12/01/2014December 1, 2014 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on December 1, 2014 at 7:30 p.m. The Clerk called the roll and announced that the following were: Present: Harriet Rosenthal, Mayor Robert Benton Thomas Jester William Seiden Barbara Struthers Absent: Alan Farkas Robert Nadler and that a quorum was present and in attendance. Also present were Village Attorney Peter Coblentz and Kent Street, Village Manager. PLEDGE OF ALLEGIANCE Scouts from Cub Scout Pack 50 led those in attendance in reciting the Pledge of Allegiance. 25 YEAR SERVICE AWARD Commander Walt Trillhaase began his employment at the Deerfield Police Department in 1989. During his tenure in the department, he held numerous positions. He is an active participant in several charitable events and has coordinated the annual Tip a Cop event. Mayor Rosenthal presented Commander Trillhaase with a gift. Commander Trillhaase thanked the Village and introduced his family. MINUTES OF PREVIOUS MEETING Trustee Struthers moved to approve the minutes from the November 17, 2014, Board of Trustees meeting. Trustee Benton seconded the motion. The motion passed unanimously by a voice vote. TREASURER'S REPORT Finance Director Eric Burk presented highlights from the Treasurer's Report representing 83% of the year. It was another good month and the non -home rule sales tax increased. Water and sewer billings continue to show summer usage. Hotel tax and electric utility tax decreased slightly from last month, but show an increase to the budgeted amount. Building permit revenues continue to exceed projections. Most of the non-recurring expenditures are a result of infrastructure improvements. Trustee Seiden noted the year to date sales tax has increased by 3 percent. Mr. Burk reported that the Village transferred money out of IMET due to defaults on guaranteed loans. It was determined that the guarantees were forged. IMET removed those investments from their books and is working to distribute proceeds. Approximately $685,000 has been segregated into a liquidating trust. Mr. Burk hopes this is an isolated incident, but has Board of Trustees Meeting December 1, 2014 Page 2 of 6 transferred the remaining money out of IMET. He is monitoring the situation closely. Mayor Rosenthal indicated the Northwest Municipal Conference withdrew their money from IMET as well. BILLS AND PAYROLL Trustee Struthers moved to approve the Bills and Payroll dated December 1, 2014. Trustee Benton seconded the motion. REPORTS REPORT AND RECOMMENDATION The Plan Commission held a workshop meeting on OF THE PLAN COMMISSION RE: November 13, 2014, to consider the request for a REQUEST FOR A FINDING OF finding of substantial conformance for an SUBSTANTIAL CONFORMANCE amendment to the sign plan to allow a new wall FOR AN AMENDMENT TO A SIGN sign for the building located at 707 Lake Cook PLAN TO ALLOW A NEW WALL Road. The Plan Commission voted 6-0 in favor of ADDRESS SIGN FOR THE 707 LAKE the request. COOK ROAD BUILDING Trustee Jester moved to accept the report and recommendation of the Plan Commission. Trustee Benton seconded the motion. Board of Trustees Meeting December 1, 2014 Page 3 of 6 Plan Commission Chairman Dan Shapiro stated that three Plan Commissioners felt the issue of substantial conformance did not comply for the proposed patio. He expressed concern that considering this request in substantial conformance would be setting a troubling precedent. Trustee Jester indicated Starbucks has an outdoor patio. Mr. Shapiro stated Starbucks came in with their request for an outdoor patio during their initial use request. He indicated the Plan Commission members want the outdoor patio but believe there should be a Public Hearing for a Special Use in front of the Plan Commission. Patti Mahony with Mid-America stated they pursued substantial conformance, as staff noted this could be a possibility but the petitioners have no issues with following the special use process. Trustee Benton moved to accept the report and recommendation of the Plan Commission, which would require the petitioner to appear before the Plan Commission for a Public Hearing. Trustee Struthers seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Seiden, Struthers (4) NAYS: None (0) CONSENT AGENDA ORDINANCE AMENDING THE An Ordinance amending the Zoning Ordinance to ZONING ORDINANCE TO ALLOW allow gas stations to have LED fuel price signs and GAS STATIONS TO HAVE LED FUEL Text Amendments for non -LED fuel price signs. PRICE SIGNS AND TEXT First Reading. Trustee Struthers inquired AMENDMENTS FOR NON -LED FUEL about the non -LED portion of the ordinance and PRICE SIGNS — 1R whether gas stations would be allowed one additional sign. Senior Planner Jeff Ryckaert noted gas stations are allowed three additional signs. The proposed regulations allow one additional 16 square foot sign for non -exposed LED signage. NEW BUSINESS DISCUSSION WEINBERG CENTER Mayor Rosenthal and Trustee Benton attended an open house and ribbon cutting at the Weinberg Center. DISTRICT 113 INITIATIVES Mayor Rosenthal and Mr. Street attended two meetings on initiatives in the District 113 community to address some of the alcohol and drug concerns. LAKE COUNTY ANNUAL DINNER Mayor Rosenthal, Trustee Struthers and Trustee Jester attended the annual Lake County Municipal League Dinner at the Naval Base. Board of Trustees Meeting December 1, 2014 Page 6of6 FOOD BASKETS than 1200 food baskets were packed. ECUMENICAL SERVICE Presbyterian Church. Mayor Rosenthal attended an event last Saturday at the North Suburban Free Church where more Mayor Rosenthal, Trustee Seiden and Trustee Jester attended the interfaith service at the First LIGHT THE DOWNTOWN Trustee Seiden and Trustee Benton attended Light the Downtown to see Mayor Rosenthal flip the switch on the downtown streetscape lights. The lights look great this year. Mayor Rosenthal is looking forward to making this an annual event. She thanked DBR Chamber of Commerce Executive Director Vicki Street, Management Analyst David Fitzgerald and Assistant to the Village Manager Andrew Lichterman for their hard work on the event. WINTER CELEBRATION Winter Celebration starts Friday at the Village Hall. Mayor Rosenthal encouraged residents to attend the sleigh rides and other activities throughout the weekend. She thanked the local businesses for their support. COLLECTIONS Trustee Struthers encouraged residents to support collections for the food pantry and Deerfield Emergency Funds. They will be collecting in front of Walgreens and Starbucks. TOYS FOR TOTS Toys for Tots collection will take place in the parking lot of Shopper's Court on December 13, 2014. SCHOOL CHEST Deerfield High School is kicking off their School Chest activities this weekend with a run for change. Their chosen charity is the Michael Rolfe Pancreatic Cancer Fund. ADJOURNMENT There being no further business or discussion, Trustee Benton moved to adjourn the meeting. Trustee Jester seconded the motion. The motion passed unanimously.
