The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the
Clerk in the Council Chamber of the Village Hall on Monday, March 17, 1997 at 8:05 P.M. The
Clerk called the roll and announced that the following were:
Present: John H. Heuberger
Harriet E. Rosenthal
Edwin B. Seidman
Vernon E. Swanson
Michael Swartz
Absent:
Bernard Forrest
Marvin Ehlers
and that a quorum was present and in attendance. Also present was Village :Manager Robert Franz.
In the absence of the Mayor, Trustee Swartz made a motion, seconded by Trustee Heuberger, that
Trustee Rosenthal serve as Mayor Pro Tem. The motion passed unanimously.
Trustee Seidman made a motion, seconded by Trustee Swartz, to approve the minutes of the previous
meeting. Trustee 1-leuberger noted some minor typing corrections regarding the What's Cooking
Restaurant plat extension. The motion to approve the minutes as amended passed unanimously.
BILLS AND PAYROLL Trustee Seidman made a motion, seconded by
Trustee Swartz, to approve the Bills and Payroll. The
motion passed by the following vote:
AYES: Heuberger, Rosenthal, Seidman, Swartz, Swanson (5)
NAYS: None
TREASURER'S REPORT In the absence of the Director of Finance, Manager
Robert Franz presented highlights from the February
Treasurer's Report. Sales Tax receipts for November sales were down by 13 %. The average for the
twelve month period is up .44 %. As of February 28, 1997, 101% of cash was invested at an average
interest rate of 5.96% which compares with an, average rate of 5.11% for the 90 -day Treasury Billy

CONSENT
An ordinance authorizing a Class A Special Use in the
C -1 Village Center District for Renu Body Spa,
617 Central Avenue, Anna Pamula. Second Reading.
An ordinance authorizing an increase in the number of
Class C Liquor Licenses from four to five.
Artemis Restaurant would like to renew its expired
liquor license. Second Reading.
ORDINANCE 0 -97 -11 DESIGNATING An ordinance to designate a canvassing board for the
CANVASSING BOARD purpose of canvassing the results of a regular
. consolidated election within the Village of Deerfield
and to define its duties. The canvassing board is to consist of Mayor Bernard Forrest, Trustee Edwin
Seidman and Village Clerk Robert Franz. Second Reading.
Trustee Seidman made a motion, seconded by Trustee
Swartz, to pass the Consent Agenda. The motion passed by the following vote.
AYES: Neuberger, Rosenthal, Seidman, Swartz, Swanson (5)
NAYS: None
REPORT ON DEPARTMENTAL Barbara Houpt presented highlights from her 6 -month
OBJECTIVES - DIRECTOR OF report and answered questions from the Board. She
COMMUNITY DEVELOPMENT also described recent concerns regarding building
inspectors hired by prospective home purchasers who
advise home sellers that they have building code violations. Through rcaltors, D -Tales and Cable
Channel 3, residents selling their homes will be encouraged to contact the building department to
clarify any issues raised by these inspections which, in most cases, are not violations of the building
codes. She also discussed briefly with the Board: changing the practice of allowing residents to sign
out microfilm plans for enlargement purposes; examining the need for amending the Subdivision Code
to require drainage improvements as part of any redevelopment plans; and reviewing the previous
study on bulk regulations for single family lots.
MANAGER'S REPORT Manager Franz advised the Board that the U.S.
Army Corps of Engineers has confirmed that
Washington has authorized funds to alter Structure 29A (Lake Cook Road Retention Basin). Work.
hopefully will be completed by Fall of this year.
ADJQURNME1�T There being no further business to discuss,
Trustee Swanson moved, seconded by Trustee Swartz,
to adiourn the meeting. The motion passed unanimously and the meeting was adjourned at 8:40 P.M.
