January 11, 1954.
The regular meeting of the Board of Trustees of the Village of Deerfield
was called to order in the Council Chambers of the village Hall on Monday,
January 11, 1954 at 8 :00 P.M. The Clerk called the roll and reported that the
following were
Present: John D. Schneider, President
Eugene F. Engelhard
Hubert N. Kelley
Joseph W. King
Raymond T. Meyer
Absent: Harold W. Wynkoop
and that a quorum was present and in attendance at the meeting.
Minutes of the meeting held December 14, 1953 were approved as submitted.
President Schneider nominated Fred 0. Dicus to fill the
Fred 0. Dicus vacancy on the Board of Trustees created by the resignation of
Appointed Trustee Homer B. Marxer. Seconded by'Trustee King. Adopted by the
following votes
Ayes: Engelhard, Kelley, King, Meyer, Schneider '(5)
Nayss None (0)
Mr. Dicus took the oath of office and was introduced and seated.

Trustee Engelhard moved, seconded by Trustee Meyer, that the said bills be approved
for payment. Adopted by the following vote:
Ayes: Dicus, Engelhard, Kelley, King, Meyer (5)
Nays: None (0)
The report epor of Justices of the Peace George, Peterson and Rust,
Approve Reports showing $149 in fines collected, was approved. A summary of
police activities for the year 1953 was read and approved. The
Health report submitted by Health Officer Esther Giss was approved.
Letters of resignation from the Plan Commission from George L.
Ccmrunications Haggard and Wesley C. Alabeck were, presented. This matter was
tabled for` further consideration.
Trustee Kelley moved, seconded by Trustee Engelhard, that the
ArproveTentative Board approve the 'tentative plat of subdivision submitted'by
Plat —Davis Sub Mr. Roy Davis, as recommended by the Plan Commission. Adopted
division by the following vote:
Ayes: • All (5)

Trustee Kelley moved, seconded by Trustee Engelhard, that the
Ordinance Granting Board hereby adopts and approves the recommendation'6£:the Board
Variance— Elowson of Zoning Appeals that a variance be granted to permit the construction
of a factory building within 3 feet of the South side of the tract
described as:
Parts of the NE -. Sec. 32 and 17th, Sec. 33, T43N, RUE, ,3 P.M. in the Village
of Deerfield, Lake County, Illinois, Beginning on the Easterly line of the
Depot Grounds of the former Chicago, Milwaukee and St. Paul R.R. Co., at a
point 311.4 feet Northerly from the North line of Osterman Avenue, thence
Northerly along the Easterly line of Depot grounds, 75 feet thence N.70' 35" E.
150.7 feet thence S. 15' 2211 E., parallel to said Easterly line of Depot
grounds, 75 feet, thence S. 79' 35" W. 150.7 feet to the place of beginning,
and that the Ordinance granting this variance be passed.

Trustee Kelley moved, seconded by Trustee Engelhard, that the
Ordinance Granting Board hereby adopts and approves the recommendation of the Board of
Variance— Willen Zoning Appeals that a variance be granted to permit the construction of
' a two car detached garage within two feet of the North lot line, Lot
71, Block 4, Deerfield Land and Improvement Assodiation Subdivision, and the Ordinance
granting this variance be passed. Adopted by the following vote: /, ,

Trustee Engelhard moved, seconded by T ustee F'leyer, that the salary
Salary Incredse of the Village Manager be increased to 0600 per month as of
Village Manager November 1, 1953, and that an Ordinance bet�awn increasing said
salary. Adopted by the following vote:
Ayes: Dicus, Engelhard, Kelley, King, Meyer: (5)
Nays: None (0)
Trustee King, Chairman of Health Committee, reported that complaints
Reports had been received that tenants were not getting sufficient heat.
Decision was made that T ustee King should consult with the Village
Attorney, and an ordinance be prepared setting minimum temperatures which must be
furnished tenants. Mr. Martin, Village Manager, reported that Baxter & Woodman had started
work on the necessary surveys forthe sewer project. President Schneider reported that
the sign question was being studied, but no conclusions had been reached. Trustee
Kelley reported on the proposal of Mr. Evert Kincaid that he be retained on an annual
basis. This matter was tabled pending further study.
