The regular meeting of the Board of Trustees of the Village of
Deerfield was called to order by the Mayor in the Council Chamber
of the Village Hall on Monday, April 16, 1990, at 8:00 P.M. The
Clerk called the roll and announced that the following were
Present: Bernard J. Forrest, Mayor
James L. Marovitz
Cynthia J. Marty
Harriet B. Rosenthal
Edwin B. Seidman
Vernon E. Swanson
J. Robert York
and that a quorum was present and in attendance. Also present was
Village Manager Robert Franz and Attorney James Stucko.
Trustee Seidman moved, seconded by Trustee Marovitz, that the
minutes of the previous meeting be approved. Motion carried
unanimously.
BILLS AND PAYROLL Trustee Seidman moved, seconded by Trustee
Marty, that the Bills and Payroll be
approved. Motion carried by the following vote:
AYES: Marovitz, Marty, Rosenthal, Seidman, Swanson, York (6)
NAYS:. None (0)
TREASURER'S REPORT Finance Director George Valentine reported
that the sales tax receipts for the month
of December was down 11% from the previous year. Revenues are
about 3% over projections and expenditures are within projections.
As of February 28, 1990, 101.3% of cash was invested at an average
interest rate of 8.78 %.
PROCLA14ATION Mayor Forrest read a proclamation
designating May 4 and 5, 1990 as Dance
Marathon Weekend in Deerfield to be held at the Multiplex Fitness
Club. The goal of the event is to raise $100,000 for the Special
Olympics and the Association for Brain Tumor Research. Trustee
Marty moved, seconded by Trustee Swanson, that the Proclamation be
approved. Motion carried unanimously.
PUBLIC HEARING Mayor Forrest read his statement regarding
1990 -91 ANNUAL BUDGET the 1990 -91 Annual Budget, a copy of which
is attached.
Finance Director Valentine reviewed the preliminary levy included
in the budget. He noted that the property tax rate. has gone down
yearly since the 1985 tax levy.
James Thompson, 1445 Greenwood, discussed the cost of Deerfield's
sewage treatment plant. He compared the costs per million gallons
of that facility with five others served by the Metropolitan
Sanitary District and found Deerfield's costs very high in
comparison with the others. i -Iayor Forrest requested Mr. Thompson
to provide details as to how other plants do their accounting to
ascertain if costs and elements are the same. The Village will
analyze this information and make any improvements at the sewage
treatment plant that are cost effective.

Trustee Marty moved, seconded by Trustee Rosenthal, that the
Public Hearing be adjourned. Motion carried unanimously.
0 -90 -13 ORDINANCE Trustee Seidman moved, seconded by Trustee
ANNUAL BUDGET FOR Marty, that the rules be waived to permit
1990 -91 passage of the Ordinance on first reading.
Motion carried unanimously.
Trustee Seidman moved, seconded by Trustee Marty, that the
Ordinance approving the Annual Budget for 1990 -91 be adopted.
Motion carried by the following vote:
AYES: Marovitz, Marty, Rosenthal, Seidman, Swanson, York (6)
NAYS: None (0)
0 -90 -14 ORDINANCE Trustee Marty moved, seconded by Trustee
WAGE AND SALARY Seidman, that the rules be waived to
PLAN AMENDMENT permit passage of the Ordinance on first
reading. Motion carried unanimously.
Mayor Forrest noted there would be a 5% increase in Village
employees' wages. He also announced that Village Manager Franz's
salary for the coming year would be $88,500.
Trustee Seidman moved, seconded by Trustee Marty, that the
Ordinance amending Wage and Salary Plan be adopted. Motion
carried by the following vote:
AYES: Marovitz, Marty, Rosenthal, Seidman, Swanson, York (6)
NAYS: None (0)
DEERFIELD PATROLMAN'S Trustee Marty moved, seconded by Trustee
ASSOCIATION AGREEMENT Rosenthal, that the Mayor be authorized to
sign a two year agreement with the
Deerfield Patrolman's Association. Motion carried by the
following vote:
AYES: Marovitz, Marty, Rosenthal, Seidman, Swanson, York (6)
NAYS: None (0)
Trustee Marty presented Mayor Forrest with a plaque in honor of
his 25 years as an elected official of the Village of Deerfield.
The meeting recessed at 8:45 for a brief reception to celebrate
this occasion.
Meeting resumed at 9:00 P.M.
Finance Director Valentine reported that the Village has much of
its insurance with MICA, a cooperative insurance pool. MICA has
given a series of rebates that has reduced the Village.cost by
30 %. Due to Deerfield's outstanding history, it has received the
second largest rebate from MICA this year.
Mayor Forrest presented George Valentine with a Certificate of
Achievement for Excellence in Financial Reporting. This is the'
sixth year in a row that VIr. Valentine has received this award.
DEERFIELD CEMETERY Trustee Marty moved, seconded by Trustee
IiIPR0VEi`iEdTS Rosenthal, that the report and recommenda-
tion of the Deerfield Cemetery Commission
and Staff re improvements to the Deerfield Cemetery be removed
from table. Motion carried unanimously.
Trustee Marty discussed the improvements to the cemetery with
Mrs. :•Iari an ?.Ieyer who donated the funds for the project. firs,

Meyer agreed to the following improvements: repairs to the
entrance brickwork, rolling twice, filling holes with black dirt
and hydroseeding, fertilizing, weed spraying, planting flowering
trees or evergreens and straightening not less than 18 stones.
Trustee Marty moved, seconded by Trustee Rosenthal, that the
recommendations of the Deerfield Cemetery Commission as discussed
with Mrs. Meyer be approved - landscaping work to be done by Helke
Landscaping, including replacing gravel along the front of the
sidewalk, the stone work to be handled by George's Engraving
.Service, repair.of the brickwork entrance to be handled by another
party, and fence painting. Motion carried by the following vote:
AYES: 1arovitz, Marty, Rosenthal, Seidman, Swanson, York (6)

SPECIAL USE - ZION Zion Lutheran Church requested an
LUTHERAN CHURCH amendment to their Special Use to permit
construction of a covered entry addition
to the existing building that would provide handicapped access to
the church. The Plan Commission recommends approval of the
proposed changes.
Trustee Seidman moved, seconded by Trustee Marovitz that the
recommendation of the Plan Commission regarding Zion Lutheran
Church request to amend their Special Use to permit construction
of a covered entry to the existing building be approved and the
Attorney directed to prepare the necessary amendment. Motion
carried. Trustee Swanson abstained from voting.
SUBSTANTIAL CONFORMANCE Petitioner wishes to modify his previously
FOUNTAINS OF DEERFIELD approved Final Development Plan to satisfy
market demand. The Plan Commission finds
the request to be in substantial conformance.
Trustee Seidman moved, seconded by Trustee Marovitz, that the
recommendation of the Plan Commission regarding request for a
finding of substantial conformance - Fountains of Deerfield be
accepted. Motion carried unanimously.

carried by the following vote:

DISCUSSION: Mayor Forrest discussed the numerous
posters and signs that had been placed on
Village and private property recently. Mayor Forrest called it
vandalism and malicious mischief. Considerable cost is involved
in their removal. The Public Works Department is keeping a record
of time spent on the removal. A bill will be presented to the
responsible party.
Mayor Forrest read a letter (copy attached) from. the Village to
"Mike" Graham, a member of the Lake Country Board, regarding
acquisition of Thorngate Golf Course for open space. The Mayor
responded that Deerfield cannot participate financially in this
acquisition. Copies of the letter were made available to the
press after the meeting.
There being no further business, upon motion of Trustee Seidman,
seconded by Trustee Marty, the meeting adjourned at 9:40 P.M.
