11/16/1987November 16, 1987 The regular meeting of the Board of Trustees of t Deerfield was called to order by the Clerk in the Village Hall on Monday, November 16, 1987 at 8:00 Trustee Swanson, seconded by Trustee Marovitz and Trustee Marty was named Mayor Pro Tem. The Clerk announced that the following were he Village of Council Chamber of the P.M. Upon motion of unanimously approved, called the roll and Present: Cynthia J. Marty, Mayor Pro Tem James L. Marovitz Edwin B. Seidman Vernon E. Swanson J. Robert York Absent: Bernard Forrest, Mayor Harriet E. Rosenthal and that a quorum was present and in attendance. Also present were Village Manager Robert Franz and Village Attorney James Stucko. Trustee York moved, seconded by Trustee Swanson, that the minutes of the previous meeting be approved. Motion carried unanimously. BILLS & PAYROLL Trustee Seidman moved, seconded by Trustee Swanson, that the Bills and Payroll be approved. Motion carried by the following vote: AYES:. Marovitz, Marty, Seidman, Swanson, York (5) NAYS: None (0) TREASURER'S REPORT Finance Director George Valentine reported that sales tax receipts for the second month in a row were 19% above the same period last year. There is a 10% increase for the past 12 months. He was unable to determine specifically from where the increase was coming. Trustee Marovitz moved, seconded by Trustee Seidman, that the Treasurer's Report be accepted. Motion carried unanimously. STUDENT GOVERNMENT DAY OFFICIALS TRAMMEL CROW PUD SIGNAGE PLAN the area where tempor temporary signage was projects at the site, Mayor Pro Tem Cynthia Marty introduced the Student Government Day Officials and congratu- lated them on their participation in this event. Mr. Martin Serena, architect for petitioner, exhibited a sketch of the office building where permanent signage would be placed and a layout of ary signs would be located. Actual location of the difficult to identify due to highway /engineering but they would be 100 feet from the curb line. Trustee Marovitz moved, seconded by Trustee Swanson, that the recommendation of the Plan Commission regarding amendment to Trammell Crow PUD Signage Plan be accepted and the Attorney directed to prepare the necessary ordinance amending Special Use. Motion carried unanimously. EMBASSY SUITES - SIGNAGE /VACATION RIGHT -OF -WAY Petitioner requests permission for relocation of a previously approved off -site sign and vacation of a portion of right -of -way in which the relocated sign would be placed. Trustee Seidman moved, seconded by Trustee Marovitz, that the recommendation of the Plan Commission re amendment to Embassy Suites PUD Signage Plan and Vacation of Right of way be approved and the Attorney directed to prepare the necessary amendment to the ordinance.. Motion. carried unanimously. SPECIAL USE - PUD INDUSTRAPLEX plumbing building. Petitioner is seeking final approval of a building concept previously approved and approval of a redevelopment of the interior of the DiPietro Trustee Seidman moved, seconded by Trustee Swanson, that the recommendation of the Plan Commission re amendment to Industraplex Special Use PUD be accepted and the Attorney directed to prepare the necessary amendment. Motion carried unanimously. ZONING AMENDMENT - Plan Commission is recommending an amendment to DECKS AND ACCESSORY clarify the Zoning Ordinance regarding control of STRUCTURE SETBACK location of decks and accessory structures in rear and side yard setbacks. Trustee Marovitz moved, seconded by Trustee Seidman, that the recom- mendation of the Plan Commission re amendment to Zoning Ordinance for decks and accessory structure setbacks be approved and the Attorney directed to prepare a text amendment to the Zoning Ordinance. ANNEXATION /HAWTHORN LANE - PARKWAY NORTH VACATION /DEDICATION HAWTHORN LANE - PARKWAY NORTH VACATION OF SUBDIVI- SION - PARKWAY NORTH FINAL PLAT SUBDIVI- SION - PARKWAY NORTH 0 -87 -57 ORDINANCE DEERFIELD FEDERAL DRIVE -THRU EXPANSION first reading. Motion Trustee Seidman moved, seconded by Trustee Swanson, that the Mayor be authorized to sign the Plat of Annexation of portion of Hawthorne Lane, Plat of Vacation and Dedication of Hawthorne Lane, Plat of Vacation of Subdivision - Parkway North and Final Plat of Subdivision for Parkway north. Motion carried by the following vote: AYES: Marty, Seidman, Swanson, York (4) NAYS: None (0) ABSTAIN: Marovitz (1) Trustee Seidman moved, seconded by Trustee Marovitz, that rules be waived to permit passage of ordinance amending Special Use for drive -thru expansion, Deerfield Federal Savings & Loan on carried unanimously. Motion carried by the following vote: AYES: Marovitz, Marty, Seidman, Swanson, York (5) NAYS: None (0) 0 -87 -58 ORDINANCE In view of the Homemakers facility at Deerbrook TEXT AMENDMENT - Mall, a discussion of the pass through lane DEERBROOK MALL/ between Deerbrook and Lake Cook Plaza was held. HOMEMAKERS Joseph Valenti Jr., representing Deerbrook Mall, reported that one lane for two way traffic was in operation. Entire road issue had been previously discussed. Village Staff felt the issue was resolved with removal of emergency traffic only sign and admitting regular traffic. Widening of the existing lane should not be discussed without contacting the owners of Lake Cook Plaza. Trustee Marovitz moved, seconded by Trustee Swanson, that rules be waived to permit passage of text amendment to Zoning Ordinance re furniture stores - Deerbrook Mall /Homemakers.
