The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by
Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on May 4, 2015, at 7:30
p.m. The Clerk called the roll and announced that the following were:
Present: Harriet Rosenthal, Mayor
Thomas Jester
Robert Nadler
William Seiden
Dan Shapiro (joined the meeting at 7:50 pm)

Absent was: Robert Benton
Alan Farkas
and that a quorum was present and in attendance. Also present were Village Attorney Peter
Coblentz and Kent Street, Village Manager.
PLEDGE OF ALLEGIANCE Judge Wallace Dunn led those in attendance in
reciting the Pledge of Allegiance
OATH OF OFFICE Judge Dunn swore in Trustee Tom Jester, Trustee
Bill Seiden and Trustee Dan Shapiro.
The meeting recessed for a short reception honoring the newly sworn in Trustees.
PROCLAMATION Mayor Rosenthal proclaimed May 17, 2015, as
Preeclampsia Awareness Day in the Village of
Deerfield.
Trustee Nadler moved to accept the Proclamation. Trustee Jester seconded the motion. The
motion passed unanimously on a voice vote.
Nikki Mather accepted the Proclamation and thanked the Village for their appreciation of
Preeclampsia awareness. May 17, 2015, is a walk for Preeclampsia awareness. Her mission is to
raise awareness globally.
MINUTES OF PREVIOUS MEETING Trustee Struthers moved to approve the minutes
from the April 20, 2015, Board of Trustees meeting.
Trustee Jester seconded the motion. The motion passed unanimously on a voice vote.
TREASURER'S REPORT Village Treasurer Eric Burk presented the March
2015 treasurer's report representing a quarter of the
year. The non -home rule sales tax increased over last month and over the same period last year.
Water and sewer billing reflect the lower usage months. Hotel tax decreased over the same

period last year but increased year to date. Building permit revenue is up from last month but
lagging from last year. The expenditures included engineering projects. There are some large
payments coming due soon.
BILLS AND PAYROLL Trustee Nadler moved to approve the bills and
payroll dated May 4, 2015. Trustee Struthers
seconded the motion. The motion passed by the following vote:
AYES: Jester, Nadler, Seiden, Shapiro, Struthers (5)

PUBLIC COMMENT Andrew Marwick discussed his displeasure with
the Deerfield Jewel. He believes that a better
grocery store is needed in the Village and believes the former Wonder space would be ideal for a
Fry's Signature Market with their underground parking.
Mr. Marwick believes the Deerfield Jewel store is antiquated and will not patronize them. When
Mariano's opens in Northbrook, he believes a number of residents will shop there. Mr. Marwick
believes Jewel needs to be renovated. Mayor Rosenthal stated Jewel is looking to update or
rebuild their Deerfield store. She indicated another grocery store would not be allowed in
Deerbrook due to lease agreements.
Mr. Marwick discussed the plans for Highway Illinois 120. He believes there is a problem
driving through Lake County and a freeway should be built for easier east -west movement.
Mayor Rosenthal noted the Village is monitoring it.

Mr. Burk reported the Village received seven bids.
The winning bidder was the Bank of Oklahoma with a true interest cost of 2.7 percent for 20
years. Alan Ambrose with Northern Trust, stated the Village is very well accepted in the market.
Receiving seven bids is a tribute to the quality of the Village.
Trustee Seiden moved to adopt the Ordinance. Trustee Struthers seconded the motion. The
motion passed by the following vote:

Mayor Rosenthal thanked Finance Director Burk, Financial Advisor Ambrose and Bond Counsel
Greenbaum for their professional assistance with the bond sale.

NEW BUSINESS
DISCUSSION
IMET UPDATE In response to a question from Trustee Struthers,
Mr. Burk reported The Village received two
disbursements totaling approximately $36,000, for proceeds from cash recoveries and the sale of
a residential property. This represents 5% of what the Village's remaining funds held by IMET.
The largest portion will be the five hotels to be sold. Initially, a receiver was appointed and they
disbursed money for attorney fees. A new receiver, a neutral third party, has now been
appointed. This receiver will review the distributed money. Mayor Rosenthal indicated the
Village is monitoring this matter closely.
AMERICAN FANTASIE Mayor Rosenthal reported there was a
concert on Sunday at the Patty Turner Center by the
Deerfield Community Concert Band. Conductor Arthur Hildebrand had commissioned a piece
to be written for Deerfield and the band by Composer Randy Navarre. Mayor Rosenthal
attended the concert and received a score of the nine -minute performance. There were about 40
people in the band. They remembered Bob Gand and had an empty seat in his memory in the
trumpet section. The score will be on display in the Village before going to the Historical
Society.
EARTH DAY CELEBRATION Mayor Rosenthal and the Chairman of the
Sustainability Commission spoke at the Earth Day
celebration. They planted a tree with the Earth Works Club at Deerfield High School.
BREATHE DEEP NORTH SHORE Mayor Rosenthal reported Breathe Deep North
Shore had a great turnout for the walk.
LAKE COUNTY BOARD CHAIRMAN Mayor Rosenthal and Mr. Street met with Lake
County Board Chairman Aaron Lawler to discuss
how the Village and Lake County can work together.
SHOPPER'S COURT Mayor Rosenthal reported Shopper's Court has
been sold.
HAPPY BIRTHDAY Mayor Rosenthal wished Trustee Struthers a Happy
Birthday.

Trustee Jester seconded the motion. The motion passed unanimously. The meeting was
