The regular meeting of the Board of Trustees of the Village of
Deerfield was called to o °der i- the N'ayor in the Council Chamber
of the Village Hall on Mor -day, anuary 16, 1989 at 8:'00 P.M. The
Clerk called the poll and annou_}ced that the following were

and that a quorum was present and in attendance. Also present was
Village Manager Robert Franz and Village Attorney James Stucko.
Trustee Rosenthal iaoted that the minutes of the previous meeting
incorrectly listed Allan Nathan as the Village Attorney. Herb Linn
was the Village Attorney in attendance at the meeting. Village
Manager Robert Franz requested the motion re Sign Modification, 111
Pfingsten, be amended to read "...50 square feet per side" and
"...approximately 120 feet frog the building." Trustee Seidman
moved, seconded by Trustee Marty, that the minutes of the previous
meeting as amended be approved. Motion carried unanimously.
BILLS AND PAYROLL Trustee Seidman moved, seconded by Trustee
York, that the Bills and Payroll be
approved. Motion car- -i.ed by the following vote:
AYES: Marovitz, Marty, Rosenthal, Seidman, Swanson, York (6)
NAYS: None
TREASURER'S REPORT Finance Director George Valentine reported
that December sales.ta3: receipts were up
approximately 1827 over the previous year and 10% for a 12 month
period. Building permit revenues are over projections but will
probably decline in future years. Cash was invested at an average
interest rate of 7.9%.
ENGINEERING - PUBLIC James Soyka, Director of Public Works and
WORKS /DEPARTMENTAL Engineering, reviewed the 1988 objectives;.
OBJECTIVES of 274 s department..- He reported that
several internal changes have been initiated
in the Public Works Department giving foremen more responsibility
in m�::?•:ing der:isions and problem solving. He noted that all
engineering projects are on schedule.
Trustee Swanson Commenter, on the expenses incurred by the Village
for spray-1 ng and cleaning debris from the Middle Fork of the
Chicago R.ver located in Deerfield. He suggested the Village
notify the Drainage District of the work it has been doing and
request reimbursement for services rendered.
An inquiry on the water supply situation prompted the Board to
direct Mr. Soyka to contact HighlLnd Park to learn if there will be
any problems in suppiyinS- water if drought conditions.occur again
this summer.
SUBSTAP:TIAL Ala:: Stefaniak, attorney representing
CONFORiiANCE - petitioner, reviewed the relocation of the
FLODSTROM MtiLTI buildings in the proposed Fountains of
FAMILY /BRICK.Y1RDS Deerfield project. Due to poor underlying,
soil co- ditions one unit has been dropped.
and the remaining units have 'been relp^.ated. The Plan Commission
recommends that the aorupooed changes be found in substantial
confor.manoe to the previously approved Final Development Plan.

Trustee Seidman moved, seconded by Trustee Marovitz, that the
recommendation of the Plan Commission regarding the request for
finding of substantial conformance re Flodstrom multiple family/
Brickyards be accepted. Motion carried unanimously.

Trustee Seidman moved, seconded by Trustee Marty, that the Consent
Agenda be accepted, the Resolution passed and the Ordinances
adopted. Motion carried by the following vote:

0 -89 -6 ORDINANCE Trustee Marty moved, seconded by Trustee
TAX ABATEMENT Rosenthal, that the rules be waived to permit
passage of the Ordinance on first reading.
Motion carried unanimously.
Trustee Marty moved, seconded by Trustee Rosenthal, that the
Ordinance amending the Tax Abatement Ordinance be adopted. Motion
carried by the following vote:
AYES: Marovitz, Marty, Rosenthal, Seidman, Swanson, York (6)
NAYS: None (0)
ENHANCED 911 INSTALL- Trustee Rosenthal moved, seconded by Trustee
ATION & MAINTENANCE Marty, that the authorization.'for Mayor to
SERVICE CONTRACT sign a contract for enhanced 911 installation
and maintenance service be removed from
table. Motion carried unanimously.
Trustee Seidman moved, seconded by Trustee Marty, that the Mayor be
authorized to sign a contract for enhanced 911 installation and
maintenance service on a month to month basis. Motion carried by
the following vote.
AYES: Marovitz, Marty, Rosenthal, Seidman, Swanson, York (6).

FIRE LANES - EMBASSY Trustee Mary moved, seconded by Trustee
SUITES Rosenthal, that the Mayor be authorized to
sign an agreement re police enforcemnt of
fire lanes at Embassy Suites. Motion carried unanimously.
MAINTENANCE OF The Board discussed the revised ordinance
SANITARY SEWER LINES concerning property owners responsibility for
expenses incurred in repair and mainten-
ance of_ service lines from the public and sanitary sewer to the
premises of the owner. After some: discussion on- the need to clarify
:= -f..the.homeowner's responsibility,.-the Board_agreed toilet the ordi-
nance stand as first reading.
DISCUSSION: The Board agreed that a first floor rental
restriction in the tillage Center C -1
District be put on the hgenda for Board consideration.
Trustee Rosenthal mentioned that the jewel store in the Commons is
now using plastic bags and expressed concern that the bags could
not be recycled. Mayor Forrest noted that some types of plastic
are degradable.
There being no further business, upon motion of Trustee Marty,
seconded by Trustee Seidman, the meeting adjourned at 9:00 P.-M.
