01/02/2007January 2, 2007 The regular meeting of the board of trustees of the Village of Deerfield was called to order by Mayor Harris in the council chamber of the village hall on Tuesday January 2, 2007 at 7:30 p.m.. The Clerk called the roll and announced that the following were: Present. Steve Harris, Mayor Robert Benton Michelle Feldman Harriet Rosenthal William Seiden Barbara Struthers Matthew Wylie and that a quorum was present and in attendance. Also present were Village Attorney Peter Coblentz and Village Manager Bob Franz. PLEDGE OF ALLEGIANCE Eric Hogberg led those in attendance in reciting the Pledge of Allegiance. Mr. Hogberg informed residents of the caucus town meeting which will be held at 7:30 p.m. on Wednesday, January 10, 2007 at Caruso Middle School. He encouraged interested residents to attend. APPROVAL OF MINUTES Trustee Rosenthal made a motion to approve the minutes from the December 18, 2006 board of trustees meeting. Trustee Benton seconded the motion. The motion passed by the following vote: AYES: Benton, Feldman, Rosenthal, Seiden, Struthers, Wylie (6) NAYS: None (0) BILLS & PAYROLL Trustee Wylie made a motion to approve the Bills and Payroll dated January 2, 2007. Trustee Struthers seconded the motion. The motion passed by the following vote: AYES: Benton, Feldman, Rosenthal, Seiden, Struthers, Wylie (6) NAYS: None (0) PUBLIC COMMENT Oscar Adler, 59 Eastwood, informed residents that State Senator Susan Garrett will be the next guest on Adler's Alley, which is televised on the public access channel on Tuesdays and Thursdays. 1 Board of Trustees January 2, 2007 Page 2 of 5 REPORTS REPORT AND RECOMMENDATION The Plan Commission held a public hearing for OF PLAN COMMISSION RE REQUEST approval of the preliminary plat on October 12, FOR APPROVAL OF FINAL PLAT OF 2006 and the Board of Trustees approved the SUBDIVISION FOR 911 WESTCLIFF preliminary plat on November 6, 2006. The Plan Commission found the final plat of subdivision to be in substantial conformance to the previously approved preliminary plat.. . Trustee Rosenthal made a motion to approve the final plat of subdivision for 911 Westcliff Lane. Trustee Benton seconded the motion. The motion passed by the following vote: AYES: Benton, Feldman, Rosenthal, Seiden, Struthers, Wylie (6) NAYS: None (0) REPORT AND. RECOMMENDATION Safety Council Chairperson Al Bromberg explained OF SAFETY COUNCIL RE PARKING that some residents expressed concern about the RESTRICTION ON ELLENDALE ROAD narrowness of Ellendale just north of the IMMEDIATELY NORTH OF LAKE intersection at Lake Cook Road. The Safety Council COOK ROAD looked at the area and agreed that there is some. justification for concern. The Safety Council made a recommendation to restrict parking on Ellendale immediately north of Lake Cook Road. Ch. Bromberg explained that there are four residents who may be affected and he notified the residents of the meeting. The Safety Council recommended restricting parking for a portion of the roadway, on one side of the street. Ch. Bromberg notified the residents about the decision. Trustee Struthers questioned the proposed restricted hours. She believes the noon hour would be as busy -as 7 —10 a.m. and 4 — 6 p.m. Trustee Rosenthal explained that the problem is turning onto Ellendale from Lake Cook Road. Trustee Wylie questioned the area of no parking. Trustee Benton, who lives in the neighborhood, commented that one landscape truck is the worst offender. Ch. Bromberg noted that two or three of the four homes use the same landscaper. Trustee Feldman commented that this problem exists elsewhere in town. She questioned whether the same issue has come before the Safety Council in the past. Ch. Bromberg explained that the same situation occurs on Pine, and they now have "No Parking" signs. Trustee Feldman believes there are many other areas in town that have the same issue. Ch. Bromberg noted that this particular street is not a cut through area. Tony Tata, 14 Ellendale Road, believes the parking issue is not a safety issue. He commented that the landscapers usually come on Saturday. He questioned whether the parking restriction would be on Saturdays as well. Mr. Tata explained that there is a fire hydrant in front of his house, which further restricts parking in front of his house. He does not believe parking is the issue; rather, speeding is the safety issue. Board of Trustees January 2, 2007 Page 3 of 5 Bernard Sloan, 50 Ellendale; noted there has never been an incident on that corner. He believes the issue could be resolved if the landscapers were told not to park on Ellendale. Oscar Adler, 59 Eastman, believes the village should be proactive. He believes restricting parking would be a minor adjustment and would promote safety. Mr. Adler noted that other streets in Deerfield that are narrow do not have the traffic of Lake Cook Road. Mr. Adler commented that the restriction would only affect one house, because the second house on Ellendale has a circular driveway. Trustee Rosenthal suggested asking the residents who use the landscapers to ask them to park away from the area. If that solves the problem, no one would be. inconvenienced. The issue could be revisited at a later date if necessary. Trustee Rosenthal made a motion to table further discussion on the Safety. Council's recommendation. Trustee Benton seconded the motion.. ORDINANCE AMENDING THE ZONING ORDINANCE OF THE VILL:= JE OF DEERFIELD TO REGULATE WINDOW SIGNS IN THE C -1 VILLAGE CENTER DISTRICT AND THE C -2 OUTLYING COMMERCIAL DISTRICT.— 2R (TABLED 12/18/06) An ordinance amending the Zoning Ordinance of the Village of Deerfield to regulate window signs in the C -1 Village Center District and the C =2 Outlying Commercial District. Second Reading. Mayor Harris reported that there have been discussions resulting in a decision to direct staff to meet with the DBR Chamber of Commerce and downtown businesses for further discussions. He believes there will be a compromise package brought back to the trustees: NEW BUSINESS AUTHORIZATION TO ENTER INTO Deputy Chief Tom Keane explained that this AGREEMENT WITH VONAGE agreement provides for Vonage to collect E -911 AMERICA FOR ACCEPTANCE OF fees similar to other telecommunications E -911 FEES companies. This revenue funds 911 services in the community. Trustee Seiden made a motion to authorize the Police Department to enter into an agreement with Vonage America for acceptance of E -911 fees. Trustee Benton seconded the motion. The motion passed by the following vote: AYES: Benton, Feldman, Rosenthal, Seiden, Struthers, Wylie (6) NAYS: None (0) RESOLUTION R -07 -1 AUTHORIZING THE ILLINOIS TELECOMMUNICATOR EMERGENCY RESPONSE TASK FORCE INTERGOVERNMENTAL AGREEMENT Deputy Chief Keane explained that this authorization mirrors the current agreement for other law enforcement operations by establishing a call out procedure for dispatchers. It is controlled by the State, and all call outs and training are reimbursed by the State. Trustee Rosenthal made a motion to authorize the Illinois Telecommunicator Emergency Response Task Force Intergovernmental Agreement. Trustee Struthers seconded the motion.
