AMENDMENT TO ZONING ORDINANCE
DEERF I'ELD
Whereas the question of making the following amendment to the .
Zoning Ordinance of the Village of Deerfield has been referred to the
Plan Commission for a public hearing, and the Plan Commission has held
such public hearing after due notice as required by law:
Now, Therefore Be It Ordained by the President and Board of
Turstees of- the Vi llage•';of Deerfield that the Ordinance for the Com-
prehensive Amendment of the Zoning Ordinance, enacted May 4, 1953, is
hereby amended by amending Section•XIV -B as follows:
SECTION XIV -B - OFFICE AND RESEARCH DISTRICT
1. General Restrictions: Any use permitted in the Office,
Research and Compatible Use District shall comply with
all provisions contained in Sections 1. 1• to 1.3 inclusive.
1.1 No retail store,•service establishment or establishment
which makes sales on the premises to the ultimate
consumer for personal use shall be located within the
district.
1.2 All operations and activities of all uses within this
district, including the storage of materials, shall
be conducted wholly inside a building or buildings.
1.3 Fire and explosive hazards:
a.. No activities involving the storage, utilization
or manufacture of materials or products which
decompose by detonation shall be permitted.
b. The storage, utilization, or manufacture of
materials or products involving fire and ex-
losive hazard shall be regulated as specified
in paragraph 29 of Section XV "M!', Manufacturing
District:
2. Use Regulations: No building or premises in the Office and
Research District shall be used for any purposes except the
following purposes-
2.1 Offices
2.2 Research Laboratories
2.3 Personnel Training Centers
2.4 Public utility electric distribution center in
buildings
2.5 Public utility telephone transmission equipment
buildings
3• Height: No building shall be erected or enlarged to exceed
thirty -five (35) feet in height, except as provided in Section V.

4': Areas: No lot shall be less than five (5) acres in area
provided that lots in separate ownership, platted and
recorded prior to the effective date of this amendment,
shall be exempt from this requirement. Only one (1)
principal use shall occupy one (1) such lot exclusive of
offices, training centers and laboratories permitted here-
in and incidental to the principal use.
4.1 The maximum ground area occupied by all buildings
shall not be more than - thirty (30) per cent of the.
area of the lot or tract on which a building permit
has been issued, excluding all areas dedicated for
public purposes as may be required by the Vi.11age. .
of Deerfield or other governmental authority. All
buildings on a lot shall observe the yard require-
ments of this Ordinance.
4.2 Yard Adjacent to a Public Street: Notwithstanding
any other provision of this Ordinance, evey yard
abutting a public street shall have a depth of no
less than seventy -five (75) feet measured-from the
street right -of -way line. Provided that any yard
adjacent to that portion of a public street which
Is located on the boundary of the zoning district
or is adjacent to Wilmot Road, County Line Road,,
Deerfield Road, or Waukegan Road shall have a min-
imum.depth of 190' from the center line of said ttreet.
No structures of any kind and no parking of auto-
mobiles shall be permitted in any of the above required
yard areas.
4.3 Yard Adjacent to a Residential District: Notwith-
standing any other provision of this Ordinance,
every yard abutting property zoned for residential
purposes shall have a depth of not less than one
hundred (100) feet. Within such yards automobile
parking spaces or access driveways shall not be per-
mitted closer than seventy -five (75) feet,to any lot
or parcel zoned for residential use.
W4 Front Yards: As regulated by subsection 4.2 of this,
Section.
4.5 Side Yard: Unless otherwise regulated by subsection.
4.2 of .4.3 of this Section, there shall be a si deyard

each inning lot and automobile.parking and access
driveways shall be permitted within said side yard
areas.
4.6 Rear Yards: Unless otherwise regulated by subsection'
4.2 or 4.3 of this Section, there shall be a rear yard
having a depth of not less than fifty .(50) feet and
automobile parking and access driveways`.`shall be per -

5. Lighting - ,Exterior: I lluminati'on +of buildings, signs,
grounds, and parking areas shall b4�subject to the following:
5.1 No blinking or colored lights shall be used for the
illumination of signs. All primary light sources
illuminating the buildings shall be erected and
maintained in accordance with standards of the Illumin-
ating Engineering Society and shall be so placed,
designed and used that neither the direct or reflected
light therefrom will adversely affect surrounding
property or. create a traffic hazard.
5.2 Floodlighting of buildings, ground S.: or parking or

loading areas shall be arranged so as not to direct
or reflect rays of light into adjacent residential
districts or into the public way. General lighting
of parking,or.loading.areas shall, except for
emergehcy,l.ighting, cease at or before:.the hour of
midnight; when these areas face a resi dentia 1-!dEstr, i ct
where the distance from the nearest light to the
nearest•residential. district is less than one thousand
`(1000) feet. ,
6. Signs: Signs shall be permitted sucbject to the following:
6.1 Signs may be attached to one (1) or more facades
but not to or on the roof or any building, provided
that the total area 'of such signs shall hot exceed
eight (8) percent of the building wall area to which
they are attached and the tip edge of such sign shall
not project over the roof line of the building to which
they are attached; however, no signs need be less than
eighty (80) square feet in size. Signs, other than
directional signs, shall be limited to identifying the
name of the enterprise, its merchandise or'service.
The provisions of any'ordinance regulating the erection
or maintenance of signs shall apply except as midified
herein.
7. Off- Street Parking: Off - street parking facilities for motor
vehicles shall be provided in accordance with the regulations
of Section XVI and as set forth hereunder:

to uses allowed shall be provided in accordance with the
regulations set forth in Section XVI, Subsection 8 and as
hereinafter provided:
9.1 Requirements: All loading berths not completely
enclosed within the building served, shall be
completely surrounded and effectively screened by
building walls or a uniformly painted solid fence,
wall or door, or any combination thereof, not less
than eight (8) feet in height.
9.2 Standing Space: Standing space for trucks not being
loaded or unloaded may be provided in the loading
yard or another yard, provided that the standing yard
shall be completely surrounded and effectively
screened as provided in 9.1 above for loading berths.
All zoning requirements of this district for a building
shall be met.

Ordinance, enacted May 4, 1953, is hereby amended by amending
Section XIV -B as follows:

4.3 Yard Adjacent to a Residential District: Notwith-
standing any other provision of this Ordinance, every
yard abutting property zoned for residential purposes
shall have a depth of not less than one hundred (100)
feet. Within such yards automobile parking spaces ol,
access driveways shall nd be permitted closer than
seventy -five (75) feet to any lot or parcel zoned for
residential use.
4.4 Front Yards: As regulated by subsection 4.2 of
this Section.
4.5 Side Yard: Unless otherwise regulated by

shall be a rear yard having a depth of not less
than fifty (50) feet and automobile parking and
access driveways shall be permitted within said
rear yard areas.
5. Lighting- Exterior: Illumination of buildings, signs,
grounds, and parking areas shall be subject to the
folio wing:

structures of any kind and no parking of automobiles
shall be permitted in any of the above required yard
areas.
4.3 Yard Adjacent to a Rezidential District: Notwith-
standing any other provio on of this Ordinance,
every yard abutting prop��i•ty zoned for residential
one ur purposes shall have a depth of not lest than r. P P
hundred (100) feet. Within such yards automobile
parking spaces or access driveways shall not be
permitted closer than seve:.:F;- five (75) feet to any
lot or parcel zoned for residential use.
4.4 Front Yards: As regulated by subsection 4.2
of this Section.
4.5 Side Yard: Unless otherwise regulated by
subsection 4.2 or 4.3 of this Section, there
shall be a sideyard having a width of not less
than fifty (50) feet on each zoning lot and auto-
mobile parking and access driveways shall be
permitted within said rear yard areas.
4.6 Rear Yards: Unless otherwise regulated by
subsection 4.2 or 4.3 of this Section, there
shall be a rear yard having a depth of not less
than fifty (50) feet and automobile parking and
access driveways shall be permitted within said
rear yard areas.
5. Qghtig&- Exterior: Illumination of buildings, signs,
grounds, and parking areas shall be subject to the
Poll o wing:
5.1 No blinking or colored lights shall be used for
the illumination of signs. All primary light sources
illuminating the buildings shall be erected and main-
tained in accordance with standards of the Illumin-
ating Engineering Society and shall be so placed,
designed and used that neither the direct nor
reflected light therefrom will adversely affect
surrounding property or create a traffic hazard.
5.2 Floodlighting of buildings, grounds or parking or
loading areas shall be arranged so as not to direct
or reflect rays of light into adjacent residential
districts or into the public way. General lighting
of parking or loading areas shall, except for
emergency lighting, cease at or before the hour
of midnight, when these areas face a residential
district where the distance from the nearest light
to the nearest residence is less than one thousand
(1000) feet.
6. Signs: Signs shall be permitted subject to the following:
6.1 Signs may be attached to one (1) or more facades

but not to or on the roof of any building, F-rovided
that the total area of such signs shall not exceed
eight (8) per cent of the building wall area to which
they are attached and the tip edge of such sign shall
not project over the roof line of the building to which
they are attached; however, no signs need be less
than eighty (80) square feet in size. Signs, other
than directional signs, shall be limited to identifying
the name of the enterprise, its merchandise or
service. The provisions of any ordinance regulat-
ing the erection or maintenance of signs shall
apply except as modified herein.
7. Off - Street Parking : Off - street parking facilities for motor
vehicles shall be provided in accordance with the regu-
lations of Section XVI and as set forth hereinafter.
7.1 Requirement: Two (2) off - street parking spaces
for each three (3) employees, based on the
greatest number of employees in attendance at any
time, shall be provided on the premises. In no
event shall parking be permitted on any public street
abutting any use permitted herein.
8. Screening and. Landscaping: All property adjoining a
residential district or public or institutional use premises,
shall be effectively screened by a properly maintained
solid evergreen planting meeting standards prescribed
by the Village of Deerfield, a solid fence, or wall, not
less than six (6) feet nor more than eight (8) feet in
height extending along such lot line. All lot areas not
built upon nor paved shall be planted and landscaped.
9. Off - Street Loading: Off - street loading facilities acces-
sory to uses allowed shall be provided in accordance
with the regulations set forth in Section XVI, Sub-
section B and as hereinafter provided:
9.1 Requirement: All loading berths not completely
enclosed within the building served, shall be
completely surrounded and effectively screened
by building walls or a uniformly painted solid
fence, wall or door, or any combination thereof,
not less than eight (8) feet in height.
9.2 Standing Space: Standing space for trucks not
being loaded or unloaded may be provided in the
loading yard or another yard, provided that the
standing yard shall be completely surrounded and
effectively screened as provided in 9.1 above for

loading berths. All zoning requirements of This
district for a building shall be met.
9.3 Standards: For buildings permitted under this
ordinance at least one (1) loading berth shall
be provided for buildings containing less than one
hundred thousand (100, 000) square feet of
gross floor area; for each additional one hun-
dred thousand (100, 000) square feet of gross floor
area or any fraction thereof up to five hundred
thousand ($00, 000) square feet one (1) additional
loading berth shall be provided.
The Zoning Ordinance and Zoning Map of the Village of
Deerfield are hereby amended to effectuate this change.
