouting.
Den Master Lydia St. John introduced the Pinewood Derby Day event this Saturday from 10 a.m.
to noon at the First Presbyterian Church of Deerfield.
GIVE WHERE YOU LIVE DEERFIELD Mayor Rosenthal reported Deerfield celebrated the
second Give Where You Live - Deerfield Martin
Luther King Jr. Day of Service. An overflow crowd helped make no -sew blankets for people in
crisis and cards and letters of hope to accompany the blankets. Jack Frigo donated money to
purchase the fleece. CJE Senior Life sponsored an intergenerational program and put together
stuffed animals. The blankets, stuffed animals and pillowcases will all be donated to NICASA,
PADS, the Cradle and the ARK. The program was very well received. Mayor Rosenthal
thanked Mr. Frigo, CJE Senior Life, Sherry Wood and Carolyn Bunnell, Stephanie Locascio and
Mary Ann Glowacz, and other staff members for their donations and support.
DEPARTMENTAL OBJECTIVES Director of Public Works and Engineering Barbara
REPORT Little presented highlights from the Public Works &
Engineering departmental objectives report. Major projects included the Briarwood Vista
rehabilitation project, the street rehabilitation project and the North Avenue drainage project.
Upcoming projects include the Deerfield Road reconstruction, the 2016 street rehabilitation
project, bridge rehabilitation, the water tower painting project, street light upgrade to LED
lamps, tree trimming and removal of hazardous trees, among others. They also completed the
water meter replacement as well as a number of other projects.

MINUTES OF PREVIOUS MEETING Trustee Struthers moved to approve the minutes
from the January 4, 2016, Board of Trustees
meeting. Trustee Farkas seconded the motion. The motion passed unanimously on a voice vote
with Trustee Shapiro abstaining.
BILLS AND PAYROLL Trustee Seiden moved to approve the Bills and
Payroll. Trustee Shapiro seconded the motion. The
motion passed by the following vote:
AYES: Farkas, Seiden, Shapiro, Struthers (4)

PUBLIC COMMENT There were no Public Comments on non -agenda
items.
REPORTS
REPORT AND RECOMMENDATION Deputy Director of Public Works and Engineering
OF STAFF RE: NORTH AVENUE Bob Phillips outlined the process used by staff
INFRASTRUCTURE PROJECT: to determine when to install sidewalks in
SIDEWALK areas that do not have them. He noted that the
North Avenue project is not a good candidate for
sidewalk installation, as the sidewalks would not serve to connect other sidewalks. He noted that
the Village does have sufficient right-of-way for sidewalks, but installation would require the
removal of a large number of high-quality trees. He noted that in open houses on the project,
residents were not in favor of installing sidewalks. The project is currently in the bid process. If
sidewalks were installed, it would cost the Village more than $350,000 and delay the project.
Mr. Phillips spoke with representatives from Bannockburn, who are not in favor of installing
sidewalks.
Trustee Farkas stated that he was satisfied with the staff's recommendation.
Trustee Farkas moved to accept the report and recommendation of staff. Trustee Shapiro
seconded the motion. The motion passed by the following vote:

CONSENT AGENDA
ORDINANCE 0-16-03 AMENDING A An Ordinance amending the fence height at 648
FENCE HEIGHT MODIFICATION AT Ambleside Drive. Second Reading. Mr. Street
648 AMBLESIDE DRIVE — 2R noted the Village has not received any comments

Trustee Seiden moved to adopt the Ordinance. Trustee Shapiro seconded the motion. The
motion passed by the following vote:

OLD BUSINESS
ORDINANCE CREATING A NEW An Ordinance creating a new Class C liquor license
CLASS C LIQUOR LICENSE (BEER for beer and wine only for Starbucks located at 675
AND WINE ONLY) FOR STARBUCKS Deerfield Road.
LOCATED AT 675 DEERFIELD ROAD
IR Mayor Rosenthal indicated the second reading
would be held after the outside fence enclosure is
considered by the Appearance Review Commission. This will stand as a First Reading of the
Ordinance.
NEW BUSINESS
RESOLUTION R-16-01 RE: CLOSURE Management Analyst David Fitzgerald reported
OF A PORTION OF WAUKEGAN ROAD that the Family Days Parade will need a new route
FOR THE FAMILY DAYS PARADE this year due to the Deerfield Road reconstruction.
The Family Days Commission reviewed possible
parade routes with the Police Department and Public Works and unanimously recommended
starting the route at Deerfield High School, then going south on Waukegan Road, turning west at
Hazel and ending after going south on Park Avenue. The parade route will be approximately
one-tenth a mile longer than the previous route.
Family Days Parade Chair Judy Geuder reported that Deerfield High School is one of the few
places where the floats and vehicles can be staged.
Trustee Struthers moved to approve the Resolution. Trustee Farkas seconded the motion. The
motion passed by the following vote:

Mr. Street noted that the route change was included in the recent D -Tales. Trustee Farkas
suggested contacting the neighboring communities, as well.
AUTHORIZATION TO AWARD Mr. Phillips report the project has been awarded

DEERFIELD ROAD PHASE III DESIGN with work starting as early as next week. The Phase
ASSISTANCE TO CHRISTOPHER B. III construction engineer, Thomas Engineering, is
BURKE ENGINEERING, LTD. onboard. Staff is heavily involved in the providing
information to the public. It is customary for a
project like this to have Phase III design support if redesign services are needed. Christopher B.
Burk Engineering performed the design work. The Village budgeted $100,000 for design
engmeermg.
Trustee Farkas moved to award the Deerfield Road Phase III design to Christopher B. Burke
Engineering, Ltd. in an amount not to exceed $100,000. Trustee Shapiro seconded the motion.

DISCUSSION
CONGRATULATIONS DEERFIELD Mayor Rosenthal congratulated the Village for
the following recognitions:
WalletHub analyzed 162 Illinois communities and found Deerfield to be the best community in
the Chicago region for families.
Deerfield was named the sixth best place to start a business in Illinois
Business Insider named Deerfield as the 38h best suburb in America.
OPEN HOUSE Mr. Street reported the Village is hosting open
houses for the Deerfield Road project for businesses
on January 20, 2016 at 3:00 and for residents at 7:00 pm. The business meeting will be taped
and available on the Village website.
