04/21/2014April 21, 2014 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by Mayor Rosenthal in the Council Chambers of the Village Hall on April 21, 2014, at 7:30 p.m. The Clerk called the roll and announced that the following were: Present: Harriet Rosenthal, Mayor Robert Benton Alan Farkas Thomas Jester Robert Nadler William Seiden Barbara Struthers and that a quorum was present and in attendance. Also present were Village Attorney Judy Kohlman and Kent Street, Village Manager. PLEDGE OF ALLEGIANCE Mayor Rosenthal led those in attendance in reciting the Pledge of Allegiance. PROCLAMATION Mayor Rosenthal reported Breathe Deep North Shore held a press conference at Deerfield Village Hall this evening at 6:30 p.m. Several Village mayors presented proclamations to raise awareness and crucial funds for lung cancer research. Breathe Deep North Shore will host a 5k fun run/walk at Deerfield High School on April 27, 2014. Mayor Rosenthal Proclaimed April 27, 2014 as Breathe Deep North Shore Day in the Village of Deerfield. Trustee Seiden moved to accept the Proclamation. Trustee Benton seconded the motion. The motion passed unanimously on a voice vote. Cindy Schwartz from Breathe Deep North Shore and the LUNGevity Foundation thanked the Village and businesses that have been so supportive. PROCLAMATION Mayor Rosenthal proclaimed April 25, 2014, as Arbor Day in the Village of Deerfield. She urged residents to support efforts to protect and care for trees and plants. Trustee Struthers moved to accept the Proclamation. Trustee Benton seconded the motion. The motion passed unanimously on a voice vote. Barbara Little, Diector of Public Works and Engineering, noted this year they will be planting a swamp white oak tree at Deerfield High School at 3:15 PM. PROCLAMATION Mayor Rosenthal proclaimed April 22, 2014, as Earth Day in Deerfield. She indicated 2014 is the 44a' anniversary of the first Earth Day celebration. Assistant to the Village Manager, Andrew Lichterman, accepted the Proclamation on behalf of the Sustainability Commission. VILLAGE CENTER DEVELOPMENT Mayor Rosenthal noted the Village Center COMMISSION MEMBERSHIP Development Commission changed their focus. RECOGNITION The Village wanted to recognize the good work of those that served on the Commission for many years. Mayor Rosenthal and Village Planner Kathy LeVeque presented certificates of appreciation to Chairman Alan Garfield and the members of the Village Center Development Commission. PRESENTATION OF DONALD E. Police Chief John Sliozis indicated the Deerfield GEHRIG AWARD Board of Police Commissioners recognizes an officer for outstanding service, loyalty and dedication to the Deerfield Police Department. This year, they are honoring the Communications Division of the Deerfield Police Department. The division has spearheaded a number of community fundraisers and outreach program. They also work hard and are very loyal. Mary Ann Glowacz thanked the Village, Chief Sliozis and Board of Police Commissioners for the honor. MINUTES OF PREVIOUS MEETING Trustee Farkas moved to approve the minutes from the April 7, 2014, Board of Trustees meeting. Trustee Benton seconded the motion. The motion passed unanimously as amended. DEPARTMENTAL OBJECTIVES Village Treasurer Eric Burk presented the REPORT — FINANCE DEPARTMENT departmental objectives report for the Finance Department. He indicated transition to a calendar year end has been completed. The department just finished the audit for the transition period, comprehensive financial report and police pension financial report. The annual budget for 2014 has been completed and sent in for the GFOA award. They are also researching GASB statement number 68 regarding government financial funding for pensions. Mr. Burk noted the department made the required debt services payments and filed paperwork for the rebate programs. He explained the Village does not have any new debt planned for 2014 but may need to consider new debt for future years. Mr. Burk stated the Village replaced the assistant finance director position with an HR coordinator position. They are researching the so called "Cadillac tax" on health insurance and will begin negotiations for the police patrol contract that expires later this month. Mr. Burk Board of Trustees Meeting April 21, 2014 Page 3 of 5 noted the department completed wellness activities, staff training and attended several seminars over the past six months. BILLS AND PAYROLL Trustee Seiden moved approval of the Bills and Payroll dated April 21, 2014. Trustee Benton seconded the motion. Trustee Struthers questioned a board -up cost. Mr. Street noted the Village will be reimbursed for securing a property. The motion passed by the following vote: AYES: Benton, Farkas, Jester, Nadler, Seiden, Struthers (6) NAYS: None (0) PUBLIC COMMENT Andrew Marwick, 442 Kelburn, asked that the Village Center Commission look into parking in the Northwest Quadrant. He believes the parking situation is worse since the library reopened. When the library was rebuilt, he thought the adjacent apartments could have been condemned and turned into parking since the Village has already replaced the apartments with the new rental communities. REPORT AND RECOMMENDATION OF THE VILLAGE CENTER COMMISSION RE: REQUEST FOR AN AMENDMENT TO THE MUNICIPAL CODE TO ESTABLISH THE VILLAGE CENTER COMMISSION, ADOPT THE VISION STATEMENT AND DUTIES REPORTS In the Fall of 2013 the Village Center Development Commission made a recommendation to the Board that stated they have accomplished their mission. They recommended the establishment of the Village Center Commission to promote businesses in the Village Center. The Village Center Commission ad hoc committee met on March 5, 2014, and AND APPOINT MEMBERS TO SERVE discussed a proposed vision statement and duties. ON THE COMMISSION The recommendation is to repurpose the former Village Center Development Commission into the Village Center Commission. Trustee Farkas believes this is a good direction and is glad the members are willing to serve the Village. He asked whether the Commission will hold its own meetings with petitioners or sit in on Plan Commission meetings. Mr. Street indicated the Village Center Commission will not be part of the land use review process. Jannes Zobus, Chairman of the Village Center Commission, stated they would welcome the opportunity to work with other Village commissions and would be willing to share their experience and opinions. The Village Center Commission will encourage development of the downtown and work with the merchants. Trustee Benton commended the Commission for including the Chamber of Commerce and merchants. Mayor Rosenthal noted the Commission would encourage the use of the downtown and benefit the businesses. OLD BUSINESS ORDINANCE 0-14-07 APPROVING AN An Ordinance approving an amendment to the AMENDMENT TO THE SPECIAL USE Special Use for Deerfield High School for the FOR DEERFIELD HIGH SCHOOL FOR proposed additions and renovations. First THE PROPOSED ADDITIONS AND Reading. RENOVATIONS — I Steven Isaacson, 1020 Summit Drive, objected to the school plan because they have not taken into account the proper screening for his property. He noted there has been a little progress since the last meeting, as District 113 is working with Public Works to look into the cost of extending the tree line to behind his house. He hopes to receive a commitment to get the work done. Mr. Isaacson noted the superintendent indicated they are working closely with the Village arborist, but the details have not been worked out. He believes they are making progress, but wants a declarative statement that they will fulfill their promise and comply with the Zoning Code screening requirements. Marty Behn, 1000 Summit Drive, also expects the proper screening be installed behind his house. It was his understanding that the trees would extend to his property when the initial construction was completed several years ago. Mr. Street asked whether the high school property extends past 1020 Summit Drive. Mr. Isaacson noted the school property extends about 10' past 1020 Summit Drive. Mr. Street suggested re -landscaping where the curbing provides. Dan Mortensen, Director of Facilities for District 113, will look at the properties in question. Mr. Isaacson noted he is looking for a commitment. Mayor Rosenthal noted they are committed to getting the job done once they get the final costs and information. Mr. Street suggested the Board consider the recommendation in the Ordinance and direct staff to implement the tree planting program on the property. He stated the Village would acquire the trees and the District would reimburse the Village. He noted Deerfield High School is working with Village staff. Trustee Nadler moved to waive the First Reading of the Ordinance. Trustee Farkas seconded the motion. NEW BUSINESS DISCUSSION MEDICAL MARIJUANA Trustee Farkas noted the State's initial regulations are now available online. ADJOURNMENT There being no further business or discussion, Trustee Benton moved to adjourn the meeting. Trustee Struthers seconded the motion. The motion passed unanimously.
