The regular meeting of the Board of Trustees of the Village of Deerfield was called to
order by Mayor Rosenthal in the Council Chambers of the Village Hall on July 7, 2014, at 7:30
p.m. The Clerk called the roll and announced that the following were:

and that a quorum was present and in attendance. Also present were Village Attorney Peter
Coblentz and Kent Street, Village Manager.
PLEDGE OF ALLEGIANCE Mayor Rosenthal led those in attendance in reciting
the Pledge of Allegiance.
MINUTES OF PREVIOUS MEETING Trustee Farkas moved to accept the minutes from
the June 16, 2014, Board of Trustees meeting as
submitted. Trustee Struthers seconded the motion. The motion passed unanimously on a voice
vote.
TREASURER'S REPORT Finance Director Eric Burk presented highlights
from the Treasurer's Report dated July 7, 2014,
representing five months, or 42 percent, of the year. The non -home rule sales tax decreased from
last month, but increased from the same period last year. Water and sewer revenues are
consistent with this time of the year. The expenditures included the annual general liability
insurance payment and several dues payments. He noted that May was a three -paycheck month.
Mayor Rosenthal noted the revenues are still higher than the expenditures.
BILLS AND PAYROLL Trustee Benton moved to accept the Bills and
Payroll dated July 7, 2014. Trustee Farkas
seconded the motion. The motion passed by the following vote:
AYES: Benton, Farkas, Jester, Nadler, Seiden, Struthers (6)
NAYS: None (0)
Mayor Rosenthal reported the Village has spent nearly $40,000 on the Fresh Thyme lawsuit.
Fresh Thyme is functioning very well and intends to comply with the Village requests. She
stated it is a shame the taxpayers have to spend money to defend the suit.

PUBLIC COMMENT Andy Schwartz, 1040 Mountain Drive, discussed
the street and flooding issues in the North Trail
subdivision. There was a flooding event on June 21, 2014. Mr. Schwartz is on the homeowners'
association board representing more than 200 families. He indicated there have been numerous
productive meetings with representatives from Public Works; however, the street deterioration
and flooding remain an issue. He delivered a presentation highlighting the progress made since
July 2013 and photographs of flooding and street deterioration. Mr. Schwartz indicated at least
17 homes have flooded. He asked whether the development west of the tracks has caused an
increase in water runoff. Mr. Schwartz asked for target dates for sewer repairs, road repairs and
sustainable solutions.
Andi Kenny, 1700 Mountain Court, noted the residents came in a year ago to discuss the issue.
She appreciates what the Village has done for the residents since then; unfortunately, the
residents continue to have flooding. Ms. Kenny recognizes this is a process that will take time,
but asked the Village to take the future impact of development and climate change into
consideration when looking at long-term solutions and watershed management.
Lowell Grossman, 950 Summit Drive, met with a representative from Village engineering
contractor Daniel Creaney Company last week. He noted the cut -through to the high school is at
a higher elevation at the north end. The Board will need to work with the high school, as they
have a concrete sidewalk in that area that could need to be altered depending on the outcome of
the study.
Allison Hoffman, 995 North Avenue, noted the runoff is coming from North Woods and from
Waukegan Road. She stated the water did not come in from Waukegan Road in the past.
Debbie Riskin, 1055 North Avenue, stated she flooded both on June 21 and June 30, 2014. She
had to rip out her basement and wants to know when it is safe to rebuild. She noted her sump
pump is constantly running. Mr. Street will have the Engineering Department contact her, as a
constantly running sump pump is abnormal.
Joel Gelman, 1030 North Avenue, questioned why the water fills up quickly but also goes down
quickly, as though someone flipped a switch. Mr. Street noted it is physics, not a switch. The
storm on June 21 created a lot of water quickly and the water starts receding rapidly on its own
and not from the Village opening a valve or flipping a switch. Mayor Rosenthal noted the
Village has met with Highland Park and Bannockburn on possible storm water solutions.
Manager Street noted that the drainage study is to be completed in mid-July and that a follow-up
meeting will be scheduled for the engineer's to present the results of the study both to the Village
Board and the North Trail residents. The Village will also continue to pursue interim
improvements to reduce the chance of flooding in the neighborhood.

NEW BUSINESS
AUTHORIZATION FOR THE MAYOR Director of Public Works and Engineering Barbara
TO EXECUTE AN Little noted the Metropolitan Water Reclamation
INTERGOVERNMENTAL AGREEMENT District recently enacted an Ordinance to regulate
WITH THE METROPOLITAN WATER storm water in Cook County. The Village is a long -

Management Commission District. The Village is a
multi -county municipality and submitted a letter of intent to adopt, administer and enforce the
Lake County Watershed Development Ordinance in Cook County and they have a written
intergovernmental agreement to facilitate the arrangement. Ms. Little recommends authorizing
the Mayor to execute the intergovernmental agreement.
Trustee Nadler moved to authorize Mayor Rosenthal to execute an intergovernmental agreement
with the Metropolitan Water Reclamation District. Trustee Jester seconded the motion. The
motion passed by the following vote:

DISCUSSION
MOSQUITO INFORMATION Trustee Struthers noted information about
mosquitos has been sent with the Deerfield water
bills. She suggested residents look at the brochure and follow the recommendations. Trustee

Struthers noted the phone number on the brochure was incorrect and requested residents check
the Village website for the correct hotline phone number.
NORTHWEST MUNICIPAL DINNER Mayor Rosenthal thanked Trustee Jester, Trustee
Seiden and Trustee Struthers for accompanying her
to the Northwest Municipal Conference Dinner. It was beneficial for the Village.

Fresh Thyme Market. She stated it is a beautiful
store and it was nice to see a full parking lot at

FAMILY DAYS Mayor Rosenthal thanked the Family Days
Commission for a wonderful weekend full of
activities. She thanked Management Analyst David Fitzgerald, the Deerfield Police Department
and the Public Works Department for all of their assistance.
TRUSTEE IN THE TOWN Mayor Rosenthal and Trustee Nadler were available
to answer questions at the Farmer's Market last
Saturday.
ADJOURNMENT There being no further business or discussion,
Trustee Struthers moved to adjourn the meeting.
Trustee Benton seconded the motion. The motion passed unanimously. The meeting
was adjourned at 8:23 PM.
