04/20/2009April 20, 2009 The regular meeting of the Board of Trustees of the Village of beerfield was called to order by Mayor Steven Harris in the Council Chambers of the Village Hall on Monday, April 20, 2009 at 7:30 pm. The Clerk called the roll and announced that the following were: Present: Steven Harris, Mayor Robert Benton Thomas Jester Harriet Rosenthal William Seiden Barbara Struthers Norton Wasserman and that a quorum was present and in attendance. Also present were Village Attorney Peter Coblentz and Kent Street, Village Manager. PLEDGE OF ALLEGIANCE Trustee -elect Mary Oppenheim led those in attendance in reciting the Pledge of Allegiance. MINUTES OF PREVIOUS MEETING Trustee Benton made a motion to approve the minutes from the April 6, 2009 Board of Trustees meeting. Trustee Rosenthal seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Rosenthal, Seiden, Struthers, Wasserman (6) NAYS: None (0) BILLS AND PAYROLL Trustee Rosenthal made a motion to accept the Bills and Payroll dated April 20, 2009. Trustee Struthers seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Rosenthal, Seiden, Struthers, Wasserman (6) NAYS: None (0) PRESENTATION OF BERNARD Mayor Harris reported that the Bernard Forrest FORREST PUBLIC SERVICE AWARD Public Service Award is presented to a resident who has shown outstanding efforts as a volunteer in the community. Mayor Harris presented the Bernard Forrest Public Service Award to Richard Schoenstadt. He highlighted Mr. Schoenstadt's pro bono service on behalf of the Chicagoland Jewish High School and the Gidwitz Center expansion for the Jewish Federation of Metropolitan Chicago and Council of Jewish Elderly. Mayor Harris read letters from the two organizations praising Mr. Schoenstadt for his efforts in facilitating the projects. Mayor Harris added that Mr. Schoenstadt's acts will live on for generations, serving both young and old in the community. The audience joined the Mayor and Board in expressing appreciation to Mr. Schoenstadt. Board of Trustees Meeting April 20, 2009 Page 2 of 6 TREASURER'S REPORT Mr. Fialkowski presented highlights from the Treasurer's Report dated March 31, 2009 representing 11 months of the fiscal year. He explained that the December sales tax, while down, is not down as much as in prior months or as in other towns. He noted that Vernon Hills and St. Charles sales taxes are down 11 % and Schaumburg is down 13 %. Deerfield is in much better shape than many other municipalities because Deerfield does not have the same sales tax generators that have been so badly affected by the economy. General Fund expenditures and revenues are getting closer and will be even closer in April. Building permit activity has increased slightly. The hotel /motel tax is down compared to last year but is up from previous months. Mr. Fialkowski believes the trend is heading in the right direction. Trustee Struthers commented that last year Street Department expenses were at 103% of the budget, and this year the expenses are at 105% of the budget. She asked if they should have added more to the 2009/2010 budget. Mr. Fialkowski explained that the past two years have reflected very bad winters, and it is difficult to budget for bad seasons. He commented that salt prices are coming down as well. PUBLIC COMMENT Oscar Adler, 59 Eastman, informed residents that the Job Seeker's Workshop will take place on Saturday, April 25`h. The workshop is designed to provide the tools and resources people need to succeed in today's tough business environment. At 9:00 a.m. there will be a resume workshop and at 10:00 a.m. the focus will change to interviewing skills. There will also be time for networking. The workshop, which is sponsored by the Village of Deerfield, will take place at the Village Hall. This is its sixth consecutive year. Mayor Harris read a letter he sent to State Senator Susan Garrett and Representative Karen May thanking them for the federal stimulus funds dedicated to resurfacing Waukegan Road this year. Second Reading. BEGINNING MAY 1, 2009 AND ENDING APRIL 30, 2010 — 2R Trustee Jester asked about the stimulus funds received for the Wilmot Road project that has not been accounted for in the budget. He hopes that amount would go to the road programs that have been cut back. The motion passed by the following vote: AYES: Benton, Jester, Rosenthal, Seiden, Struthers, Wasserman (6) NAYS: None (0) EXTENSION OF 2008 CONTRACT The Director of Public Works and Engineering FOR CONTRACTUAL LANDSCAPE reported that the Village utilizes a professional MAINTENANCE SERVICES AND landscaping maintenance company to install and STREETSCAPE URN PLANTING maintain highly visible, quality landscaping Board of Trustees Meeting April 20, 2009 Page 5 of 6 throughout the Village. The areas include the Village Hall, Village Center streetscape, train station and entrance sign locations. Last year, Moore Landscaping performed the services well and offered to renew the contract for this year and two additional years at the current level of service for $67,400 per year. New areas have evolved in the Village since the initial contract, and weed control needs more attention in certain areas. The additional services would increase the cost by $11,130 per year. Ms. Little recommends authorizing the execution of the contract in an amount not to exceed $78,530 per year for up to three years. ° Trustee Jester asked if the Village would add wildflower planting in the parkway near Bannockburn and the Metra tracks. Ms. Little confirmed that it will be considered. Trustee Jester made a motion to authorize the execution of a contract for professional landscaping maintenance services to Moore Landscaping in an amount not to exceed $78,530. Trustee Benton seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Rosenthal, Seiden, Struthers, Wasserman (6) NAYS: None (0) AUTHORIZATION TO AWARD Ms. Little reported that the gypsy moth control CONTRACT FOR GYPSY MOTH program utilizes natural products through helicopter CONTROL distribution. The operation will take place in late May and will correspond with the gypsy moth larvae hatch. As was done last year, there would be two applications in each area, seven days apart. The Village will send an informational letter to residents within the targeted areas, and signage will be placed 48 hours before each spraying event. Ms. Little explained that Urban Forest Management identified trees with gypsy moth egg masses during their survey. They also reviewed areas of heavy oak tree cover and recommended three areas for inclusion in the program. The areas include the northwest quadrant from Wilmot and Oakwood to North and Woodland, the northeast quadrant from 1400 Northwoods to Wincanton and Windcrest and the northeast quadrant including both sides of Westgate between Waukegan and Knollwood. The Park District will reimburse the Village for including Jewett Park in the program area. Ms. Little advised that there are additional areas, including the trees in front of Village Hall, the section along East Park and West Chestnut and the section in Stratford/Berkeley Court. These additional sections would increase the program cost to $7,500. Ms. Little explained that gypsy moths are a non - native, invasive species. The caterpillars are very destructive and can defoliate trees. One year of defoliation makes trees more susceptible to attacks in subsequent years. Ms. Little recommends changing the recommendation to include the additional areas listed above. She recommends that trustees authorize execution of the contract to Hendrickson Flying Service in an amount not to exceed $7,500. Mr. Street noted that this is a much more effective and cost efficient way of handling gypsy moths than individual tree spraying. Trustee Seiden reported that he was notified last year that his neighbor had gypsy moths and asked if the area could be extended a bit further north. Ms. Little asked him to provide the address so staff could look into the situation. Trustee Benton commented that the process is not harmful to pets. Mayor Harris requested staff to err on the Board of Trustees Meeting April 20, 2009 Page 6 of 6 side of being liberal as far as notifying residents, because a low flying helicopter can give concern to residents. He suggested possibly having a Village -wide announcement. Ms. Little said she would coordinate with the Village Manager's office. Trustee Rosenthal commented that it is important for residents to inform the Village if there are gypsy moths on their property. Trustee Rosenthal made a motion to award the contract for gypsy moth control to Hendrickson Flying Service in an amount not to exceed $7,500. Trustee Struthers seconded the motion. The motion passed by the following vote: AYES: Benton, Jester, Rosenthal, Seiden, Struthers, Wasserman (6) NAYS: None (0) DISCUSSION BOY SCOUT TROOP 52 Mayor Harris noted that members of Boy Scout Troop 52 are present at the meeting. Troop members and Assistant Scout Master Peter Carney introduced themselves. The troop is currently working with the fire department to set up a firefighter career exploration program. They are also working on a food drive at the Jewett Park Community Center. ELECTIONS Trustee Seiden noted that the election was held recently. He thanked voters for coming out and congratulated Mayor -elect Harriet Rosenthal. He also welcomed Trustee -elect Mary Oppenheim and Trustee -elect Alan Farkas to the Board. He hopes that the other nominees will stay involved with the Village. NEXT MEETING ceremony for the new Board.
