07/05/19661 ®1 July 5, 1966 The regular meeting of the President and Board of Trustees of the Village of Deerfield was called to order by the President in the Council Chambers of the Village Hall on Tuesday, July 5, 1966 at 8 :10 p.m. The clerk called the roll and reported the following were Present: H. Ross Finney, President Raymond L. Craig, Bernard Forrest Charles H. Raff George P. Schleicher Ellis W. Smith James M. Wetzel Absent: None and that a quorum was present and in attendance at the meeting. Also present were Messrs. Richard Houpt, Village attorney, and Norris Stilphen, manager. Resolution Supporting F.D. Referendum R -66 -16 plans for the improvement and Motion carried unanimously. Trustee Schleicher moved, seconded by Trustee Smith, that a Resolution be adopted supporting the Board of Commissioners of the Deerfield - Bannockburn Fire Protection District in their expansion of service and facilities. Approve Entrance Gates Mr. Joe Jacobs, developer of the North Trail North Trail Subdivision Subdivision, requested approval of the entrance gates, without illumination, at the North Avenue - Waukegan Road intersection, in accordance with the plan heretofore presented. He stated the cost of installing a conduit under Waukegan Road for a mercury vapor street light, as proposed by the Board,was prohibitive. Trustee Schleicher moved, seconded by Trustee Craig, that the entrance plan for the North Trail Subdivision be approved as proposed, without illumination. Adopted by the following vote: Ayes: Craig, Forrest, Raff, Schleicher, Smith, Wetzel (6) Nays: None (0) Approve P. C. Report Clavey Nursery Zoning half of the Southwest R -2 and the remainder and restrictions to b The report of the recommending that West 20 acres of quarter of Section 30 ( Clavey be zoned R -1 upon annexation, placed upon the plat. Plan Commission was read the East 10 acres of the the South half of the North Nursery property] be zoned and approving the covenants Trustee Forrest moved, seconded by Trustee Craig, that the report of the Plan Commjssion be accepted and approved. Motion carried unanimously. The clerk was directed to notify the Board of Fire Commissioners of the Deerfield-Bannockburn-Fire Protection District that the Board of Trustees will consider the adoption of an annexation ordinance for the Clavey Nursery property at the next meeting. Minutes of the regular meeting held June 20, 1966 were approved as submitted on motion by Trustee Forrest, seconded by Trustee Craig, and carried unanimously. �}+ Report -F.bre District Mr. Jan de Jong, Trustee of the Deerfield- Referendum Bannockburn Fire Protection District, explained the needs of the Fire District for an increased tax rate and a bond issue to provide funds for more equipment, an addition:to the present Fire Station, and to pay salaries for several paid firemen for daytime service when sufficient volunteers are not available. Night calls will bonlinue to be handled by the volunteer firemen, who have created an outstanding Department. He stated the Board of Fire Commissioners request the Village Board's support in the referendum to be held August 27, 1966. It was pointed out that fire insurance rates would be increased if some paid employees and additional equipment are not obtained. Resolution Supporting F.D. Discussion was had on the easement granted by the Toll Road Commission to provide access to the Clavey property from Reerfield Ifoad and the pro- posal that dedication of the easement be sought by the Village for street purposes. It was the consensus of the Board that the Village attorney should check the plat with Mr. Allyn Franke, attorney for the School and Park Boards, and explore the possibili:ty,;6f obtaining a dedication of the 20 foot easement. Report- Downspouts The manager reported that the map showing downspout disconnections and smoke testing results had been brought up to date. He stated that approximately one out of five homes in the Woodland Park area showed storm water infiltra tion into the sanitary,sewer system. Owners will be notifed to disconnect downspouts when testing has been completed. Approve Right Turn Lane Xilengthy discussion was had on a pro - Waukegan- Deerfield Intersection posed plan to eliminate parking on Waukegan and Deerfield Roads for approximately 300 feet approaching the traffic lights to provide a right -turn lane. Parking spaces for 27 cars would be lost, but i't was felt that traffic congestion would be alleviated. Trustee Craig expressed concern about the effect on the businesses at the corners if parking is prohibited. It was pointed out that the plan should be tried out before the sewer separation project is started in order to test its practicality. Trustee Raff rpoved , seconded by Trustee Schleicher, that parking spaces for 27 cars be painted out to pf6v.rde a right turn lane on Deerfield and Waukegan Roads, with directional arrows painted on the curb lane to show right turns. Adopted by the following vote: Ayes: Forrest, Raff, Schleicher, Smith, Wetzel (5) Nays: Craig (1) Ordinance - No Parking Mr. Day Perry, 1690 Pear Tree Road, was on Pear Tree (0- 66 -28) the spokesman for a group of residents who requested that parking be prohibited on Pear Tree Road between Castlewood Lane and the Jaycee Park. He stated that the street dead ends at the park, and in addition to the hazard created by the parking of cars near driveways, cars used to bring children to the park were being backed the length of the street to Castlewood. He asked that the Board consider the construction of a turnaround. It was pointed out that a turnaround would be on park property, and it was suggested that the residents petition the Park Board for such construction. An ordinance was presented prohibiting parking on Wear Tree Road between Castlewood Lane and the Jaycee Park. Trustee Schleicher moved, seconded by Trustee Craig, that the rules be waived to permit action on the said ordinance at its first presentation. Motion carried unanimously. Trustee Schleicher moved, seconded by Trustee Forrest, that the-ordinance be adopted prohibiting parking on Pear Tree Road. Adopted by the following vote: Ayes: Craig, Forrest, Raff, Schleicher, Smith, Wetzel (6) Nays: None (0) The President signed the ordinance indicating his approval thereof. Trustee Forrest moved, seconded by Trustee Raff, that the ordinance be published in pamphlet form. Motion carried unanimously. The manager was directed to post dead end signs and no parking signs as soon as possible. Approve Preliminary Pdi t Mr. John Glorioso presented an affidavit 2074 Deerfield Rce d Sub. of notification to adjoining property (Glorioso's Park Crest) owners regarding the proposed Park Crest Subdivision at 2074 Deerfield Road. He stated he was willing to give a covenant that the lots would not be re- subdivided further. J in Mr. Peter Harder, 2026 Deerfield Road, Highland Park, state that his home and several other homes weve located between the proposed subdivision and the entrance to the King's Cove Subdivision, and the development had increased their septic tank and drainage problems. He asked that the Board consider the annexation of these properties if sanitary sewer servizce can be provided. President Finney suggested that Mr. Harder and his neighbors discuss annexation with the Plan Commission, and pointed out that the property must be disconnection from Highland Park before it could be annexed to Deerfield. Trustee Raff suggested they discuss the installation of a sanitary sewer with Mr. Glorioso with respect to adequate size to serve the additional properties. Trustee Raff moved, seconded by Trustee Craig, that the preliminary plat of Glorioso's Park Crest Subdivision be approved, the final plat to include a covenant that the lots will not be resubdivided. Adopted by the following vote: Ayes: Craig, Forrest, Raff, Schleicher,Smith, Wetzel (61 Nays: None (0) The meeting was recessed at 10:05 p.m. and reconvened at 10 :15 p.m. Approve Plat The plat of Herrmann's First Addition to Herrmann' Subdivision Deerfield was presented by Mr. Warren ;Jackman, �+ attorney, the plat having been signed by the W Chairman of the Plan Commission. The plat showed covenants applying...on,l.y;. U to Lot 4, pertaining to improvements and resubdivision, as approved by the Village attorney. Trustee Craig moved, seconded by Trustee Smith, that the plat be.approved, and execution by the President and Clerk authorized. Adopted by the following vote: Ayes: Craig, Raff, Schleicher, Smith, Wetzel (5) Nays: Forrest (1) 1st Presentation - Kroger The first presentation was made of an ordinance Parking Variation Ordinance granting a variation in parking requirements for the proposed Kroger store. A correction in worr�i ng was made. 1st Presentation - Ordinance The first presentation was made of an ordinance No Parking- Greenwood Ave. prohibiting parking on Greenwood Avenue between Waukegan Road and Wilmot Road, to become effective after completion of the street improvements. Resolution -MFT Maintenance Trustee Schleicher moved, seconded by Trustee R -66 -1 Forrest, that a resolution be adopted appro- priat3;ng $25,000 for maintenance of Arterial streets in the Village under the Motor Fuel Tax law. Adopted by the following vote: Ayes: Craig, Forrest, Raff, Schleicher, Smith, Wetzel (6) Nays: None (0) ]accept St. Lighting Trustee Craig moved, seconded by Trustee Smith, Clavinia Unit 0 that street lighting improvements in Clavinia Subdivision Unit #2 be accepted, subject to one year's maintenance, as recommended by the Building Commissioner. Adopted by the following vote: Ayes: Craig, Forrest, Nays: None (0) Accept Sewers Clavinia Unit #3 be accepted, subject t Commissioner. Adopted Raff, Schleicher, Smith, Wetzel (6) Trustee Schleicher moved, seconded by Trustee Craig, that the sanitary and storm sewer improvements in Clavinia Subdivision Unit #3 a one year's maintenance, as recommended by the Building by the following vote: Ayes: Craig, Forrest, Raff, Schleicher, Smith, Wetzel (6) Nays: None (0) Civil Defense Turnaround The manager presented the Civil Defense Turn - Approved around form shwoing the status of Village progress. After a brief discussion, Trustee Schleicher moved, seconded by Trustee Forrest, that the President be authorized 1.0 4 to sign said form. Motion carried unanimously. Trustee Schleicher suggested that the Civil Defense Director be requested to report to the Board from time to time. The manager stated that Mr. Sorg was unable to devote much time to the program and had suggested that a new director be appointed. Trustee Raff proposed that the Manpower Commission be requested to submit names for this post. Discussion - Parking, Traffic Mr. Christoph, Evergreen Court, asked that the Board refer the parking and traffic congestion problem to the Planning Consultant, to explore means whereby owners of the older building with no parking facilities be required to provide off - street parking. The Village attorney stated it might be possible to enact an amortization clause which would require an owner to comply within a given time with respect to off - street parking. It was agreed that this was a subject for the Planner to work on. Reports - Communications The Board approved Trustee Schleicher's suggestion and request for approval of arranging foraameeting with the ar (thitect to discuss plans for the enlarge- ment of the Police Department. A representative from the Police Department and the manager will attend. A brief discussion was had on insurance coverage for real and personal property under the jurisdiction of the Board of Library Directors, when the lease of the Township property is consumated. The attorney reported the Directors seemed reluctant to be bonded, as required by statute. The Board directed the Attorney to advise the Library Board that bonds are required. A letter was received from Mr. Frank Peers, Deerfield Township Super- visor, regarding a survey of ambulance service in North Shore municipalities. A notice was received from the Lake County Highway Department regarding a Highway Study Commission hearing in Waukegan on July 14, 1966. The manager will attend this meeting. The manager reported he had received an invitation from Vice President Hubert Humphrey to attend a City Managers Meeting in Washington on July 28, 1966. The clerk was directed to send a copy of the Police Training Act resolution to the Local Law Enforcement. Training Board, two dbpies having been mislaid or misdirected. A letter was received from North East Illinois Planning Commission thanking the Village for its contribution. President Finney.read a letter from President Pollock of Northbrook, thanking the Deerfield Fire Department for their assistance in fighting a fire in Northbrook on June 18, 1966. Resolution of Appreciation Trustee Forrest moved, seconded by Trustee Deerfield Family Day (R- 66 -18) Smith, that a resolution be adopted thanking the Deerfield Family Day organization for a very successful and enjoyable Family Day program and July 4th celebration. Motion carried unanimously. The manager was authorized to invest $100,000 surplus fonds in short term government securities, in accordance with the Board's policy.
