12/02/2013December 2, 2013 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on December 2, 2013 at 7:30 p.m. The Clerk called the roll and announced that the following were: Present: Harriet Rosenthal, Mayor Robert Benton Alan Farkas Tom Jester William Seiden Barbara Struthers Absent was: Robert Nadler and that a quorum was present and in attendance. Also present were Village Attorney Peter Coblentz and Kent Street, Village Manager. PLEDGE OF ALLEGIANCE Webelo Scouts from Den 3, Pack 50, led those in attendance in reciting the Pledge of Allegiance. Scout master Barb Withers thanked the Board for its support. 25 YEAR SERVICE AWARD Mayor Rosenthal honored Deputy Chief Richard Wilk for 25 years of service with the Deerfield Police Department. Deputy Chief Wilk started as a Patrol Officer in 1988. He was promoted several times throughout the years and became the Deputy Chief in December 2001. MINUTES OF PREVIOUS MEETINGS Trustee Benton moved to approve the minutes from the November 18, 2013, Board of Trustees meeting. Trustee Seiden seconded the motion. The motion passed unanimously. BILLS AND PAYROLL Trustee Struthers moved approval of the bills and payroll dated December 2, 2013. Trustee Farkas seconded the motion. The motion passed by the following vote: AYES: Benton, Farkas, Jester, Seiden, Struthers (5) NAYS: None (0) TREASURER'S REPORT Village Treasurer Eric Burk presented highlights from the Treasurer's Report from October 2013, representing 75% of the fiscal year. Sales tax was up for the month, but was down from the same period last year. The water and sewer revenues are up due to the summer usage. The hotel tax is down this month because one hotel did not pay on time. Building permits are up from last month and the same period last year. The Village did not have any unexpected expenditures this month. Mr. Burk indicated the Village has the police pension contribution, transfers to debt services and infrastructure payments coming due next month. Board of Trustees Meeting December 2, 2013 Page 2 of 7 Trustee Seiden asked about the sales tax deficit. Mr. Burk noted the Village expects the sales tax to pick up later this year. Mayor Rosenthal indicated the Village and businesses along Lake Cook Road have felt the affect from the Lake Cook Road construction project. PUBLIC COMMENT There was no public comments on non -agenda items. There were no Reports. REPORTS CONSENT AGENDA There were no items on the Consent Agenda. OLD BUSINESS ORDINANCE 0-13-54 LEVYING TAXES An Ordinance levying taxes for corporate purposes FOR CORPORATE PURPOSES FOR THE for the fiscal year commencing on January 1, 2014 FISCAL YEAR COMMENCING ON and ending on December 31, 2014 for the Village JANUARY 1, 2014 AND ENDING ON of Deerfield. Second Reading. DECEMBER 31, 2014 FOR THE VILLAGE OF DEERFIELD — 2R Mayor Rosenthal indicated the Trustees have discussed the budget over the past few months. This is the final passage of the Ordinances. Trustee Jester moved approval of the Ordinance. Trustee Struthers seconded the motion. The motion passed by the following vote: AYES: Benton, Farkas, Jester, Seiden, Struthers (5) NAYS: None (0) NEW BUSINESS AUTHORIZATION TO PURCHASE Chief Sliozis reported the police department owns POLICE VEHICLE a 2001 Dodge van that was purchased new. The original life expectancy was six years. The van has deteriorated and is scheduled for replacement. The budgeted amount for a comparable vehicle is $23,250. Wright Automotive is the current holder of the Illinois State contract. Trustee Seiden moved to authorize the purchase of a new similarly equipped 2014 Dodge Grand Caravan with the purchase price of $19,400 plus delivery, title and registration fees for an amount not to exceed $19,905. Trustee Farkas seconded the motion. Trustee Farkas asked what would happen to the old vehicle. Chief Sliozis stated the vehicle would be declared as surplus and would be auctioned off. The Village expects to receive between $2,000 and $2,500 for the vehicle. The motion passed by the following vote: AYES: Benton, Farkas, Jester, Seiden, Struthers (5) NAYS: None (0) AUTHORIZATION TO AWARD Director of Public Works and Engineering Barb CONTRACT FOR CONSTRUCTION Little reported that as part of the development ENGINEERING SERVICES FOR AMLI agreement, the Village is required to have an RESIDENTIAL inspecting engineer. The Village interviewed four engineering firms and selected Gewalt Hamilton. The services will include a part-time resident engineer at the site, who will take care of material testing and related services. The Village will enter into the agreement with the construction engineer and will be reimbursed by the developer. Trustee Jester moved to award the contract for construction engineering services for AMLI to Gewalt Hamilton in an amount not to exceed $84,000. Trustee Seiden seconded the motion. Trustee Seiden asked if AMLI has input on the contractor selected. Ms. Little indicated the Village selects the contractor but the developer was in agreement with the Village's choice. Board of Trustees Meeting December 2, 2013 Page 6 of 7 Andrew Marwick, 442 Kelbum, hopes there will be rigorous inspections of the property to deal with soundproofmg and other issues. Trustee Jester noted those are design issues rather than inspection issues. The motion passed by the following vote: AYES: Benton, Farkas, Jester, Seiden, Struthers (5) NAYS: None (0) DISCUSSION LAKE COOK DEDICATION Mayor Rosenthal reported Cook County Board President Toni Preckwinkle attended the Lake Cook Road dedication. WOODVIEW APARTMENT Mayor Rosenthal noted the Woodview Apartment Board of Trustees Meeting December 2, 2013 Page 7 of 7 ground -breaking ceremony was very nicely done. WASTEWATER RECLAMATION Mayor Rosenthal reported the Wastewater FACILITY Reclamation Facility open house and dedication took place on November 23. More than 200 residents toured the facility. Representative Brad Schneider was also in attendance. WINTER CELEBRATION This coming weekend is the Winter Celebration in the Village. Starting the evening of December 6, 2013, the Village will have wagon rides, musical entertainment, roasted chestnuts, and other holiday events. The horse-drawn carriage rides will continue on December 7, 2013, and there will be several other activities throughout the Village. Mayor Rosenthal thanked the sponsors of the events. The Toys for Tots/West Deerfield Township Food Pantry drive-thru will take place in the parking lot on Deerfield Road and Rosemary next to Overstock Furniture. Mayor Rosenthal thanked the police department, West Deerfield Township, Italian Kitchen, local merchants and the Marines for sponsoring this event. DEERFIELD WATER SUPPLY Mr. Street read the following statement: "We are pleased to report that in late November, the Illinois Environmental Protection Agency (IEPA) completed its inspection and compliance review of Deerfield's community water supply. The IEPA reported no major deficiencies in Deerfield's infrastructure, water storage equipment, reservoirs, pump stations or distribution system that would lead to contamination of the water supply. It affirmed the Village has completed all actions required by the IEPA to attain compliance and coupled with the IEPA's water facility investigation, all actions necessary in response to the August, 2013, water quality test concerns have been taken." EXECUTIVE SESSION There being no further business or discussion, Trustee Farkas moved to go into Executive Session for reasons of personnel. Trustee Struthers seconded the motion.
