The regular meeting of the Board of Trustees of the Village of Deerfield
was called to order by'-the clerk in the Council Chambers of the Village Hall
on Monday, February 19, 1968 at 8 :20 p.m. The clerk called the roll and
reported that the following were

and that a quorum was present and in attendance at the meeting. Also present
were Messrs. Richard Houpt, Village attorney, and Norris Stilphen, manager.
Trustee Forrest moved, seconded by Trustee Craig, that Trustee Kelm be
appointed President pro tem.

January, 1968 be approved, and the bills as listed above be approved for payment.

P.C. Report - Annexation & The Plan Commission report was
Zoning Lot 9 Downey's Sub. redd, recommending the annexation of
Com. Edison part of Lot 9, Downey's Cook County
Addition to Deerfield Subdivision,
with an R -1 zoning classification and a Conditional Use for Lots 9 and
10 to permit the construction, operation and maintenance of an electric
substation on both lots. A separate report will be submitted on the
Company's proposed revisions with the respect to conditional uses as
set forth in the Zoning Ordinance.
Trustee Forrest moved, seconded by Trustee Craig, that the report
be accepted.
Motion carried unanimously.
1st Presentation- Annexation The first presentation was made of
Ordinance -Lot 9 Downey's Sub. the ordinance annexing part of Lot
9, Downey's Cook County Addition to
Deerfield Subdivision. The ordinance was read in full. The Village attorney
reported that Commonwealth Edison,; Company had servied notice on the
Northbrook Rural Fire District regarding the proposed annexation.
Ordinance -Rear Yard Variation Trustee Forrest moved, seconded by
655 Waukegan Road Trustee Bootz, that the ordinance
(0-6$-6) be adopted granting a variation from
the strict provisions of the Zoning
Ordinance to permit a rear yard of 43 feet provided a fence not less than
7 feet in height is erected along the east property line of the premises
known as 655 Waukegan Road, and the continued maintenance of an illuminated
sign in the required front yard of said property. Adopted by the following

lst Presentation - Ordinance The first presentation was made of an
3 Way Stops, Chestnut- Osterman ordinance amending Section 20.203(b) of
Kipling - Longfellow the Municipal Code by adding the following
stop street: Chestnut at Osterman (3 way)
and Kipling at Longfellow (3 way). The ordinance was read in full.
Re :Stratford -North Storm Sewer The manager reported he had been assured
by the State Highway Department that they
saw no reason why the Stratford -North storm sewer project could not be
financed from Motor Fuel Tax funds. A representative from the Department will
be in Deerfield to inspect the area Tuesday, February 20th, and he will also
look at sidewalks which may be upgraded under the Motor Fuel Tax law.
Re: Policing Commons Parkind The manager reported that the management
of Deerfield Commons had requested orally
that the Police Department take over the enforcement of parking regulations
in the Commons, however, no letter outlining the proposal had been received.
Trustee Craig stated careful study should be given the proposal, since it would
tend to set a precedent for other parking lots; if the Village were to accept
the responsibility for parking enforcement, the agreement should include
positioning of parking spaces, since the present plan is not in the interests
ofi good traffic flow, particularly at the north boundary. Trustee Schleicher
proposed thst spaces for compact cars be designated.
Approve Voucher 1, S/A S -1 Trustee Craig moved, seconded by Trustee
E.A.Meyer Const. $2,9237.65 Forrest, that the Board approve the
Greenwood Sidewalks issuance of Voucher No. 1, Special Assess-
ment S -1 to E. A. Meyer Construction Co.,
Inc. in the amount of $2,937.65, with interest at 6 per cent per annum,
for construction of Greenwood Avenue Sidewalks. Adopted by the. following
vote:
Ayes: Bootz, Craig, Forrest, Kelm, Schleicher (5)

Ordinance- Corrections to An ordinance was presented correcting
i4at.onal Building Code typographical errors in the National
0 -63 -7 Building Code heretofre adopted by the
Village. The ordinance was read in full.
Trustee Forrest moved, seconded by Trustee Craig, that the rules be waived
to permit action on the ordinance at its first presentation.
Motion carried unanimously.
Trustee Forrest moved, seconded by Trustee Bootz, that the ordinance
be adopted. Upon roll call the motion carried and the ordinance was passed
by the following vote:

The President pro tem signed the ordinance indicating hi.s approval
thereof, the ordinance to be published in pamphlet form as provided therein.
Authorize Plans & Specs. The manager submitted a list of streets
Street Upgrading MFT proposed for upgrading under'the 41,otor
Fuel Tax law, as follows: Lonfellow, Byron
Court, Hermitage, Whittier, Crabtree north from Woodland, Central Avenue from
Elm Street to bridge, Woodward Avenue, Montgomery Road and Warrington Road.
Trustee Schleicher asked that the deterioration of pavement on the east side
of Wilmot Road north to Deerfield Road be investigated. Trustee Craig asked
that storm sewer inlets be raised when streets are resurfaced.
Trustee Craig moved, seconded by Trustee Forrest, that Baxter and L•loodman
be directed to prepare plans and specifications for upgrading the streets listed
above. Adopted by the following vote:

Approve Preliminary Plat A letter from Mr. Joe Horwitz regarding the
Resub, -Lot A, Unit 4 proposed resubdivision of Lot A, Unit 4,
Briarwood Vista Sub. #3 griarwood Vista Subdivision Unit #3, stated that
Mr. Irwin Blietz was unwilling to dedicate the
west half of the right -of -way for River Road, and proposed that the Village con-
demn the land and install improvements by special assessments or permit the
installation of a temporary road to serve the three lots, with funds escrowed
for a permanent road when the full right -of -way is acquired. He further agreed
to construct a sidewalk on the east side and extend the water main. Trustee
Forrest moved, seconded by Trustee Craig, that the preliminary plat be approved
subject to the conditions outlined by Mr. Horwitz, including the temporary
blacktop street. Adopted by the following vote:
Ayes: Bootz, Craig, Forrest, Kelm, Schleicher (5)

The manager reported that School District 109 had advised him that the
condemnation of the Kerry Lane - Hyacinth extension was unnecessary, since Mr.
Blietz had agreed to lease a right -of -way to the school for $1.00 per year.
Trustee Forrest suggested that no action to rescind the authorized condemnation
be taken until a letter from the School District is received.
O Approve Bldg. Permit A report from the Board of Building Appeals and
Addition 398 County Line the building commissioner recommended that the
U issuance of a building permit be authorized for
U a one -story addition to the existing building at 398 County Line.-Road. Trustee
Forrest moved, seconded by Trustee Craig, that the report of the Building Board
be accepted.

Reports- Communications The manager reported that neighboring property
owners had filed suit in the Baxter rezoning
matter and had named the Village of Deerfield as a party. The Village attorney
will file a request for dismissal of the suit insofar as the Village is concerned.
A letter has been sent to Dr. John Ring of the Lake County Health
Department regarding a complaint of sewage in the West Forl of the North
Branch of the Chicago River, north,;of Duffy Lane.
A letter from the State Sanitary Viater Board stated that oil had been
noticed in the West Fork south of the sewage treatment plant, and a program
must be initiated to stop the oil flow. Copies of the letter will be sent
to all service stations and industries asking their cooperation.
A letter was sent to President Finney by Sara Lee officials, expressing
their appreciation to the Police Department for the fine work done-during the
recent strike.
The manager reported that a letter had been received from the owner
of property adjacent tothe First National Bank parking lot to be constructed
on Uaukegan Road by the Village, expressing concern about grading, screening
and lights. He stated a letter had been sent explaining the grading plan, the
intentLon to screen the parking lot, and that every attempt will be made to
keep lights from shining onto other property.
There being no further business, on motion by Trustee Forrest, seconded
by Trustee Bootz, the meeting was adjourned at 9:42 p.m.
