The regular meeting of the Board of Trustees of the Village of
Deerfield was called to order by the Mayor, in the Council Chamber of
the Village Hall on Monday, June 2, 1986 at 8:00 P.M. The Clerk called
"the roll and announced that the following were
Present: Bernard Forrest, Mayor

J. Robert York
and that a quorum was present and in attendance. Also present were.'
Village Manager Robert Franz and Village Attorney James Stucko.
Trustee Rosenthal asked that the minutes of the previous meeting, line
8 of the paragraph on Special Use Amendment - Lettuce Entertain You be
corrected to read as follows:. "building to the east for 11 of excess
parking spaces. Petitioners are now requesting that an additional 11
parking spaces be...."
Trustee Seidman stated that the phrase "in all required side yards no
closer than 8 feet from any property line" appearing in the paragraph
on Accessory Structures - Wooden Decks was confusing. In an effort to
clear the confusion, the sentence containing this phrase in the
proposed amendment was read in its entirety.
Trustee Marovitz asked that the motion in the minutes regarding the,
Land Swap Agreement include the phrase "as amended" to follow the words
"Consent to Assignment."
Trustee Marty moved, seconded by Trustee Marovitz, that the minutes c
the previous meeting as corrected be approved. Motion carried
unanimously.
Mayor.Forrest stated that.Village Engineer James Soyka was selected as
one of the top 10 public engineers.in the-country:" The Village Board •
of Trustees wished to add their congratulations and pride in his
accomplishments. Mr. Soyka was presented with a gift which expressed =
the appreciation for the honor and service he has given to the Village.
PROCLAMATIONS
Workplace Week
Trustee Marty,

Mayor Forrest read a proclamation which proclaimed
the week of June 15 -21, 1986 to be Safety in the
in Deerfield. Trustee Seidman moved, seconded by
that the Proclamation be approved. Motion carried
Mayor Forrest read a proclamation which proclaimed the week of June 1st
to be Safe Boating Week. Trustee Seidman moved, seconded by Trustee
Marty, that the Proclamation be approved. Motion carried unanimously.
,SPECIAL USE - Mr. Peter Mule, director of the Riverside
WOODLAND PARK Foundation of Lincolnshire, Illinois, answered
SCHOOL questions regarding the use and type of enrollment
the Woodland Park. facility would encompass. There
was considerable discussion concerning use of the recreational
facilities on the surrounding park site, possible subleasing and
policies of the School Board regarding use of vacant school buildin
Trustee Swanson moved, seconded by Trustee Seidman, that the
recommendation of the Plan Commission for Special Use for the woodland
Park School and its stipulations be approved and that the Attorney .
prepare an ordinance granting the special use. Motion carried
unanimously.
SIGNAGE - CRESCENT The recommendation of the Board of Zoning Appeals
COURT TOWNHOMES regarding Crescent Court signage was withdrawn.at
the petitioner's request.

similar situations in the future. Mayor Forrest stated that this would
stand for first reading of the ordinance.
ORDINANCE 0 -86- Mayor Forrest stated that, due to the imminent

IMPROVEMENTS subsequent discussion of the fees involved, Trustee
Marty moved, seconded by Trustee Marovitz, that
Baxter and Woodman be authorized to design. the Forestway improvements at
a cost not to exceed $3,500.00 and that they provide resident inspection
and" layout services for.a'cost note to exceed $2,500.00: Motion carried

DISCUSSION ITEMS - Residents of the Clavey Field area came before the
CLAVEY FIELD Board to ask for support from the Village in
resolving the conflict over the lights in Clavey
Field. Mr. John Camp cited a Wilmette case which bears some similarity
to the Clavey problem. He also read sections of the Zoning Ordinance
that the residents allege were violated by the Park District. They felt
these violations give the Village jurisdiction in this matter and asked
the Village to take on its responsibility to see that'the lights are
properly installed and maximum height limits are adhered to, and if not,
to have the lights removed.
Mayor Forrest expressed his view that the lights were abominable and
that the Board was sympathetic to the plight of the Clavey Park
residents. Trustee Rosenthal felt that the Village should consider an
appeal to the Park Board stating that the lights were a violation of the
health, safety and welfare of the residents and to urge them to turn off
the lights until a'solution is found that will satisfy the matter.
Village Attorney James Stucko suggested a letter be sent to the Park
Board stating.that it is the consensus of the Board that having observed
the results, the negative effects on the homeowners, traffic congestion,
glare of the lights, noise and safety hazards, there is a strong
municipal interest in preserving public health, safety and welfare of
the community as a whole and particularly the surrounding area and
request that they forbear from continuing to use the lights until some
satisfactory solutions are taken.

Trustee Rosenthal moved, seconded by Trustee Marty, that the Mayor be
authorized to send a letter as outlined by the Village Attorney to the
Park District. Motion carried unanimously.
A memorandum from Village`Ranager Robert Franz, requesting the Board to
consider the Plan Commission's recommendation of retaining a traffic
consultant to study the shopping center interconnect between Deerbrook
Mall.and Lake Cook Plaza, was discussed.
Trustee Marty moved, seconded by Trustee York, that the Village staff be
directed to hire Paul Box and Associates to study specific items re-
lating to a traffic study and to give them parameters for conducting
this study. Motion carried by the following vote:

Trustee York requested a report from the Deerfield Police Department
comparing instances of vandalism at the Deerbrook Mall parking lot and
the Village of Deerfield during the past five years.
Trustee Seidman mentioned.the penalty for late water payments that had
been discussed at the previous Board meeting. He felt no further
discussion was needed; the penalty rate should remain as is.
Trustee Seidman noted that an advertisement for the Hyatt Hotel
indicated a "retail bakery deli shop" would be included. He inquired
whether this type establishment was in violation of the Zoning Ordinance.
Mayor Forrest indicated that a letter-he received from the Hyatt Hotel
dispels any concern about a violation of the Zoning Ordinance.
There being no further business, upon motion of Trustee-Rosenthal,
seconded by Trustee Seidman, the meeting was adjourned at 10:20 P.M.
