The regular meeting of the Board of Trustees of the Village of Deerfield was
called to order in the Council Chambers of the Village hall on Monday, February 8,
1954 at 8:00 P.M. The Clerk called the roll and reported that the following were

and that a quorum was present and in attendance at the meeting.
Minutes of the regular meeting held January 11, 1954 and the special meeting
held January 18, 1954 were approved as submitted.

Trustee Engelhard moved, seconded by Trustee King, that the said bills be approved
for payment. Adopted by the following vote:
Ayes: Engelhard, Xelley, King, Meyer, Wynkoop (5)
Nays: None (0)
The reports of Justices of the Peace George and Must, showing
Approve Reports $203 in fines collected, together with checks for that amount,
was approved. The Health report submitted by Health Officer
Esther Giss was approved and placed on file.
A letter from the Plan Commission was read, recommending that
Village Plan Report paragraphs 3 and 4, Section 6, page 24 of the Village Plan be
deleted, and that, with this deletion, the Village Plan be
approved and passed. Decision was made to hold over for further study.
The petition from the Westview Property Owners Protective
Petition for Association for a footpath on the south side of Deerfield Road
Footpath from Deerpath Drive to Wilmot Road, was presented. After
considerable discussion, this matter was.referred to Trustee
Engelhard, Chairman Road and Bridge Committee, who will meet with the petitioners for
further discussion.
The request from the Chicgo_Federation of Aged and Adult
Reauest for Tag Dav gharities for permission to hold a tag day in the Village on
May 11, 1954 was read. Trustee Kelley moved, seconded by
Trustee Engelhard, that the request be approved, subject•to study by Trustee King and
officers of the Community Chest, and that all such applications be referred to Trustee
King for study. Adopted by the following vote:

The letter form the Illinois Inspection Bureau regarding
CoD,ninications improvements of the water system for insurance rating was
read, and referred to Trustee `•`eyer, Chairman Sewer and beater
Committee.
The report of B;xter and Woodman on-the progress of plans for the sewage treatment
plant and sewer improvements was read.
Recommendations of the Safety Council concerning control of dogs were read and
discussed.
An Ordinance on Dog Bite, setting forth procedures and penalties,
Dop Bite was read and discussed. Trustee King moved,:seconded by
Ordinance Trustee Engelhard, that the said Ordinance be passed. Adopted
by the following vote:
Ayes: Engelhard, Aelley, King, Meyer (4)
Nays: Vynkoop (1)
Trustee'King moved, seconded by Trustee-Engelhard, that an
Doi Inoculation Ordinance requiring inoculation for rabies of all dogs over
Ordinance Failed the age of six months, and proof of such inoculation before
a dog license shall be issued, be passed. Failed to pass by
the following vote:

Nays: Meyer, 19ynkoop, Schneider (3)
Trustee Wynkoop moved, seconded by Trustee Kelley, that the
Resolution - nog• following resolution be adopted:
Inoculation
WHEREAS a rabies quarantine has been imposed in the adjoining
County of Cook, and it is in the public interest that measures betaken to prevent the
spread of rabies, therefore:
BE IT RESOLVED by the President and Board of Trustees.of the
Village of Deerfield that recommendation be made to dog owners in the Village of Deer-
field to cooperate to prevent the spread of rabies 4 inoculation of all dogs over the
age of six months, and obviate any danger thereby to their neighbors and themselves.

Trustee Kelley reported that it was the consensus of the Plan.Cc^ mission
members that Mr. Emmert Kincaid shbuld not be retained on an annual fee basis for
Zoning and Planning consultation. the board concurred in this opinion.

Ordinance Re ntla.tirr Ordinance setting minimum temperature requirements for
Temne_ratures in apartment buildings be passed. Adopted'by the following

the proposals of the Deerfield - Highland Park Transit, Inc.,
Resolution - Ris and the Glenview Bus Co. were considered. Trustee ever
Comrnny moved, seconded by Trustee Kelley, that a resolution be
passed stating that Deerfield- Highland Park Transit, Inc. is
preferred and desired to render transportation service to the public and citizens of
Deerfield, and a copy of said resolution be transmitted to the Illinois Cornerce
Commission. Adopted by the following vote:

Trustee Peyer moved, seconded by Trustee Kelley, that the

Trustee Engelhard moved, seconded by Trustee Pleyer, that the
Approve Purchase Village Manager be authorized to purchase a National Cash
Accounting Machine Register Accounting machine at a cost of ;D4,420 00. Adopted

Mr. Walther, Village Engineer, recommended that the extension

� In answer to questions regarding P rotested water bills , President Schneider stated
it was the decision 6f the Board that one -half of a grotebted bill should be paid, and
payment of the remainder of the bill would be considered by the Board after checking
the meters in question, which had been re- installed.
On motion by Trustee Wynkoop, seconded by Trustee Engelhard, the meeting was
recessed.
The meeting was reconvened by President Schneider.
Trustee Engelhard moved, seconded by Trustee Meyer, that the
Resolution - Motor following resolution be.passed:
Fuel Tax Fund
BE IT RESOLVED by the President and Board of Trustees of the Village of Deerfield,
Illinois, that the following described street be improved under the Motor Fuel Tax Law:
Cedar Street (formerly Juniper) Arterial Street 12, At Drainage ditch, (between
Cedar Lane and Arbor.Vitae).
BE IT FURTHER RESOLVED,
1. That the proposed ;improvement consist of a reinforced concrete bridge.
2. That there is hereby appropriated "the sum of Forty -five Thousand Dollars of-
for the improvement of said section from the municipality's allotment of-Motor Fuel
Tax funds.
3. That said work shall be done by contract; and
BE IT FURTHER RESOLVED that the Clerk is hereby directed to transmit two certified
copies of this resolution to the Department of Public Works and Buildings, Division
of Highways, through its District Engineer's office at Ellin, Illinois
