The regular meeting of the President and Board.of- Trustees of the Village of'Deerfi-eld was
called to order by the.President in the Council Chamber of the Village Hall on Monday,
November.2, 1981 at 8:03 P.M. The Clerk called the roll and announced that the-following-
were

and that•a quorum was present and in attendance. Also present were Village Attorney"
Allen I..Nathan and Village Manager Robert D. Franz.
Trustee Seidman moved, seconded by Trustee Swanson, that the minutes of the October 19,
1981 meeting be approved with the following addition: under PROPOSED TRAFFIC SIGNAL -
WAUKEGAN RD. /DEERFIELD COMMONS, following the word "etc:" on line 18, add "Mgr. Franz
was of the opinion that very little if anything would be salvageable from temporary
signals." Morion carried unanimously.
Upon inquiry by the Board, Village Engineer Jas. Soyka concurred with Mgr. Franz'previous
statement that virtually nothing would be salvageable from basic temporary traffic signals.
STUDENT GOVERNMENT DAY Mayor Forrest warmly welcomed the elected
OFFICIALS RECOGNIZED Student-Officials who were present at the
meeting and introduced by Mgr. Franz. Mayor
Forrest congratulated them on their successful candidacy and commented that "whatever
we don't take'care of tonight, you can take care of tomorrow (Student Government Day) ".
The Board and audience signaller their approval and appreciation of the students with
applause,
OPTIMIST CLUB Mayor Forrest read a proclamation wherein
YOUTH APPRECIATION WEEK he designated the week of November 8 through
NOVEMBER 8 -14 November 14 as Optimist Club "Youth Appre-
ciation Week ". Trustee Swanson moved,
seconded by.Trustee Marty,to adopt the proclamation. Motion carried unanimously.
DEPARTMENTAL OBJECTIVES Director of Building and Zoning Charles J.•
BUILDING & ZONING. Smalley, was.present to discuss and answer
questions regarding his written report. Fol-
lowing a very short discussion, after which the Board thanked Mr. Smalley for his "very
good" report, Trustee York stated that he was very concerned about "questionable charac-
ters" (within the Village but most without) who are operating as "con" men and are de-
frauding residents in such matters as basement water proofing, roofing, aluminum siding, -
etc. He then asked Mr. Smalley what types of home repairs, installations, etc. require
a perinit -..- Mr. Smalley explained that electrical (including aluminum siding which must
be grounded for safety), plumbing, structural (including roofing which might overtax
roof construction) work do require permits as well as other home improvements. He noted
that the cost for such permits could be very small, as little as $4. He pointed-out,-.that-the
Building Department was a public service and residents could call and make inquiry about'
home improvements.
Trustee Marty pointed out that permits were required, not to make.money for the Village,
but to protect residents from danger and dishonest operators. Trustee York requested
cooperation by the press in alerting and informing citizens. Mayor Forrest suggested
that the next D -Tales could bring the matter of fradulent operators to the attention
of Deerfielders and educate them about the protection permits provide them by bringing
Building Department expertise and inspection into the picture.
WATER RESERVOIR PUMPS Village Engineer James Soyka was present
ENGINEERING SERVICES to discuss his - report to the Board regarding
the-selection and recommendation of PRC '
Consoer Townsend to design, prepare bid documents, and supervise construction of an
additional pump at the Highland Park water reservoir at a cost of $12,000.
Eng. Soyka reviewed for the Board certain data concerning the pump, a priority improve-
ment recommended by Greeley and Hansen who had recently completed 'a comprehensive water-
study. He reported that the Highland Park water reservoir has five pumps, ;three for
Highland Park (small pumps used for emergency only) and •two for Deerfield: Highland .:
Park has agreed to allow Deerfield to use one of their pedestals for a pump providing
Deerfield agrees to pump to Highland Park in case of an emergency. As Deerfi.eld's
ti
pumps are twenty years old, the - proposed pump will be used as a standby for the present,
but will be used on a more regular basis in the future. The proposed pump can be acti-
vated either by--Deerfield or Highland Park, and metering will start at the reservoir
with.Highland Park having a monitoring system ... a flexible arrangement.
To Mayor Forrest's question about the total project cost, Mr. Soyka replied that Greeley
and Hansen had estimated $50,000 with possibly $12,000 more for telemetering equipment
at the reservoir. However, if the Village chooses to replace the existing antiquated
telemetering and control system, for which replacement parts are no longer available,.
located at the Village Hall, the cost would be considerably higher.
l1ustee Seidman moved, seconded by Trustee Marty, that PRC Consoer Townsend be awarded
a contract (at a figure not to exceed $12,000) to design, prepare bid documents,-.and
supervise construction of a pump at the Highland Park reservoir. Motion carried by the
following vote:

AMLINGS - SIGN VARIATION Mgr. Franz read a report of the Board of
BZA REPORT & RECOMMENDATION Zoning Appeals stating that they had held
a public hearing on October 12, 1981, to
consider the petition of Amlings Flowerland, 3 N. Waukegan Rd., for a-variation from
Article 9.2 -2 of the Deerfield Zoning Ordinance in order to display a flag bearing their
logo (considered a ground sign not permitted for individual stores at Cadwell Corners)
along with an American and State of Illinois flags, which flags are permitted. The
BZA recommended denial of the petition since only two BZA members favored granting
the petition and four concurring affirmative votes are necessary to recommend granting
a variation.
After•considerable discussion regarding the fact that logo flags are being flown else-
where in the Village (permitted before adoption.of .the 1978 Zoning Ordinance), that the
American and State flags are permitted and illuminated by ground lights and will con -
tinue to be flown at Amlings, and that the Board members would have granted the request
ad it been included in the petition for the Planned Unit Development, Trustee Heisler
oved,•seconded by Trustee Marty, to modify the PUD agreement to allow Amlings to fly
heir logo..
Upon advise of counsel, Trustee Heisler and Trustee Marty withdrew their motion. There-
upon, Trustee Swanson moved, seconded by Trustee Ehlers, to table the recommendation of
the BZA. Motion carried unanimously.
Then,.Trustee Heisler moved, seconded by Trustee Marty, that the Planned Unit-Develop-
ment for Cadwell Corners be modified to permit the use of an Amlings logo -flag, not to
exceed -10'-x 15', on one of the three flag poles, with no other flags allowed in the
Planned Unit Development. Motion carried unanimously. The modified agreement will be
on hand at the next Board meeting for action upon it.

The Board of Zoning Appeals reported finding of hardship since the house was built prior
to Deerfield's first Zoning Ordinance (1924) and the owners can not use their land to
he fullest extent allowed by Village Ordinance. The BZA, therefore, recommended on a
ote of 6 -0 that a.variation be granted to allow the 2.04'minimum east side yard provided
hat the 20' combined total side yard requirement is met and construction does not further
increase the non - conformity.
Trustee Seidman moved, seconded by Trustee Marty, that the attorney be instructed to pre-
pare an ordinance granting the variation according to the terms specified in the•BZA
recommendation. Motion carried unanimously.

LIPOWICH /KRAFT FINAL,PLAT Mgr.. Franz reported that the subdivision.
RESUBDIVISION - COUNTRY LANE plat was not ready for consideration.
NORTH AVENUE IMPROVEMENTS Mayor Forrest stated that he had met'with
(TABLED 10/19/8) Mayor Remo Picchietti of Bannockburn. Af-
ter a discussion of the present condition
of Wilmot Rd. and the Wilmot Rd. blockade erected by Bannockburn, it was agreed that
Deerfield would delay action on the North Avenue matter pending receipt of the traffic
study which Bannockburn had made in order to consider the study from Deerfield's
standpoint. Upon receipt of the study, Staff will prepare a report for consideration
at a later Board meeting.
Reports:
Mgr. Franz reported that a hearing will be held November 24, 1981 by the Highland Park
Plan Commission to consider a petition by Omnicom Cablevision for a Special Use to
permit erection of a tower at Berkley and Old Skokie Rcads.
He also reported that the Village leaf pickup was proceeding "on schedule."
There being no further business to come before the Board, upon motion by Trustee Marty,
the meeting was adjourned at 8:54 P.M..
