02/02/1987d FEBRUARY 2, 1987 The regular.meeting of the Board of Trustees of the Village Deerfield was called to order by the Clerk, in the Council the Village Hall on Monday, February 2, 1987 at 8:00 P.M. called the roll and announced that the following were PRESENT: Bernard Forrest, Mayor James L. Marovitz Cynthia J. Marty Harriet E. Rosenthal Edwin B. Seidman Vernon E. Swanson J. Robert York of Chamber of The Clerk and that a quorum was present and in attendance. Also present were Village Manager Robert Franz and Village Attorney Maria Dorado. Trustee Marty noted that on the second page, second last paragraph of the minutes, the tabling motion should be corrected by omitting reference to Jewett Park. Trustee Marovitz noted further that a motion to accept the Plan Commission's recommendation regarding Clavey Field, was made by Trustee Marty', seconded by Trustee Swanson. Trustee Maro- vitz also moved, seconded by Trustee Rosenthal, to table the motion for four weeks. Trustee Seidman moved, seconded by Trustee Marovitz, that the minutes of the previous meeting, with the corrections and additions, be approved. Motion carried unanimously. REPORT - POLICE DEPARTMENT OBJECTIVES Police Chief Richard Brandt summarized the Police Department report that was distributed to the Board. There was a significant increase in bicycle warning tickets. Bicycle accidents were down 41% in 1986. Mayor Forrest noted that the number of traffic accidents has gone__ up while the number of traffic tickets has gone down. Chief Brandt stated the main reason for reduction of traffic tickets is fewer DUI arrests. He noted that officers are directed to the highest traffic accident locations. Lake -Cook and Waukegan Roads. Trustee Rosenthal queried Chief Brandt on what procedure is followed in a child abuse incident. How does the school get involved if counseling is needed and how do they notify the proper authorities? Chief Brandt indicated that doctors, teachers and police are required by law to report child abuse cases to the Illinois Department of•Children and Family Services. In a' recent case, a doctor reported the incident to the Department of Children and Family Services, who in turn notified the Police Department. The Youth Officers handle the case as far as criminal charges are concerned and the social workers handle the counseling. Trustee York inquired if new residents were given any literature regarding parking restrictions, garbage pickups, vehicle stickers, etc. He was advised that the Village works through the Welcome Wagon to provide this information.. The Police Department is also trying to initiate a public relations campaign that will include pertinent information on Village services. Mayor Forrest suggested that telephone stickers with Police and Fire Department phone numbers should be mailed to Deerfield residents. PROCLAMATION Mayor Forrest read a proclamation that proclaimed Saturday, February 14, 1987, to be CARING FOR OTHERS DAY in Deerfield. Trustee Marty moved, seconded by Trustee Marovitz, that the Proclamation be approved. Motion carried unanimously. NORTRAN REPORT Robert Benton, NORTRAN Trustee, reported on NORTRAN bus route 244. He gave a brief history of the route. New route and service will go into effect March 8, 1987. •Resident of Hackberry Road, Lisa Graham, Roy Crandall and Patti Silverman, spoke before the Board and stated their reasons for opposing the bus route use of Hackberry Road. They felt that the proximity of a major elementary school, carriage walks rather than sidewalks, and children walking to school on the streets, created a safety hazard. They suggested Central as an alternate route. Mr. Benton commented that the proposed route be allowed to operate for at least a year. If it did not serve enough riders and prove viable, it would be discontinued. Trustee Seidman moved that Route 244 be changed from Hackberry to Central. Motion failed for lack of a second. Trustee York moved that the Board take a stand, that Mr. Benton use,his best judgment in putting the bus on the street he felt best. Motion failed for lack of a second. It was agreed b.y the Board that the use of Hackberry Road should con- tinue until such time as NORTRAN decides the ridership level no longer warrants the route. MANPOWER COMMISSION Mayor Forrest announced the following appoint- ments: Human Relations Commission - Warren Lyons, three year term; Energy Advisory Council - J. J. Stephens, term expiring in 1988; Youth.Council - Michael Moriarty, three year term; Village Center Development Commission - David Simon, term expiring in 1989. Trustee Marovitz moved, seconded by Trustee Marty, that the appointments be approved. Motion carried unanimously. KRAFT RESUBDIVISION- Trustee Marovitz moved, seconded by Trustee SPECIAL USE - 1425 Rosenthal, that the recommendation of the Plan GORDON TERRACE Commission regarding resubdivision /special use Terrace (Kraft) be ordinance. Motion ORLANDO RESUB/ SPECIAL USE - 1430 Lake -Cook Road Planned Residential Development at 1425 Gordon approved and the attorney directed to prepare an carried unanimously. to Lake -Cook will be Graham Gross, president of G & G Construction, discussed the access road in the proposed resub- division. He stated that when the present building on Lake -Cook Road is demolished, access closed. Trustee Seidman moved, seconded by Trustee Marty, that the recommenda- tion of the Plan Commission regarding resubdivis ion /special use - Planned Residential Development at 1430 Lake -Cook Road (Orlando) be approved and the attorney directed to prepare an ordinance.. Motion carried unanimously. SPECIAL USE - PUBLIC LANDS - JEWETT PARK be considered at this Trustee Marovitz expressed concern regarding the proposed ordinance regarding height of the lights in Jewett Park He felt this ordinance should not time. Trustee Seidman moved, seconded by Trustee Marovitz,.that the ordinance amending the Zoning Ordinance regarding Special Use., P -1, Public Lands, Jewett Park lights, be tabled. Motion carried unanimously. USER AGREEMENT/ Police Chief Brandt recommended the Village enter STATE POLICE - into a user agreement with the State Police re- FINGERPRINTING garding fingerprinting services for liquor license LIQUOR LICENSE applicants. The fee for fingerprinting would be' $24 per application. Trustee Marty moved, seconded by Trustee Marovitz, that the Mayor be authorized to sign a User Agreement with the State Police, that the Police Department be authorized to charge $24 for fingerprint service for liquor license applicants, and a charge of $200 be authorized fc-- investigation services connected with the license application. Notion carried unanimously. DISCUSSION ITEMS: Chief Brandt noted that the Traffic Court serving BRANCH COURT residents of Deerfield, Bannockburn, Highwood and Highland Park must move from its Highland Park location by June 1, 1987. Zion Lutheran Church has offered space in their building for rent. The County is agreeable to this location, but they can only enter into an:. agreement with a governmental body. A suggestion had been made that the communities involved in this Branch Court enter into an agreement with Zion Lutheran Church and the County would then enter into an agreement with the governmental body. The Board requested tat the Village Attorney determine the legality'of this procedure. Judge Geiger had indicated he needed an answer on the location site by March 2. Mayor Forrest commented that the Judge be advised the Board is pursuing the matter. A public hearing is scheduled for March 12. Reaction from the public and a recommendation from the Plan Commission would be available at that time. In the meantime, if an affirmative decision is reached by the Village Attorney within the week, a draft agreement could be drawn up and reviewed by the Board at its next meeting. CHARITABLE Trustee York noted that he had received six phone SOLICITATIONS calls in the previous week from Deerfield resi- dents who were being called for a donation of $20 for 50 plastic garba -: bags to benefit an organization called Child Connection. This orgE °.-:-_ion is registered with the State of Illinois. Police Chip -. -andt reported that his department had contacted the Attorne: office regarding several complaints received from residents about phone. solicitations. They have been advised that the people conducting the telephone solicitations are marketing service companies who are registered with the State and are not engaged in criminal activities. Chief Brandt stated the newspapers should alert their readers to the organizations who are soliciting donations that may not be reputable. There being no further business, upon motion of Trustee Marty, seconded by Trustee Seidman, the meeting adjourned at 9:45 P.M.
