The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by
Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on August 3, 2015, at 7:30
p.m. The clerk called the roll and announced that the following were:

and that a quorum was present and in attendance. Also present were Village Attorney Peter
Coblentz and Kent Street, Village Manager.
PLEDGE OF ALLEGIANCE Ryan Twose president of the Deerfield Rotary Club led
those in attendance in reciting the Pledge of Allegiance.
Mr. Twose noted there are more than 1.2 million Rotarians throughout the world. The Deerfield
Rotary Club was founded in 1930 and is engaged in both local and international service
programs. He spoke about two initiatives, including NICASA and the Open the Door library
program. The Rotary Club purchases school supplies for NICASA. They are spearheading a
program to build a library in Mexico. The Deerfield Rotary Club is seeking to raise $50,000 for
books, desks and supplies. They have a number of fundraising initiatives to support the project.

RECOGNITION Heath Ogawa was recognized by Mayor Rosenthal
and the Board of Trustees for winning the 2015
IHSA Boys Gymnastics State Vaulting Championship. Mr. Ogawa started gymnastics freshman
year at Deerfield High School. He graduated this year and will be a freshman at Lake Forest
College. Mayor Rosenthal presented a street sign honoring Mr. Ogawa's accomplishment. The
sign will be displayed at the entrances to the Village.
RECOGNITION Chris Casati and Niko Wasilewicz were recognized
by Mayor Rosenthal and the Board of Trustees for
winning the 2015 IHSA Boys Tennis Doubles State Championship. Mr. Casati and Mr.
Wasilewicz have been playing tennis together for two years. They are both seniors at Deerfield
High School. They finished the season 31-4 and at the finals, beat a team they lost to twice
during the season. Mayor Rosenthal presented a street sign honoring their accomplishment. The
sign will be displayed at the entrances to the Village.
PRESENTATION OF GFOA AWARD Mayor Rosenthal presented the Government
Finance Officers Association budget award to
Finance Director Eric Burk. The Village has received this award for the past 26 years.
MINUTES OF PREVIOUS MEETING Trustee Seiden moved to approve the minutes from
the July 20, 2015, Board of Trustees meeting.
Trustee Struthers seconded the motion. The motion passed unanimously on a voice vote with
Trustee Farkas abstaining.
TREASURER'S REPORT
Mr. Burk indicated this report represents half of
the fiscal year. The home rule sales tax revenues
increased from last month. Water and sewer also increased, but not as much as last year due to
the cooler weather. Hotel and utility taxes are consistent with last year. The income tax
increased and will substantially increase next month, as the returns from April will be disbursed
at that time. The Village received a $1.25 million State grant for the 2014 Street Rehabilitation
Project. Mayor Rosenthal thanked Senator Julie Morrison. Mr. Burk indicated the vehicle
sticker sales ended in June. The Lake County property tax was collected in June.
In regards to the fraud claims from IMET, Mr. Burk noted that five hotels were sold for $87
million. He will report when he gets additional information. The Village expects to receive a
substantial recovery, but not all of its money. The Village has already recovered 5 percent.
BILLS AND PAYROLL Trustee Struthers moved to approve the bills and
payroll dated August 3, 2015. Trustee Farkas
seconded the motion. The motion passed by the following vote:

PUBLIC COMMENT There was no Public Comment.
REPORTS
REPORT FROM STAFF RE: 600-700 Mr. Street reported that at the last meeting,
CENTRAL AVENUE ON -STREET several residents expressed concern about
PARKING employees of nearby businesses taking up a large
amount of on -street parking in front of their homes. Staff reached out to neighboring property
owners to see if they would allow staff at Rosebud and Renu Day Spa to park in their lots. The
Post Office agreed to allow the employees to park in their lots during certain times. The Village
received a number of emails from residents thanking the Village for their assistance.
Ann Panek, 671 Central Avenue, thanked the Board for their assistance in finding a solution to
the parking problem. She noted there are still a few employees that still park on Central. Ms.
Panek asked the Village to continue to monitor the situation.
CONSENT AGENDA
ORDINANCE 0-15-22 AUTHORIZING An Ordinance authorizing a Text Amendment

Trustee Jester moved for adoption of the Ordinance
with a minor change to make the intent of the Ordinance clearer, suggested by Trustee Nadler.
Trustee Farkas seconded the motion. The motion passed by the following vote:

Brenda Martinez introduced her family. She is very
excited to bring an upscale, traditional Mexican restaurant to the Village. Ms. Martinez
indicated they would have a full bar and will take on the responsibility associated with a liquor
license. They are very excited to bring 30 jobs to the Village. Ms. Martinez hopes to open in
September. The restaurant will be located in the former DC Sarnies space, on Lake Cook Road.
DISCUSSION
TRUSTEE IN THE TOWN Trustee Seiden reported that he and Mayor
Rosenthal will be available to answer questions at
the Farmers Market on August 15.
CENTRAL AVENUE CONSTRUCTION Mayor Rosenthal reported that staff held an open
house regarding the upcoming Street Rehabilitation
Project on the west side of Central Avenue. She noted that the presentation was attended by a
number of residents that wanted to learn about the project.
BANNOCKBURN BBO CHALLENGE Mayor Rosenthal invited all residents to attend the
Bannockburn BBQ Challenge on August 22, from 2
to 4 p.m. at Bannockburn Green Shopping Center.
AT&T DUCT WORK Mr. Street reported AT&T would begin their duct
relocation work on Deerfield Road next week.
There will be rolling, one -lane closures. Mr. Street noted that they plan to finish the work
around Kipling School prior to the start of school.
ADJOURNMENT There being no further business or discussion,
Trustee Struthers moved to adjourn the meeting.
Trustee Farkas seconded the motion. The meeting was adjourned at 8:12 p.m.
