The regular meeting of the Board of Trustees of the Village of Deerfield was
called .to order by Mayor Harris in the Council Chamber of the Village Hall on
Tuesday, September 2, 2003, at 7:30 P.M. The Clerk called the roll and announced
that the following were:
Present: Steve Harris, Mayor
Robert Benton
Jerry Kayne
Harriet Rosenthal
William Seiden
Vernon Swanson
Matthew Wylie
and that a quorum was present and in attendance. Also present were Village
Attorney Peter Coblentz and Village Manager Robert Franz.
PLEDGE OF ALLEGIANCE Larry Dondanville, Jack Gagne, and John
Willman, all of whom were instrumental in
creating the Deerfield Centennial video, led those in attendance in reciting the
Pledge of Allegiance.
APPROVAL OF MINUTES Trustee Rosenthal made a motion to approve the
minutes of the previous meeting. Trustee
Benton seconded the motion. The motion passed unanimously.
CENTENNTIAL VIDEO PRESENTATIION Jack Schmerer of RMS Productions showed the
10- minute video made to commemorate
Deerfield's Centennial. The video will be shown at the.Centennial Celebration on
October 4th and will also be available for sale.
PROCLAMATION
Mayor Harris proclaimed September 2003 to be
Pediatric Cancer Awareness Month in Deerfield.
BILLS AND PAYROLL Trustee Benton moved to approve the Bills and
Payroll. Trustee Wylie seconded the motion.
The motion passed by the following vote:
AYES: Benton, Kayne, Rosenthal, Seiden, Swanson, Wylie (6)
NAYS: None (0)
COMMISSION APPOINTMENT Mayor Harris asked for a motion to approve the
reappointment of Jules Beskin to the
Appearance Review Commission. Trustee Swanson so moved. Trustee Rosenthal
seconded the motion. The motion passed unanimously.
PUBLIC COMMENT Gil Antokol announced that the next Blood
Drive will take place on September 7th at
Jewett Park from 8:00 a.m. until 1:00 p.m.
Margie Stone, 531 Hermitage, reported that
Trustee Wylie was quoted in the Deerfield Review as stating that he would
encourage multi - family developments in the downtown. She was interested in

knowing where these locations are. After noting that the newspaper quote was not
entirely accurate, Trustee Wylie commented that the Comprehensive Plan document,
still in progress, has located several places in the downtown where multi - family
developments could take place. These include Waukegan Road south of Osterman,
along and north of Deerfield Road, and others.
REPORTS
There were no reports on the agenda for this meeting.
CONSENT AGENDA
ORDINANCE AUTHORIZING AMENDMENT TO Jan Caron, President of the Deerfield Park
SPECIAL USE TO ALLOW INSTALLATION District, commented that after this matter was
OF A BASKETBALL COURT, BRIARWOOD discussed at the last Board meeting and park
PARK, FIRST READING district representatives had left, Trustee
Kayne raised some additional concerns. She
would like to address any additional concerns at this time.
Trustee Kayne responded that the Board has not
heard any public comment on this proposal, with the exception that one resident
told him he is not in favor of it. Trustee Kayne wanted to give the public the
opportunity to comment at the Board.meeting if they chose to.
David Ellman of 58 West St. Andrews and his
sons Max and Zach, each expressed support for the proposed basketball court at
Briarwood Park, which they referred to as "Shana's Park ", as Mr. and Mrs. Ellman
had been instrumental in the formation of a tot lot in that location in memory of
their deceased daughter. A number of other residents were also in attendance to
support the proposal, but none of them addressed the Board.
Mayor Harris expressed the Board's support for
the project. There being no additional comments either from the Board or from
those in the audience, this will stand as a First Reading.
DISCUSSION WITH FINE ARTS
COMMISSION RE CENTENNIAL SCULPTURE
sculpture commemorating Deerfield's
$25,000 for the project.
OLD BUSINESS
Mr. Franz reported that the Board discussed
at a Committee of the Whole meeting the Fine
Arts Commission's proposal to commission a
Centennial. The Board agreed to provide
Maer Davis, Fine Arts Commission Chairperson,
reported that after doing a nationwide search, the commission has selected local
artist Mary Block to create the sculpture at a cost of $25,000. This amount does
not include installation or lighting, nor does it include reflecting pools, which
were suggested by the artist and could be added at a later time if desired.
Ms. Block discussed her idea for the
sculpture, which would consist of two approximately 12' concrete pieces depicting

a family. The project would be ready for installation in front of Village Hall
next fall.
Trustees and Ms. Block spent several minutes
discussing the appearance and placement of the project. Trustee Seiden expressed
concern about the cost in these difficult financial times. Trustee Benton noted
that the payments would be made over two budget years, and Trustee Rosenthal
commented that corporate assistance could be requested.
After further discussion, Trustee Rosenthal
moved to sign the contract with-Mary Block in the amount of $25,000. Trustee
Swanson seconded the motion. The motion passed by the following vote:
AYES: Benton, Kayne, Rosenthal, Swanson, Wylie (5)
NAYS: Seiden (1)
NEW BUSINESS
AUTHORIZATION TO PURCHASE MOBILE Chief Sliozis is requesting authorization for
DATA TERMINALS FOR SQUAD CARS the purchase and installation of thirteen
Panasonic CF -28 "Toughbook" laptop computers.
These items will replace current equipment that serve as mobile data terminals and
allow for the exchange of information between patrol officers' squad cars and
federal, state, and local agencies, as well as direct communication with the
Deerfield Dispatch Center. The laptops would be purchased from CDS Office
Technologies (through State Bid) for the amount of $47,125. Authorization is also
sought to utilize Lund Industries to install the equipment at a cost not to exceed
$4,000.
Trustee Seiden made a motion to approve the
purchase and installation of the computers for a cost not to exceed $51,125.
Trustee Benton seconded the-motion. The motion passed by the following vote:

AUTHORIZATION TO DISPOSE OF SURPLUS Chief Sliozis is requesting authorization to
PROPERTY - 10 SQUAD CARS dispose of 10 marked police cars that have
recently been replaced. A bid notice has been
placed in the News Sun and the Daily Herald. Chief Sliozis will report back at
the next meeting with the results of the bids.
Trustee Rosenthal moved to authorize the 10
cars to be disposed of as surplus property. Trustee Swanson seconded the motion.

DISCUSSION
RESIDENTIAL REDEVELOPMENT REVIEW Trustee Seiden reported that the task force

that the entire August meeting was spent in a discussion between task force
members and the public. Trustee Seiden also noted that the most recent issue of
D -Tales has tear out sheets explaining the newly passed regulations, which
residents may want to save for future reference if they are considering a home
addition.

Steve Jackson, chef for the Chicago Bulls, was
