The regular meeting of the Board of Trustees of the Village of Deerfield was
called to order by Mayor Forrest in the Council Chamber of the Village Hall on
Monday, May 1, 2000, at 8:00 P.M. The Clerk called the roll and announced that
the following were:
Present: Bernard Forrest, Mayor
John Heuberger
Derek Ragona
Harriet Rosenthal
William Seiden
Vernon Swanson
Absent: Steve Harris
and that a quorum was present and in attendance. Also present was Village
Manager Robert Franz.
APPROVAL OF MINUTES Trustee Ragona made a motion to approve the
minutes of the previous meeting. Trustee
Rosenthal seconded the motion. The motion passed unanimously.
YOUTH APPRECIATION DAY As a means of acknowledging the volunteer
work of the youth of Deerfield, and to thank
the Deerfield Optimists Club for recognizing their achievements, Mayor Forrest
proclaimed Tuesday, May 22nd to be Youth Appreciation Day in Deerfield.
Trustee Rosenthal made a motion to accept the
proclamation. Trustee Heuberger seconded the motion. The motion passed
unanimously.
DAY OF REMEMBRANCE In memory of the victims of the Holocaust and
in the hope that people will strive always to
overcome prejudice and inhumanity through vigilance, education and resistance,
Mayor Forrest proclaimed that the week of May 1 -7 be designated as the Days of
Remembrance of the victims of the Holocaust.
Trustee Rosenthal made a motion to accept the
proclamation. Trustee Swanson seconded the motion. The motion passed
unanimously.
VISION 2000 UPDATE Mayor Forrest presented a progress report on
the redevelopment of the Southeast Quadrant,
the Southwest Quadrant, and South Commons.
PUBLIC COMMENT Alan Rohrbach reported that in its approval,
of the annexation of the Walgreens property
at 200 Wilmot Road, the Plan Commission commented on the poor relationship
between Walgreens and its Clavinia neighbors- Acknowledging this to be true, Mr.
Rohrbach asked the Village to set up a process that can be followed to make it
easier for the two sides to get together to consider and discuss various issues.
Mayor Forrest responded that he is attempting.
to set up a meeting in the near future with the president of Walgreens, with the
same goal in mind that Mr. Rohrbach has suggested. Trustee Heuberger suggested
that Mr. Rohrbach submit to staff, for distribution to the Board, a memo listing
Clavinia's concerns and priorities.
The Walgreens /Clavinia discussion being
finished, Mayor Forrest briefly discussed the tax bills that residents just
received. He reported that the Village's tax rate has gone down this year, as it
has for several years in a row. Unless a property's Equalized Assessed Valuation
has increased significantly, the Village portion of the tax bill is down not only
in percentage but also in dollars. Mayor Forrest also commented that none of the
costs for the downtown redevelopment are on the tax bill, nor will they ever be.
Trustee Heuberger noted that no one should be surprised about the increase for
District 113, as that is a result of the successful referendum for improvements
to the high schools.
PUBLIC HEARING, WALGREENS Trustee Rosenthal made a motion to call the
ANNEXATION, REZONING AND SPECIAL public hearing to order. Trustee Heuberger
USE, WILMOT ROAD seconded the motion. The motion passed
unanimously. Mayor Forrest asked for a
motion to recess the public hearing to a date certain of March 15th. Trustee
Ragona so moved. Trustee Swanson seconded the motion. The motion passed
unanimously. Trustee Rosenthal explained that this action was necessary because
the Plan Commission was unable to hold its public hearing which had been
scheduled for April 13th.
REPORTS
APPOINTMENTS TO THE STREETSCAPE Mayor Forrest announced that the Streetscape
TASK FORCE Task Force is being reassembled to help with
planning for the downtown redevelopment. In
addition to.its current members: Harriet Rosenthal (Chair) and Joanne Leslie and
Jannes Zobus, both of the VCDC, Mayor Forrest recommended the appointment of
Terry Fine, owner of From the Heart, Martin Becker of the Plan Commission and
Philip Rosborough and Dick Coen, both members of the Appearance Review
Commission. In addition, Mayor Forrest recommended that a representative from
Deerfield Square and a representative from Deerfield Centre be invited to attend
the meetings and share their ideas, but not be voting members.
Trustee Ragona made a motion to approve the
appointments. Trustee Heuberger seconded the motion. The motion passed
unanimously.
STAFF REPORT RE SIGNAGE FOR At the suggestion of Village resident Ted
ZONING PETITIONS Giesler, staff studied the possibility; as
part of the public notice requirements for
land use petitions, of posting a sign on the property in question publicizing the
.matter. Mr. Franz noted that this Change would require an amendment to the
zoning ordinance. Mr. Franz summarized the policies of neighboring communities.
It is staff's recommendation: (1) that only properties of one acre or more should
be required to post a sign, (2) that for liability purposes it should be the
petitioner rather than the Village who posts the sign, and .(3) that the content
of the sign should be determined by the Director of Community Development.
The Board discussed how long the sign should
be up, how big it should be, and the print size. They discussed circumstances
under which signage would be required, with some thinking that a change in use
rather than the size of the parcel should be the deciding factor. They discussed
some sort of monitoring to see if the signage is serving its purpose.

Trustee Ragona made a motion to refer the
matter to the Plan Commission for a public hearing and recommendation. Trustee
Swanson seconded the motion. The motion passed unanimously.
CONSENT AGENDA
RESOLUTION R -00 -07 RE MFT Mr. Soyka reported that Motor Fuel Tax
MAINTENANCE OF STREETS AND HIGHWAYS dollars annually fund about 1/3 of the Street
Department budget. This year the amount
appropriated by the Illinois Department of Transportation is $445,000.
Trustee Rosenthal made a motion to adopt a
resolution appropriating the expenditure of $445,000 in Motor Fuel Tax funds for
the purpose of maintaining streets and highways under the applicable provisions
of the Illinois Highway Code from January 1, 2000 to December 31, 2000. Trustee
Ragona seconded the motion. The motion passed by the following vote:

COMMENDATION, JASON BLAU Mayor Forrest commended eighth grade student
Jason Blau, who was recently named one of the
State of Illinois' top honorees in the Prudential Spirit of Community Awards
Program. Jason organized a community wide sports uniform and equipment drive to
benefit needy children. More than 3,500 uniforms, 50 large boxes of equipment,
and 200 first aid kits were collected.
OLD BUSINESS
DISCUSSION. RE SOUND MITIGATION/ At the April 17th Board meeting, staff was
TOLLWAY IMPROVEMENTS directed to review the request of Forsythia/
We -Go residents that the Village hire a sound
expert to analyze the Tollway findings on the need for additional sound
mitigation south of Forsythia. In a report dated April 27, the Village Manager
did not recommend hiring the consultant, as other agencies have found it to be an
ineffective way of dealing with the Toll Highway Authority. He recommended that,
before approaching the Toll Highway Authority, the Village first focus its
attention on getting Walgreens to see the benefits of extending the sound wall,
an idea to which they are currently opposed.
John Lyons spent several minutes responding
to staff's report and offering suggestions. He commented that there are aspects
of the tollway's report, such as the 55 m.p.h. modeling speed, that can be
discredited. It is his opinion that by pointing out the errors in the report, it
may be possible to convince the Tollway Authority to alter its conclusion. He
also asked the Village to exert its influence in convincing Walgreens to
cooperate in extending the sound wall, and he discussed possible reasons, such as
the noise level at the day care center, that Walgreens might be willing to take
into consideration. Lastly, Mr. Lyons commented that, in spite of the limited .
success achieved by sound experts in other communities, hiring one might still
have merit.
Mayor Forrest commented that he would not
rule out any of Mr. Lyons suggestions, but he wants a meeting with the president
of Walgreens, mentioned earlier in the meeting, to be the first step in the
process. Trustees agreed with Mayor Forrest that this was the best place to
start.

Alan Rohrbach commented that the Tollway may
cite policy as a reason not to build the sound walls, but this portion the
tollway is unique and warrants special consideration. Mr. Rohrbach also
commented that recent changes in the Walgreens PUD should.cause them to have less
objection to additional sound walls.
NEW BUSINESS
AUTHORIZATION FOR MAYOR TO SIGN Chief Anderson.presented two agreements from
TRAFFIC AND FIRE LANE ENFORCEMENT Harlem Irving Companies, owners of Home Depot
AGREEMENTS WITH HOME DEPOT Shopping Center, for traffic control and fire
lane enforcement. The Northbrook Fire
Department has signed off on the fire lane agreement. The traffic signage
agreement includes both the northern ring road and the restaurants. Chief
Anderson recommends that the Mayor be authorized to sign the agreements.
After discussion, Trustee Ragona made a
motion to authorize Mayor Forrest to sign the agreements. Trustee Rosenthal
seconded the motion. The motion passed by the following vote:
AYES: Ragona, Rosenthal, Seiden, Swanson (4)

RECUSED: Heuberger (1)
ANALYSIS AND AWARD OF BID FOR Two bids were received for the 50/50 Parkway
50/50 PARKWAY TREES FOR 2000 Tree contract. Each nursery submitted low
bids on different tree species, making no
bidder a distinct winner. Therefore, it is the recommendation of the Director of
Public Works and Engineering that both bids be rejected and that the trees be
purchased from whichever bidder has the lower unit price on the desired species.
Both bidders have been contacted and have agreed to the above and will honor
their unit prices.
After discussion, Trustee Rosenthal made a
motion to reject the bids of St. Aubin Nursery and Arthur Weiler, Inc. and to
authorize staff to purchase the trees from.whichever vendor has the lower unit
price for the desired variety. Trustee Swanson seconded the motion. The motion
passed by the following vote:

DISCUSSION
TRUSTEE IN THE TOWN Trustees Ragona and Rosenthal reported on
the Trustee In The Town they attended on
April 22 "d. People had a variety of questions about the downtown redevelopment.
They also had questions.about the railroad "quiet zone" regulations currently
being considered.
ORDINANCE 0 -00 -17 VACATING WAVERLY In order for the Village and James Company
COURT, A PORTION OF CENTRAL AVENUE to close on Parcel B of,the property
AND AN ALLEY needed for the South Commons development,
the Village must vacate certain rights -of-
way. These include Railway Avenue (now known as Waverly Court), a portion of
Central Avenue located west of the proposed Robert York Avenue, and a public
alley.

Trustee Rosenthal moved for a waiver of the
rules to permit the ordinance to be voted on at First Reading. Trustee Ragona
seconded the motion. The motion passed unanimously.
Trustee Ragona made a motion to adopt an
ordinance vacating the properties. Trustee Seiden, seconded the motion. The
motion passed by the following vote:
AYES: Heuberger, Ragona, Rosenthal, Seiden, Swanson (5)
NAYS: None (0)
CONSTRUCTION UPDATES Mr. Franz reported that the Deerfield Road
Bridge over the tollway is expected to be
open by the end of May. On the opposite end of the Village, the start of
construction on the bridge over the Middle Fork has been delayed until June 5.
CONSTRUCTION PATCHES Mayor Forrest commented that some of the
. street patches in the area of the Deerfield
Centre project are in poor condition and need to be redone.
ADJOURNMENT There being no further business to discuss,
Trustee Rosenthal made a motion to adjourn
the meeting. Trustee Heuberger seconded the motion. The motion passed
unanimously. The meeting was adjourned at 9:10 P.M.

DEERFIELD VILLAGE CENTER REVITALIZATION
Progress Report May 1 2000
Southwest Quadrant (Deerfield Square):
The medical building on Deerfield Road is scheduled for demolition this week. The bank
building will be razed next week.
> Depending on the weather, the Walgreens parking lot will be paved this week, and
Walgreens will occupy their new building by the end of next week.
Southeast Quadrant (Deerfield Centre):
> Brickwork is proceeding on the corner building, and the overall project remains on
.schedule.
> The Plan Commission will hold a public hearing on June e to consider Northern
Realty's petition for two special uses: Pearle Vision and Mail Boxes, Etc.
South Commons:
> The James Company and the Village will close tomorrow on the remaining portion of the
South Commons project. It is the five acres of property lying west of York Avenue and
north of Central Avenue.
Work continues on foundations, curb and sidewalk, and landscaping along Robert York
Avenue.
