The regular meeting of the Board of Trustees of the Village of
Deerfield was called to order by the Clerk in the Council Chamber
of the Village Hall on Monday, March 2, 1992 at 8:00 P.M. The
Clerk called the roll and announced that the following were
Present: Marvin Ehlers
James L. Marovitz
Harriet E. Rosenthal
Edwin B. Seidman
Vernon E. Swanson
Michael Swartz
and that a quorum was present and in attendance. Also present was
Village Manager Robert Franz and Attorney James Stucko.
Trustee Marovitz moved, seconded by Trustee Ehlers, that Trustee
Rosenthal be named Mayor Pro Tem. Motion carried unanimously.
Trustee Swanson requested the minutes of the previous meeting
regarding the B'Nai Tikvah matter be amended by correcting the
name "Hogan" to "Hager." Trustee Seidman moved, seconded by
Trustee Ehlers, that the minutes of the previous meeting, as
amended, be approved. Motion carried unanimously.
SWEARING -IN CEREMONY Village Manager Robert Franz conducted the
swearing -in ceremony of Marie Gawne as a
Sergeant on the Deerfield Police Department force. Sgt. Gawne is
the first female officer in the Deerfield Police Department to
reach that rank.
DEERFIELD CEMETERY John Willman, representing the Deerfield
ASSOCIATION Cemetery Association, reviewed the report
of the Association's annual meeting. Mr.
Willman recommended installation of a wrought iron fence on the
Waukegan Road side of the cemetery and replacement of the brick
pillars. The Board suggested the Deerfield Cemetery Association
contact the Streetscape Committee for information and to get
estima "tes'on replacement of the brick pillars.

Trustee Seidman moved, seconded by Trustee Marovitz, that the
report of the Deerfield Cemetery Association be accepted. Motion
carried unanimously.
Village Manager Franz noted that the Family of Lillian Marshall
donated $2,000 to the Deerfield Cemetery,Association.
Consent Agenda
Trustee Seidman moved, seconded by Trustee Marovitz, that item
92 -12 re Seat Belt Restraints for Children be removed from the
Consent Agenda. Motion carried unanimously.

Following discussion on parental responsibility,
Trustee, Seidman moved, seconded by
Trustee Ehlers, that the Ordinance
amending Municipal Code re Seat Belt
Restraints for Children be adopted.

Trustee Swanson raised some questions
regarding B'Nai Tikvah's development
plan that were not resolved. He
questioned where specific off site parking
calculations were used in determining the
pond, what kind of landscaping is planned
n reinforced sod in front of the building.
Village Manager Franz advised he had not received any revised
plans from petitioner. Village staff recommended the west side of
Wilmot Road for off site parking. Village Engineer James Soyka
reported he had not received any calculations on the detention
pond from the petitioner but they should be available in two
weeks.
Other items raised were the height of the parking lot lights and
sidewalks.
Mark Nelson, a Woodland Park resident, read a statement listing
concerns that were raised at the January 9 Public Hearing that are
still unresolved in the proposed ordinance: there is no plan for
excess parking; no restrictions on non - religious uses such as
private parties or educational purposes; no restrictions on
lighting. He requested these concerns be resolved before the
ordinance is passed.
This is a first reading of the Ordinance re Amendment to Special
Use - B'Nai Tikvah, 1558 Wilmot Road.
SPECIAL USE EXTENSION Petitioner requested an extension of
KOGEN GROUP Special Use for its preliminary plan for
36 single family homes on the Holy Family
Hospital property to September 7, 1992. Trustee Marovitz moved,
seconded by Trustee Ehlers, that the Special Use for the
preliminary plan of the Kogen Group be extended to September 7,
1992. Motion carried unanimously.
There being no further business, upon motion of Trustee Seidman,
seconded by Trustee Ehlers, the meeting adjourned at 8:45 P.M.
