SECTION Ordinance No:. 0- 67 -56, entitled "AN ORDINANCE
ONE: PROVIDING FOR THE GRADING, PAVING, DRAINING,
AND OTHERWISE IMPROVING THE ROADWAY OF HERTEL
LANE AS EXTENDED FROM WILMOT ROAD TO CAROL LANE, INCLUDING
SIDEWALKS, WATER MAINS, SANITARY AND STORM SEWERS, IN THE
VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS ", hereto-
fore adopted by the President and Board of Trustees of the Village
of Deerfield on the 18th day of September, 1967, is amended by
amending SECTION TWO thereof to read as follows:
"SECTION The recommendation of the Board of
TWO: Local Improvements providing for
the improvement and the supplemental
cost thereof, made by the President of the,
Board of Local Improvements, both hereto
attached and made a part hereof, be and the
same are hereby approved."
SECTION All other provisions of Ordinance No. 0 -67 -56

A RESOLUTION
TO AUTHORIZE THE EXECUTION OF A
CONTRACT IN SPECIAL ASSESSMENT NO. 107
THIS BOARD FINDS AS FOLLOWS:
(a) That on October 2, 1968, a Notice of Award of Contract for
construction of the local improvement of portions of Gordon Terrace,
Laurel Avenue, Rosewood Avenue, Wilmot Road, Kenmore Avenue, Willow
Avenue, Birchwood Avenue, Fairview Avenue, and County Line Road by
draining, including sanitary sewers and water mains and sanitary services
and water services to lots with existing residences, was published in
the Deerfield Review, a newspaper of general circulation within this
Village.
(b) That during the ten day period following the publication of
the Notice of Award of Contract, no election was made by the property
owners concerned to accomplish such construction work, as provided in
Chapter 24, Sec. 9 -2 -109 of the Illinois Revised Statutes of 1967. .
(c) That on October 14, 1968, the President of the Board of
Improvements and the Village Clerk executed a contract between the
Board of Local Improvements and George W. Kennedy Construction Company
pursuant to prior authorization of this Board.
THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND THE BOARD OF LOCAL
IMPROVEMENTS OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES,
ILLINOIS:
The execution by the President of the Board of Local Improvements
of this Village and the Village Clerk, on behalf of the Board of Local
Improvements of the Village of Deerfield, of a contract with the George
W. Kennedy Construction Co. for the construction of the above mentioned
local improvement at the price of $272,075.00 be and the same are here-
by ratified and affirmed.

PREAMBLE
THIS BOARD FINDS AS FOLLOWS:
a. That upon due notice published in accordance with law,
this Board received and publicly opened, on September.23, 1968,
a total of eight bids for construction of the local improvement
of portions of Gordon Terrace, Laurel Avenue, Rosewood Avenue,
Wilmot Road, Kenmore Avenue, Willow Avenue, Birchwood Avenue,
Fairview Avenue, and County Line Road by draining, including
sanitary sewers and water mains and sanitary services and water
services to lots with existing residences.
b. That the George W. Kennedy Construction Co. of 1020 Anita,
Antioch, Illinois, submitted the lowest responsible bid for the
construction of said work in the total amount of $272,075.00, which
amount consists of various unit prices bid upon the quantities
required for said work, and set forth in the Estimate of the Presi-
dent and this Board, heretofore submitted.
THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND THE BOARD OF LOCAL
IMPROVEMENTS OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES,
ILLINOIS:
1. The contract for the construction of the above mentioned
local improvement is awarded to George W. Kennedy Construction Co.
at the price of $272,075.00.

Notice is hereby Liven by the Board of Local
Improvements of the Village of Deerfield.
Lake County. Illinois that sealed bids will be
received until Monday. November 4. 1968 at
8:00 P.M. for the construction of the following '
described improvement. namely:
Construction of improvements in Hertel
Lane between Wilmot Road and Carol Lane
consisting of Portland cement concrete pave 4
ment. sidewalk, storm sewer. sanitary sewer.
water mains. together with other necessary ap- l
purienances all as shown in the detailed plans
and specifications entitled "Special Assess-
ment 9106 for Hertel Lane ". as prepared by
Charles W. Greengard Associates. Inc.. Con-
sulting Engineers. specially employed by the
Village of Deerfield.
Hertel Lane shall be improved with plain
poriland cement concrete pavement with
integral curbs from a point approximately ,
12' westerly of the center line of Wilmot
Road thence westerly along the center line
of Hertel Lane for a distance of 619' to and
connecting with the existing concrete pave-
ment in Hertel Lane. said point being ap-
proximately 107' easterly of the center line
of Carol Lane: said concrete pavement shall
have 6" uniform thickness and shall be 27' i
in width measured back to back of curbs:
pordand cement concrete sidewalk along
both sides of Hertel Lane: said sidewalk shall
have 4" uniform thickness and shall be 4' in
width except that said sidewalk shall be 6"
in thickness across driveways leading into
abutting lots; storm sewers and necessary
drainage �ructure from a point approx-
imately 400' west of the center line of Wil-
mot Road wand including connection to ex- 1
isting catch basin at the northeast corner of l
Hertel Lane and Carol Lane; sanitary sewer
mains, including manholes and house serv-
ices to existing lots. from a point approx i
imately 335' west of the center line of j
Wilmot Road to and connecting to existing
sanitary main at a point approximately .107' 1.
east of the center line of Carol Lane; water
mains from a point approximately 20' east of
Carol Lane including house services. and all
in accordance with the provisions of the
ordinance providing for said improvement
now on file with the Village Clerk 6f the
Village of Deerfield.
Bids will be opened and action taken thereon
at a meeting of the Board of Local Improve-,
ments to be held at 8:00 P.M. on Monday.,
Novemher 4. 1968 at the Village Hall. 850 Wau-
kegan Road. Deerfield. Illinois. Bids must be
delivered to the office of the Village Clerk or
may be presented to the Board of Local
Improvements immediately prior to said meet-
ing.
Plans and specifications for said improve,-
merit are on file in the office of Charles
Greengard Associates. Inc.. 1374 Old Skoktt

All proposals or bids offered must be accom-
panied by cash or certified check payable to
the order of the President of the Board ofl
Local Improvements in his official capacity in
an amount of not less than ten per cent 110 %1)
of the aggregate of the proposal. No proposals
or bids shall be considered unless accompan
ied by such check or cash. Said proposals or'
bids will be delivered to the Board of Local
Improvements and will be opened by the Board
at an open session on the date above specified.
The contractor shall be paid in bonds and vou-
chers drawn against the special assessment.

ful bidder for the construction of the improve-
ment will be required to enter into a bond in
the sum equal to one hundred per cent 1100 %I
of the amount of the bid with sureties to be ap
proved by the President of the Board of Local
Improvements. when entering into the con-
tract for construction of the improvement.
which bond shall be conditioned upon the
proper and faithful performance by. the con-
tractor of the work specified in accordance
with the plans and specifications therefor and
the ordinance providing for the construction
of the improvement. The contract for the con-
struction of this improvement will contain a
stipulation to the effect that no less than the
prevang rata of wages in the locality in which
the work is performed, as so found by said
Board of Local Improvements, or derermmed
by the Court on appeal, shall be paid to all lab•
orers, workmen, and mechanics performing
work under the contract.
The right to reject any and all proposals or
bids is reserved.
