The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Village
Clerk in the Council Chamber of the Village Hall on Monday, August 7, 2000, at 8:00 P.M. The Clerk called the
roll and announced that the following were:
Present: Steve Harris
Derek Ragona
John Heuberger
Harriet Rosenthal

Absent: Bernard Forrest, Mayor
and that a quorum was present and in attendance. Also present were Attorney Herb Linn and Village Manager
Robert Franz. Due to the absence of the Mayor, Trustee Swanson made a motion that Trustee Rosenthal serve as
Mayor pro tem for the meeting. Trustee Heuberger seconded the motion. The motion passed unanimously.
APPROVAL OF MINUTES Trustee Ragona requested that his comments regarding the
Walgreens discussion be included in the minutes. Trustee
Heuberger made a motion, seconded by- Trustee Ragona, to
approve the minutes of the previous meeting as amended. The motion passed unanimously.
Trustee Ragona moved to approve the minutes from the
Committee of the Whole meeting on July 31$`. Trustee Seiden seconded the motion. The motion passed
unanimously.
DOWNTOWN REDEVELOPMENT Mayor pro tern Rosenthal presented a progress report on the
UPDATE redevelopment of the Southwest Quadrant, the Southeast
Quadrant and South Commons.
PUBLIC COMMENT Oscar Adler, 1159 Eastwood Drive, commented on his
dissatisfaction with the rate increases by AT &T Cable Services
and the change they made to the digital program guide. The
format was changed to where advertising has been added to half of the screen.. He believes AT &T is getting
increased revenue by choosing to run advertising on this menu screen This change has made the print type much
harder to read because the program description is too small. Trustee Heuberger commented that he too is
dissatisfied with the change and has received complaints.
Jesse Rotman, Chairman of the Cable Commission, was also
present to discuss this issue. He has received many complaints about the change to the digital program guide. He
feels it is far less informative and difficult to read. He indicated that AT &T bought this new service from TV
guide.
Mayor pro tem Rosenthal indicated the Village will write a letter
to AT &T expressing its dissatisfaction with the change to the digital program guide.
REPORTS
REPORT AND RECOMMENDATION OF The Plan Commission held a workshop meeting on July 13`h.
PLAN COMMISSION RE REQUEST FOR It is their recommendation that the petitioner's request for
APPROVAL OF A FINAL DEVELOPMENT approval of the Final Development Plan for the property at
PLAN — FLODSTROM. 770 LAKE COOK 770 Lake Cook Road be approved. The motion passed 4 -0.
Trustee Swanson stated that he will vote `No" on this issue
not because he has any particular problems with the project but because of discussions with the Cook County
.Highway Department regarding traffic issues on Lake Cook Road. He feels that any additional office building will
add to the congestion on Lake Cook Road and gives some credence to their objective of expanding it to six lanes.
Trustee Ragona made a motion to accept the Report and
Recommendation of the Plan Commission and to direct the Village Attorney to prepare an ordinance. Mr.
Heuberger seconded the motion. The motion passed.

Mr. Jeff Michaels was present to answer questions from the
previous meeting. He indicated Cellular One looked at four other locations as possible sites for the antenna: Police
Station, Fire Department, Water Tower, and Public Works. Those sites did not work because there are either too
far from the targeted site or their lack of height. The second choice was the Police Station, but they would need to
erect a 100' tower with 9 panel antennas. Their target site is the intersection of Deerfield and Waukegan.
Therefore, they are installing a micro -cell, which is not intended to serve a gap in coverage but rather to relieve
congestion for a specific location.
Jesse Rotman, the Chairman of the Cable Commission, indicated
that the CTC approved Cellular One's proposal for two 20" stick antennas in order to avoid a large tower. Also,
the Police Department has not been in favor of telecommunication providers near their frequency antennas. He
also indicated that Cellular One's proposal met the ordinance as a Lesser Impact Facility.
This will stand as a First Reading.
Mr. Rotman discussed the recommendation from the CTC to
amend the Telecommunications Ordinance to require that all vendors examine public property and provide a report
to the CTC regarding their assessment of that property and its suitability for an antenna. Public property will
include the Village, park district, library, schools and township. Vendors would be required to submit this report

during their application process. Currently the Telecommunications Ordinance states that during the site selection
process, sites owned or controlled by the Village are preferred. Trustee Heuberger stated that the
Telecommunications Ordinance should be reviewed to determine if other changes need to be made. He would like
to review regulations on Satellite Antennas for commercial property. The attorney will research how the satellite
antennas can be regulated.
After further discussion, Trustee Ragona made a motion to direct
the attorney to prepare the amendment(s) to the Telecommunication Ordinance. Trustee Swanson seconded the

On July 12, sealed bids were opened and publicly read for
the Water System Improvements — Transmission Main
construction. Three bids were received for construction
of Water System Improvements — Transmission Main. The
Director of Public Works recommends that the contract be
he amount not to exceed $4,604,206.70
Carolyn Grieves of the consulting firm of Baxter & Woodman
gave a detailed description of the route of the transmission main, the other public works improvements planned as
part of this project and the traffic detours planned over this eighteen month period.
Trustee Swanson moved approval of the contract in the amount of
$4,604,206.70. Trustee Heuberger seconded the motion. The motion passed by the following vote:

water system improvements for the Village from the outset
of this project, including design of the transmission main.
They have submitted a proposal for construction engineering
services for the transmission main in an amount not to exceed
$383,000. The Director of Public Works recommends the
contract with Baxter & Woodman be accepted due to their
id complexity of the work.

AUTHORIZATION FOR MAYOR TO SIGN The streetscape work originally envisioned adjacent to the

performed by the developers at the Village's expense. Home Towne Electric has prepared a written proposal.to •
perform the role of construction manager and general contractor for all the different work tasks and control of
subcontractors in the streetscape project. Home Towne Electric proposes to assign a construction manager to this
project as well as contract for the materials and installation of the elements and features for a price not to exceed
$900,000. The Director of Public Works recommends acceptance of the proposal.
Trustee Ragona made a motion to accept the proposal of Home
Towne Electric in an amount not to exceed $900,000. Trustee Swanson seconded the motion. The motion passed

DISCUSSION
BIKE PATHS Trustee Ragona distributed a memorandum recommending a
study of additional bike paths in the Village. Mayor pro tern
Rosenthal indicated that because the memorandum was just received, the trustees should have an opportunity to
review it prior to discussing the issue.
EXECUTIVE SESSION Mayor pro temp Rosenthal asked for a motion to go into
Executive Session to discuss land acquisition. Trustee Ragona so
moved. Trustee Seidman seconded the motion. The motion passed by the following vote:

VILLAGE CENTER REDEVELOPMENT

Southwest Quadrant (Deerfield Square):
➢ . Work continues on Building #3 and the car wash facility on York Avenue.
➢ Excavation on Building 97 (old fire station site) will begin this week.
➢ The main parking lot will have stone added this week and paving is scheduled to begin on
Friday. As part of this project, the boulevard in front of Building 43 will be paved as
well.
➢ Whole Foods will open its store on August 23rd
Southeast Quadrant (Deerfield Centre):
➢ Sopraffina's Restaurant is scheduled to open on September 22nd
➢ Northern Realty has established November 6h as the target date to complete the
development including the residential units which, to date, are one -third rented.
➢ The right -turn lane project and new intersection on Waukegan Road are well underway
but will not be completed until mid- September.
South Commons:'
➢ Construction work continues on the villas and rowhomes.
➢ Foundation walls have been completed on the condominium building along Osterman
Avenue.
