AN ORDINANCE AMENDING THE MUNICIPAL CODE
OF THE VILLAGE OF DEERFIE LD OF 1963, AS AMENDED
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, AS FOLLOWS:
SECTION , That Section 20.104 of Article 1 of Chapter 20 of
ONE: the Municipal Code of the Village of Deerfield of
1963, as amended, is hereby further amended by
striking said section in its entirety and sustituting in lieu thereof
the following:
20.104 Signs and Signals.) (a) No driver of a vehicle
shall disobey the instruction of any officL61 t: traffic- control
device placed in accordance with the provisions of this Code
unless at the time otherwise directed by a police officer.
(b) It shall be unlawful for any driver of a vehicle to
leave the roadway and travel across private property to avoid
an official traffic'-control device.
(c) No provisions of this Code for wh t h signs are re-
quired shall be enforced against an alleged.vi6lator if at
the time and place of the alleged violation an official sign
is not in proper position and sufficiently legible to be seen
by an ordinarily observant person Whenever a particular
election does not state that signs are required, such section
shall be effective even though no signs are erected or in
place.
SECTION That Article III of Chapter 20 of the Municipal Code
TWO: of the Village of Deerfield of 1963, as amended, is
hereby further amended by striking Section 20.305 in
its entirety and substituting in lieu thereof the following:
20.305 Driver's Signal.) (a) No person.shall turn a
vehicle from a direct course upon a highway unless and until
such movement can be made with reasonable safety,and then
only after giving a clearly audible signal by sounding the
horn if any pedestrian may be affected by such movement or
after giving an appropriate signal in the manner hereinafter
provided in the event any other vehilce may be affected by
such movement.
(b) A signal of intention to turn right or left shall
be given during not less than the last one hundred -feet
traveled by the vehicle before turning.
The signals herein required shall be given either by
means of the hand and arm or by a signal lamp or signal
device, but when a vehicle is so constructed or loaded
that a hand and arm signal would not;--be visible both to
the front and -rear of such vehicle then said.signals must
be given by such 'a lamp or device.
All signals herein required given by hand and arm
shall be given from the left side of the vehilce in the
following manner and such signals shall indicate as
follows:
1. Left turn - -Hand and arm extended horizontally.
2. Right turn - -Hand and arm extended upward.
3. Stop or decrease rspeed- -Hand and arm extended
downward.
(c) No person shall stop or duddenly decrease the
speed of a vehicle without first giving an appropriate
signal in the manner provided herein to the driver of
any vehicle immediately to the rear when there is oppor-
tunity to give such a signal;'
(d) The signals provided for in paragraph (b) of
this Section shall be used to indicate an intention to
turn, change lanes, or start from a parked position but
shall not be flashed as a courtesy or "do pass" signal
to operators of other vehicies.approaching from the rear.

SECTION That Article III of Chapter 20 of the Municipal Code
THREE: of the Village of Deerfield of 1963, as amended, is
hereby further amended by striking Section 20.309 in
its entirety and substituting in lieu thereof the following.:
20.309 Vehicle turning left.) The driver of a vehicle
intending to turn to the left within an intersection or into
an alley, private road, or driveway shall yield the right -of -way
to any vehicle approaching from the opposite direction which is
so close as to constitute an immediate hazard, but said driver,
having so'yielded may proceed at such time as a safe interval
occurs.
SECTION That Article III of Chapter 20 of the Municipal Code
FOUR: of the Village of Deerfield of 1963, as amended, is
hereby further amended'by striking Section 20.314 in
its entirety and substituting to lieu thereof the following:
20.314 Drive on right side of roadway.) (a) Upon all
roadways of sufficient width a vehicle shall be driven upon
the right half of the roadway, except as follows:
1. When overtaking and passing another vehicle proceeding
in the same direction under the rules governing such movement;
2. When.an obstruction exists making it necessary to
drive to the left of the center of the highway; provided,
any person so doing shall yield the right -of -way to all
vehicles traveling in the proper direction upon the un-
obstructed portion of the highway within such distance as
to constitute an immediate hazard;
.3. Upon a roadway divided into three marked lanes for
traffic under, the rules applicable thereon; or
4. Upon a roadway designated and sign posted for one
way traffic.
5. Whenever there is a single track paved road on one
side of the public highway and two vehicles meet thereon,
the driver on whose right is the wider shoulder shall give
the right -of -way on such pavement to the otherrvehicle.
(b) Upon all roadways any vehicle proceeding at less
..than the normal speed of traffic at the time and place
and under the conditions then existing shall be driven in
the right -hand .lane available for traffic, or as close
as practicable to the right hand curb or edge of the road-
way, except when overtaking and passing another vehicle
proceeding in the same direction or when preparing for a
left turn at an intersection or into a private road or
driveway.
SECTION That Article III of Chapter 20 of the Municipal Code
.FIVE: of the Village of Deerfield of 1963, as amended, is
(hereby further .amended by striking Section 20.317 in
its entirety and substituting in lieu thereof the following:
20.317 Overtaking vehicles on the right.) (a) The
driver of a vehicle may overtake and pass upon the right
of another vehicle only under the following conditions:
1. When the vehicle overtaken is making or about to
make a left turn;
2. Upon a street or highway with unobstructed pave-
ment not occupied by parked vehicles of sufficient width
for two or more lines of moving vehicles in each direction;
3. Upon a one -way street, or upon any roadway on which
traffic i!s restricted to one direction of movement, where
the roadway is free from obstructions and of sufficient
width for two or more lines of.moving vehicles.
(b) The driver of a vehicle may overtake and pass
another vehicle upon the right only under conditions per -
mitting such movement in safety. In no event shall such
movement be made by driving off the pavement or main-
traveled portion of the roadway.
SECTION That Article III of Chapter 20 of the Municipal Code
SIX: of the Village of Deerfield of 1963, as amended, is
hereby further amended by striking Section 20:318 in
its entirety and substituting in lieu thereof the following:
20.318 Limitations on Overtaking on 'the Left.) (a) No
vehicle shall be dH-ven to the left side of the center of
the roadway in overtaking and passing another vehicle-pro-
ceeding in the same direction unless such left side is
clearly visible and is free of oncoming traffic for a suf-
ficient distance ahead to permit such overtaking:-and passing
to be completely made without interfering with the safe
operation of any vehicle approaching from the opposite
direction or any vehicle overtaken. In every event the
overtaking vehicle must return to the right hand side of
the roadway before coming within 200 feet of any vehicle
approaching from the opposite direction.
(b) No vehicle shall, in overtaking and passing another
vehicle or at any other time, be driven to the left side of
the roadway under the following conditions:
1. When approaching the crest ofea grade.or upon a
curve in the highway where the driver's view is obstructed
within such distance as to create a hazard in the event
another vehicle might approach from the opposite directi "on.
2. When approaching within 100 feet of or traversing
any intersection or railroad grade crossing.
3. Where official signs are in--place directing that
traffic keep to the right, or a distinctive center line
is marked, which distinctive line also directes traffic
as declared in the sign manual adopted.by the Department
of Public Works and Building, State of Illinois.
4. The 1 i mi tati�ons in sub - paragraphs 1 and 2. sha 1 1
not apply upon a one -way roadway of upon a roadway ^with
unobstructed pavement of sufficient width for two or more
lanes of moving traffic in-each direction when such move-
ment cah be made with safety.
SECTION That Article III of Chapter 20 of the Municipal Code
SEVEN: of the Village of Deerfield of 1963, as amended, is
hereby further amended by striking Section 20.336 in
its entirety'and substituting fin lieu thereof the following: •
20.336 Backing.) (a) The driver of a vehicle shall
not back the same unless such movement can be made with
safety and without interfering with other traffic.
(b) The driver of a vehicle shall not back the same.

SECTION That Article VII of Chapter 20 of the Municipal Code
EIGHT: of the Village of Deerfield of 1963, as amended, is
hereby furthe r amended by adding thereto the fo-Howi ng
new Section 20.717 at the end thereof:
20.717 Mirrors.) Every motor vehicle, operated singly
or when towing any other vehicle, shall be equipped with a
mirror so located as to reflect to the driver a view of
the highway for a distance of at least. 200 feet to the rear
of such motor vehicle. This section shall not apply to
motorcycles or motor- driven cycles.
SECTION That all ordinances and parts of ordinances in
NINE: conflict herewi th,. are, to the extent of such
conflict, hereby repealed.
