12/15/2014December 15, 2014 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on December 15, 2014, at 7:30 p.m. The Clerk called the roll and announced that the following were: Present: Harriet Rosenthal, Mayor Robert Benton Alan Farkas Thomas Jester Robert Nadler William Seiden Barbara Struthers and that a quorum was present and in attendance. Also present were Village Attorney Peter Coblentz and Kent Street, Village Manager. PLEDGE OF ALLEGIANCE Judy Nelson led those in attendance in reciting the Pledge of Allegiance. Mayor Rosenthal thanked Mrs. Nelson for her involvement in Deerfield since 1975. She served as long-time chair of the Family Days Committee and a volunteer for numerous years. Mrs. Nelson recently moved to Lindenhurst. Mayor Rosenthal presented Mrs. Nelson with a token of appreciation. Mrs. Nelson presented Mayor Rosenthal with old pictures of Deerfield. She loves Deerfield and will always remain a Deerfield resident at heart. MANPOWER APPOINTMENTS Mayor Rosenthal recommended appointing Elizabeth Uri to the Community Relations Commission. Trustee Seiden moved to accept the recommendation. Trustee Struthers seconded the motion. The motion passed unanimously on a voice vote. DEPARTMENTAL OBJECTIVES — Code Enforcement Supervisor Clint Case presented COMMUNITY DEVELOPMENT highlights from the Building Department report. They have issued 1,157 permits over the past year and collected more than $3 million in permit fees. His Department is dealing with a potentially dangerous building in the northwest quadrant. The 2012 building codes were adopted and the Village is now above average for the country. Mr. Case is addressing the possibility of bringing in an outside consultant on an as needed basis for plan reviews. The State has started to mandate codes. The Illinois State plumbing code cannot be amended by a community. Their code approves some things the Village has not approved previously, but the Village must enforce their code. The State is also mandating a conservation code. The Illinois conservation code requires some things the Village has not required previously. It is generally an improvement but brings on additional work. During the course of the year, the Village permitted an additional chicken keeper. There are now five properties with chickens in the Village. Board of Trustees Meeting December 15, 2014 Page 2 of 6 Trustee Nadler asked if the Village added staff to the building department. Mr. Case stated the Department runs very lean. He questioned whether the Village should evaluate staff level because of the length of time it takes to get permits. Mr. Case noted the permit process can take extra time because design professional or contractor must make changes on the plans. He noted that homeowners may not know the delay is in part due to changes that must be made to bring the project to code. Mr. Case stated they do their best to stay on top of the permit process. Trustee Struthers noted the Village is adding a number of properties, which will have to be inspected. Principal Planner Jeff Ryckaert presented the Planning Division six month report. Mr. Ryckaert noted Kathy Leveque has left the Village and the department will miss her. Dan Nakahara has accepted the Associate Planner position. He has a master's degree in urban planning. The Plan Commission's major projects include the Elysian Way subdivision, the former Berto Center and the LED fuel signs. Village Center Commission continues with their new role. They are an idea commission. They did their annual walk through the Village Center. They promoted the planter program and advocated the street scape recycling containers. The Appearance Review Commission discussed 20 petitions and will get back to updating the Appearance Code to make it more user-friendly. The Cemetery Commission is working on an interactive website for the cemetery that will launch shortly. The next major item in front of the Plan Commission will be Text Amendments in the C-1 district. MINUTES OF PREVIOUS MEETING Trustee Benton moved to approve the December 1, 2014, the Board of Trustees meeting. Trustee Struthers seconded the motion. Trustee Struthers made a correction. Trustee Jester moved to approve the amended minutes from December 1, 2014. Trustee Benton seconded the motion. The motion passed unanimously on a voice vote with Trustees Farkas and Nadler abstaining. BILLS AND PAYROLL Trustee Farkas moved to approve the Bills and Payroll dated December 15, 2014. Trustee Struthers seconded the motion. The motion passed by the following vote: AYES: Benton, Farkas, Jester, Nadler, Seiden, Struthers (6) NAYS: None (0) PUBLIC COMMENT There were no Public Comments on non -agenda items. Board of Trustees Meeting December 15, 2014 Page 3 of 6 REPORTS REPORT AND RECOMMENDATION Deputy Chief Keane stated the resident at 508 OF THE POLICE DEPARTMENT RE: Grove Avenue previously attended a Board GROVE AVENUE PARKING meeting requesting a restriction on parking on RESTRICTIONS the east side of Grove. Over the past year, the Police Department received ten complaints regarding traffic congestion on Grove due to school -related pick-ups and drop-offs. Staff interviewed all the petitioners and the principal of Shepherd Middle School and agrees with the conclusion to install no parking signs on the east side of Grove between Brookside and Shepherd School. Ken Birchard, 508 Grove Avenue, concurred with the police department's recommendation. Trustee Farkas moved to accept the report and recommendation and direct the Village Attorney to prepare the ordinance. Trustee Benton seconded the motion. The motion passed by the following vote: AYES: Benton, Farkas, Jester, Nadler, Seiden, Struthers (6) NAYS: None (0) CONSENT AGENDA ORDINANCE 0-14-33 AMENDING THE An Ordinance amending the Zoning Ordinance of ZONING ORDINANCE TO ALLOW the Village of Deerfield to allow gas stations to GAS STATIONS TO HAVE LED FUEL have LED fuel price signs and Text Amendments PRICE SIGNS AND TEXT for non -LED fuel price signs. Second Reading. AMENDMENTS FOR NON -LED FUEL PRICE SIGNS — 2R Trustee Seiden moved to adopt the Ordinance. Trustee Struthers seconded the motion. NEW BUSINESS Board of Trustees Meeting December 15, 2014 Page 4 of 6 AWARD OF CONTRACT FOR THE Assistant Director of Public Works and Engineering BRIARWOOD VISTA Bob Phillips stated the Briarwood Vista INFRASTRUCTURE REHABILITATION subdivision is located east of Deerfield Road and PROJECT north of Lake Cook Road. There are 11 streets in the Deerfield Estates and Briarwood Vista subdivisions and nine will be rehabilitated. The scope of work is three miles of water main, 3,000 feet of storm sewer, three miles of sanitary sewer, three miles of roadway reconstruction and new lighting throughout. Construction will start in February. In April, they hope the roadway removal and replacement will begin. They hope to complete the project in November. The Village purchased the domain BriarwoodVista.com and the Village will run notifications through the website. They also will hold a public meeting in January. Five bids were opened on December 5, 2015. The low bidder was A -Lamp Contract Contractors in an amount not to exceed $7,449,490. Trustee Benton noted there are only two ways in and out of the subdivision. He questioned whether the entrances and exits would be open during staging. Mr. Phillips explained they will direct the contractor to keep the entrances and exits open. They will place a changeable message sign at the entrances and exits notifying residents of any changes. Trustee Struthers suggested asking the neighbors if they want broadcast emails stating when certain streets will be under construction. Trustee Farkas asked if there would be any consultant expense fees. Mr. Street noted the Village wants to minimize that expense. Trustee Struthers moved to award the contract to A -Lamp Contract Contractors in an amount not to exceed $7,449,490. Trustee Benton seconded the motion. The motion passed by the following vote: AYES: Benton, Farkas, Jester, Nadler, Seiden, Struthers (6) NAYS: None (0) AUTHORIZATION TO RENEW GIS Assistant to the Village Manager Andrew SERVICE PROVIDER CONTRACT Lichterman indicated staff is recommending approval of the renewal of the contract for GIS services. He noted the Village has been with the consortium since 2002. GIS staff works on the premises two days a week and have completed 32 projects this year. Trustee Jester moved to renew the GIS service provider contract in an amount not to exceed $75,398. Trustee Struthers seconded the motion. WINTER CELEBRATION the Chamber of Commerce luncheon on December Mayor Rosenthal thanked Mr. Lichterman and Management Analyst David Fitzgerald for their assistance in making the Winter Celebration a success. She also thanked Whole Foods, Dave Welch from BP, Deerfield Tire & Auto, the Patty Turner Center and the Village Trustees for their support. The celebration had horse drawn carriage rides, cookies, roasted chestnuts, hot cocoa and popcorn. A good time was had by all. LAKE COUNTY HOUSING AND Mayor Rosenthal attended the commission meeting. COMMUNITY DEVELOPMENT They are putting together a five year proposal on COMMISSION MEETING what the County needs. ZION LUTHERAN CHURCH Mayor Rosenthal noted the Zion Church appeared at the Committee of the Whole meeting before the Village Board meeting. DRIVE-THRU CHARITY EVENT Mayor Rosenthal noted Toys for Tots Food Pantry event was very successful. She thanked Mary Anne Glowacz, Jack Frigo, Italian Kitchen and Joe Pasquesi for their assistance. FRESH THYME Mayor Rosenthal indicated the Fresh Thyme lawsuit was dismissed. She stated it was a shame the Village taxpayers had to pay to defend the lawsuit. HAPPY HOLIDAYS Mayor Rosenthal wished everyone a happy holiday and Happy New Year. She reminded residents to shop Deerfield first. SWALCO ELECTRONICS RECYCLING Mr. Street noted SWALCO will not be able to provide electronics collection after December 18, 2014. Mr. Lichterman stated SWALCO is struggling to fund the program but is reviewing proposals to determine if there is a possibility to continue. There are some alternatives including donating electronics to Good Will. Electronics retailers may collect some items for recycling. Mr. Street added that SWALCO is working on a long-term solution. He noted Waste Management will not take electronics and reminded residents not to leave them at the curb. Mr. Lichterman stated they will put information on the Village website. ADJOURNMENT There being no further business or discussion, Trustee Benton moved to adjourn the meeting. Trustee Struthers seconded the motion. The motion passed unanimously.
