The regular meeting of the Board of Trustees of the Village of Deerfield was called to
order by Mayor Rosenthal in the Council Chambers of the Village Hall on May 19, 2014 at 7:30
p.m. The Clerk called the roll and announced that the following were:
Present: Harriet Rosenthal, Mayor
Robert Benton
Alan Farkas
Thomas Jester

Absent were: Robert Nadler
William Seiden
and that a quorum was present and in attendance. Also present were Village Attorney Peter
Coblentz and Kent Street, Village Manager.
PLEDGE OF ALLEGIANCE Members from the Caruso Middle School Wrestling
Team led those in attendance in reciting the Pledge
of Allegiance.
RECOGNITION Caruso Middle School Wrestling Team, IESA State
Wrestling Champions. Mayor Rosenthal presented
the students with a sign that will be displayed at the entrances into the Village.
RECOGNITION Mayor Rosenthal introduced Colton Emmerich,
IHSA State Wrestling Champion and Deerfield
High School student. The last time a DHS wrestler won State was 50 years ago. Mr. Emmerich
thanked his coaches and family for all of their support.
PROCLAMATION Mayor Rosenthal proclaimed May 18 — May 24,
2014 as Public Works Week in the Village of
Deerfield.
Trustee Benton moved to accept the Proclamation. Trustee Jester seconded the motion. The
motion passed unanimously on a voice vote.
25 YEARS OF SERVICE Mayor Rosenthal recognized Director of Public
Works and Engineering Barbara Little for 25 years
of service to the Village. She was the first Assistant Village Engineer in the Village and worked
on many capital projects. She was promoted to the Director of Public Works and Engineering in
July 2000. Ms. Little is responsible for the day-to-day operations and frequently participates in
numerous intergovernmental trainings and programs. Her hard work and dedication to the
Village are sincerely appreciated.

Ms. Little thanked the Village for all of their support. She thanked the citizens of the Village,
Board members and staff for all they have completed together over the past 25 years.
MINUTES OF PREVIOUS MEETING Trustee Jester moved to approve the minutes from
the May 5, 2014, Board of Trustees meeting.
Trustee Benton seconded the motion. The motion passed unanimously on a voice vote.
BILLS AND PAYROLL Trustee Farkas moved to approve the Bills and
Payroll dated May 19, 2014. Trustee Struthers
seconded the motion. The motion passed by the following vote:

PUBLIC COMMENT There was no public comment on non -agenda items
REPORTS
REPORT AND RECOMMENDATION Assistant to the Village Manager Andrew
OF THE SUSTAINABILITY Lichterman indicated the Village was contacted
COMMISSION RE: ZIPCAR INC. CAR by representatives from ZipCar requesting
SHARING SERVICE authorization for a car sharing service in Deerfield.
At its April 10,2014, meeting, the Sustainability
Commission voted unanimously to recommend allocating two parking spaces at the Village -
owned Lindeman Lot for ZipCar. The contract term would be one year and ZipCar would pay
$430 per space per year. The Sustainability Commission believes this would help promote a
sustainable lifestyle within the Village.
Trustee Struthers moved to accept the report and recommendation of the Sustainability
Commission and authorize the parking agreement between the Village of Deerfield and ZipCar
Inc., as presented. Trustee Jester seconded the motion. The motion passed by the following
vote:

ORDINANCE FOR A TEXT An Ordinance for a Text Amendment and a
AMENDMENT AND A SPECIAL USE Special Use for a proposed nail salon to be located
FOR A PROPOSED NAIL SALON TO at 810 Waukegan Road. First Reading.
BE LOCATED AT 810 WAUKEGAN
ROAD — lR Anna Pamula, owner of Renu Day Spa, the purpose
of the Village Center was to bring retail and retail sales tax into the Village. Ms. Pamula is not
in favor of the special use for the property because the property needs retail and tax dollars.
There are a number of service uses that are taking the first floor retail spaces in the Village
Center.
Ms. Pamela stated Deerfield already has salons, nail salons, beauty salons and spas. She does
not believe there is not a need for an additional salon. In addition, there is not enough parking
for this business. Ms. Pamula indicated there are only 11 parking spaces for the property. She
does not believe the Village -owned parking lot should accommodate the property. Her business
has 34 parking spaces.
Ms. Pamula noted she spends $10,000 per year on snow plowing. She stated it is not fair that
this business is utilizing Village parking when other businesses must pay for their own parking.
Ms. Pamela noted the petitioner stated he would drive employees to work. She does not believe
this is a permanent solution.
Mayor Rosenthal thanked Ms. Pamula. She provided a brief history of the site and noted
thatwhen that strip of retail was built, there was parking along Waukegan Road. The Village
took away the street parking. The Village later purchased the lot so they could control the
parking.
Ms. Pamula does not believe the public parking should be used for private businesses. Ms.
Pamula suggested making the employees pay for parking spaces. She does not believe this is fair
competition.
Wendy Seldin, owner and operator of All Polished Up, 825 Waukegan Road, moved into the
Right Bank Hair Salon. When she looked for retail spaces she did not have a lot of flexibility
because she was told she needed enough retail in her business unless she wanted to apply for a
Special Use permit. She was also told that a Special Use would require a parking study. She

does not believe this business will have retail. She also does not believe a parking study was
conducted. Ms. Seldin noted at lunch time today, there were only four spaces open. The parking
lot is used by the church, all the retail locations and the park district. Ms. Seldin is across the
street and uses a privately owned and maintained parking lot.
At the last meeting, the petitioner stated they would have 50 clients a day and the employees
would be bussed to work. Ms. Seldin questioned if the employees would have the proper state
licensure. The business also stated they would be building a massage and waxing room. Waxing
requires a cosmetology license. She asked if they will have a licensed cosmetologist on premise.
Rick Patinkin thanked the Village Board for making Deerfield the community it is. Mr. Patinkin
stated he appreciates the recent economic downturn and understands the Village does not want
empty storefronts. He does not believe the Board should lose site that the Village Center was
designed to be a retail center. Mr. Patinkin understands the economic effect a vacant tenant
space has on a landlord. He believes a component of rent is common area maintenance. That
center does not have the expense of maintaining the parking lot. Other businesses, however,
have a component of their rent as parking and maintenance expenses. The lease rate at the
proposed salon should be less because they do not need to pay these expenses. Mr. Patinkin
requested "justice for all".
The petitioner responded that his salon will be 90% nail salon with some waxing and massages.
Waxing services will be available from one licensed person. He would also have one licensed
massage therapist. He will also have licensed nail technicians. The petitioner noted the services
at the salon would be limited primarily to nail services, and required licenses will be held.
Joy Fiorini, property owner of 810 Waukegan Road, asked for clarification on the process.
Mayor Rosenthal stated it would come to the Board at its next meeting for a second reading and
vote.
Andi Solomon, 845 Deer Park Court, Deerfield, noted that Right Bank Salon is only a hair salon
while All Polished Up is a nail salon located within Right Bank Salon. She questioned whether
there would be State licensed technicians on premise for services that require a State of Illinois
license. The petitioner stated they would have six licensed technicians for nails, one licensed
massage therapist and one licensed cosmetologist, with all required licenses being held.
Mayor Rosenthal noted this would stand as a First Reading

2nd GRADE VISIT Mayor Rosenthal spoke with 80 2nd graders at
Wilmot Elementary School who fmishW their
government unit. She said the students had good questions and she enjoyed meeting with them.
LEADERSHIP MEETINGS Mayor Rosenthal and Mr. Street attended a Lake
County leadership meeting with different leaders
from surrounding communities. Congressman Schneider hosted a mayors' round table breakfast
to discuss various issues within his district.

MEDICAL MARIJUANA
JAM FOR JUSTICE
Mayor Rosenthal attended the grand reopening at
Elizabeth Arden. It was a very nice event.
Mayor Rosenthal and Trustee Seiden attended a
seminar on medical marijuana last week.
Mayor Rosenthal was invited to speak at the Jam
for Justice event at Deerfield High School.
MEMORIAL DAY SERVICE Mayor Rosenthal invited residents to attend the
Memorial Day service at 10 a.m. Monday at Jewett
Park. She noted the American Legion hosts a very meaningful event.
