R-67-08r 1 RESOLUTION NO. R -67- WHEREAS House Bill No. 599 provides that two or more municipalities may create a joint refuse disposal commission, which commission could acquire property, would have the right of condemnation and could issue revenue bonds for the purchase of property and equipment to carry out the function of creating a place for garbage disposal; and WHEREAS, House Bill No. 600 would amend the Section of the Criminal Code which prohibits the dumping of garbage within the corporate limits of a municipality or within a mile thereof, to make an exception to the disposal of garbage in a sanitary landfill meeting the standards of the Department of Public Health and State of Illinois; and WHEREAS these bills are detrimental to the best interests of the Village of Deerfield and to other municipalities which have within their boundaries or nearby areas potential sites for garbage disposal; and WHEREAS garbage disposal by incineration is a source of air pollution, and by landfill a source of water pollution; and WHEREAS various agencies, including the Federal Government, are engaged in research on the problems of refuse disposal. NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Deerfield, Lake and Cook Counties, Illinois, that the enactment of House Bills Nos. 599 and 600 would be a threat to the welfare and best interests of the Village of Deerfield; and BE IT FURTHER RESOLVED 'thatthe Municipalities Committee be respectfully requested to,-report unfavorably on these Bills; and BE IT FURTHER RESOLVED that a Bill be introduced and passed to provide for the appointment of an InterimeCommittee to study the problems of refuse disposal in the State of Illinois and more particularly, in the Chicago Metropolitan area, and sufficient funds be appropriated to carry out this study.
