12/07/2015December 7, 2015 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on December 7, 2015, at 7:30 p.m. The clerk called the roll and announced that the following were: Present: Harriet Rosenthal, Mayor Alan Farkas Thomas Jester William Seiden Dan Shapiro Barbara Struthers Absent was: Robert Nadler and that a quorum was present and in attendance. Also present were Kent Street Village Manager and Village Attorney Peter Coblentz. PLEDGE OF ALLEGIANCE Plan Commission Chairperson Mary Oppenheim led those in attendance in reciting the Pledge of Allegiance. MINUTES OF PREVIOUS MEETING Trustee Seiden moved to approve the minutes from the November 16, 2015, Board of Trustees meeting. Trustee Jester seconded the motion. The motion passed unanimously on a voice vote with Trustee Farkas abstaining. TREASURER'S REPORT Finance Director Eric Burk presented the Treasurer's Report for October, representing 83 percent of the fiscal year. Water and sewer billing increased. Hotel tax increased from last year. Because the Village received two State income tax payments last month, no money was received this month. The large expenditures were engineering expenses for infrastructure projects and three payrolls. The police pension contribution will be made in December. Mayor Rosenthal thanked State Senator Julie Morrison, the Illinois Municipal League and the Illinois Municipal Conference for their assistance in passing legislation in Springfield that allows local governments to begin receiving state funds again. BILLS AND PAYROLL Trustee Struthers moved to approve the Bills and Payroll. Trustee Jester seconded the motion. The motion passed by the following vote: AYES: Farkas, Jester, Seiden, Shapiro, Struthers (5) NAYS: None (0) PUBLIC COMMENT There were no Public Comments on non -agenda items. Board of Trustees Meeting December 7, 2015 Page 2 of 6 Police Chief Sliozis spoke about the Village's and surrounding community's preparedness for terrorism and other catastrophic events. He noted the department works with the schools on a regular basis. Schools are focal points that attract a lot of attention. The Village has been part of the Lake Cook Road emergency response group to ensure large businesses are prepared. Should the Village be put in an adverse situation, the on -duty officers would provide immediate response. The Village shares a radio frequency with seven other municipalities and work together on a regular basis. The Village takes part in mutual aid agreements and can reach out for additional assistance if needed. Chief Sliozis noted the Village works with a private crime lab. They are part of the major crime task force and can utilize those resources as well. Mayor Rosenthal suggested adding an article to D -Tales to inform residents what they can do in the event of an emergency. Mr. Coblentz provided information on the recent Supreme Court decision to not hear the case on the Highland Park assault weapons ban. The Illinois District Court voted in favor of the City of Highland Park stating they could ban assault weapons. The Village adopted an Ordinance for assault weapons two years ago and retains the right to further amend the Ordinance, if desired. AGREEMENT FOR THE PROPERTY AT 1219 CARLISLE PLACE Trustee Shapiro moved to accept the Resolution in the amount of $357,500. Trustee Struthers seconded the motion. DISCUSSION Mayor Rosenthal reported the interfaith service on the Sunday before Thanksgiving at BJBE was LIGHTING CEREMONY Mayor Rosenthal noted the downtown lighting ceremony on the southeast quadrant was very nice. She thanked the many businesses that participated, including Starbucks, Potbelly, Pet People, GymGuyz and Starland. WINTER CELEBRATION Mayor Rosenthal reported Deerfield Winter Celebration started Friday night. There were a number of activities and more than 1,000 attendees. She noted Italian Kitchen was very generous and provided food for everyone. The Welch family from BP provided popcorn and hot cocoa. Rich Harris and his family from Deerfield Tire and Auto roasted chestnuts. There were horse and carriage rides, an ice sculptor, the Choraliers, Starland Kids and more. It was a very enjoyable evening. The activities continued throughout town on Saturday. It was a very successful event. DBR Chamber Luncheon The DBR Chamber of Commerce held a nice holiday luncheon. Mayor Rosenthal, Trustee Jester, Trustee Seiden and Trustee Shapiro all attended, along with members of the local business community. TOYS FOR TOTS/FOOD PANTRY The Police Department will collect new, unwrapped toys for Toys for Tots and the West Deerfield Township Food Pantry from 10 a.m. to 2 p.m. on Saturday. The drop off location is in the parking lot at Rosemary Terrace at Deerfield Road. OPEN HOUSE house from 10 a.m. to 3 p.m. on Saturday will have to see the facility. Mayor Rosenthal noted the medical marijuana dispensary at 151 S.
