November 2, 1966
The adjourned meeting of the Board of Trustees of the Village of Deerfield
was called to order by Trustee Smith in the Council Chambers of the Village Hall
on Wednesday, November 2, 1966 at 8 :25 p.m. The clerk called the roll and reported
that the following were

Trustee Raff moved, seconded by Trustee Schleicher, the t the bids
be referred to the architect for evaluation. Trustee Raff then moved that
his motion be amended by adding that the architect report at the next regular
Board meeting on November 7, 1966. Seconded by Trustee Schleicher, and carried
unanimously.
The amended motion was adopted by the following vote:

Approve Extension Agreement An extension Agreement between the
Sara Lee Sewage Treatment Village of Deerfield and Kitchens of
Sara Lee, Inc. was presented and read
in full, providing for the continuance of the Agreement Regarding Industrial
Wastes heretofore entered into by the parties, for the period November 1, 1966
through January 31, 1967, and establishing a rate of $2.85 per.day per part per
million in excess of 300 parts per million::BOD.
The manager stated the agreement had been prepared by the Village attorney
in cooperation with the attorney for Sara Lee, and had been signed by the company.
Trustee Forrest moved, seconded by Trustee Schleicher, that the Extension Agree-
ment be approved and execution authorized. Adopted by the following vote:

Trustee Schleicher asked the manager t
the question of standards, limitations, tests
excess suspended solids in industrial wastes.

the State Sanitary Water Board for
Clavinia Subdivision Unit #4 be approved
Discussion - Pedersen Bldg. The manager reported that Mr. Arnold
Permit, Hazel & Maple Pederson had applied for a building
permit for a residence to be constructed
on a triangular lot at Hazel and Maple, and the building commissioner had
found that there was compliance with all Village ordinances. A petition from
neighboring property owners was read asking that no building permit be issued
and an immediate hearing be held on the question of issuance of said permit,
on the basis that the proposed building will deteriorate and depreciate the
value of their properties. Trustee Raff pointed out there is a question as
to which is a rear lot line on a triangular lot. The Village attorney stated
that the Zoning Ordinance provides for an appeal from any ruling of the enforce-
ment officer, i.e., the building commissioner, to be taken to the Board of
Zoning Appeals for a decision.
Trustee Schleicher proposed that the legal aspects of the matter be
referred to the Village attorney fora report at the next meeting, and the
petitioners, the applicant and the building commissioner be invited to the
meeting to discuss the matter. The Board concurred, and the manager was
directed to notify all parties.
Refer Wilmot Traffic Survey Receipt was acknowledged of the Wilmot
to Safety Council Road traffic survey conducted by the
Police Department. Trustee Smith stated

he felt the need for an interpretation of the results of the survey, and suggested
the Chicago Motor Club as an agency to analyze the report. Trustee Forres t moved,
seconded by Trustee Raff, that the Wilmot Road traffic survey be referred to the
Safety Council for for comment and recommendation.
Motion carried unanimously.
The manager reported that the Village had lost a Court case on a radar
speeding arrest on the basis that radar warning signs were not 500 ft. beyond
the Village limits. He stated he had immediately contacted the State Highway
Department and Cook County Highway Department for proper placement of signs.
He was informed by Cook County that the Attorney General has been asked for an
opinion, and until it is received, they will not install signs. In answer to
Trustee Schleicher's question, the Village attorney stated ,the case could be
appealed.
Discussion - Rothschild Letter in connection with a letter from Mr. Edward
Re;Sewer & Water Service Rothschild, attorney for the purchasers of the
Horenberger property on the west side of
Wilmot Road, outside the corporate limits, the construction of an office building
thereon under a Lake County permit, and the possibility of obtaining sewer and
water service from the Village, Trustee Schleicher suggested that Mr. Rothschild
be'invited to attend any public meeting of the Board to discuss his proposal.
Trustee Raff added that he should be advised that the Village requires annexation
of contiguous property for sewer and water services. Decision was made that the
manager write to Mr. Rothschild giving him the schedule of meetings, and advising
him of Village policies regarding sewer and mater services.
There being no further business, on motion by Trustee Raff, seconded by
Trustee Schleicher, the meeting was adjoourned at 9:25 p.m.
