12/18/1989December 18, 1989 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Monday, December, 18, 1989 at 8:00 P.M. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor Cynthia J. Marty Harriet B. Rosenthal Edwin B. Seidman Vernon E. Swanson J. Robert York Absent: James L. Marovitz and that a quorum was present and in attendance. Also present was Village Manager Robert Franz and Attorney James Stucko. Trustee Seidman moved, seconded by Trustee Marty, that the minutes of the previous meeting be approved. Motion carried unanimously. BILLS AND PAYROLL Trustee Seidman moved, seconded by Trustee approved. Rosenthal, that the Bills and Payroll be Motion carried by the following vote: AYES: Marty, Rosenthal, Seidman, Swanson, York (5) NAYS: None (0) TREASURER'S REPORT Finance Director George Valentine reported that sales tax receipts are down 2% for the month, but up 7% for the 12 month period. Other revenues continue to perform as budgeted. As of November 30, 101.76% of cash was invested at an average interest rate of 8.99 %. Trustee Marty moved, seconded by Trustee Rosenthal, that the Treasurer's Report be accepted. Motion carried unanimously. MANPOWER COMMISSION Mayor Forrest announced the following reappointments: Plan Commission - Edna Schade, Herb Sundmacher; Board of Zoning Appeals - Karen Scott; Board of Police Commissioners - Norm Swalgren; Police Pension Board - Howard Levine; Board of Building Appeals - Ted Galvani; Manpower Commission - Julie Morrison; Youth Council - Carmen Hammond, Michael Moriarity; Human Relations Commission - Coralee Schwartz; Safety Council - Sheila Stanger, Daniel Garramone; Energy Advisory Board - Deborah Singleton; Cable Advisory Board - John Sanner; VCDC -Fred Goldberhger, Mike LeTourneau; Appearance Review Committee - Tom Bergseth. Motion carried unanimously. Trustee Seidman moved, seconded by Trustee Rosenthal, that the rules be waived to permit passage of the Ordinance reducing number of Class C Liquor Licenses on first reading. Motion carried unanimously. Trustee Seidman moved, seconded by Trustee Marty, that the Consent Agenda be approved, the Ordinances adopted and the Resolution passed. Motion by the following vote: AYES: Marty, Rosenthal, Swanson, York (4) NAYS: None (0) by in First carried ENGINEERING SERVICES In order to proceed with street improve - 1990 STREET ments in 1990, design and construction REHABILITATION PROGRAM engineering services are required. Trustee Swanson moved, seconded by.Trustee Marty, that authoriza- tion be given to retain Ciorba Group to perform professional engineering services for the 1990 Street Rehabilitation Program in an amount not to exceed $62,700 plus the cost of material testing. Motion carried by the following vote: AYES: Marty, Rosenthal, Swanson, York (4) NAYS: None (0) DISCUSSION: Trustee Swanson noted that the Safety Council was considering "no turn on red ". at the corner of Deerfield and Waukegan Roads. He inquired whether the recommendation included all four corners of the intersection. He was advised that all the corners will be included in their discussion. Trustee York presented a check to the Village for $10,000 from Mrs. Marian A. Meyer who had appeared before the Board on November 6. The money was donated by Mrs. Meyer for the improvement and beautification of Deerfield Cemetery.
