06/08/19761 June 8, 1976 A meeting of the Board of Local Improvements of the Village of Deerfield was called to order by the President in the Council Chambers of the Village Hall on Tuesday,,' June 8, 1976 at 8:10 p.m. The secretary called the roll and reported that the following were -, Present: Bernard Forrest, President D. Jeffrey Blumenthal Cynthia J. Marty Edwin B. Seidman Daniel H. Stiehr Vernon E. Swanson Absent: Norma Gavin and that a quorum was present and in attendance at the meeting. Also present were Messrs. James Stucko, representing the Village attorney, and Norris Stilphen, manager. Mr. Seidman moved, seconded by Mr. Blumenthal, that the minutes of the public hearing held May 24, 1976 be approved as submitted. Motion carried unanimously. Two Adhering Resolutions were presented in connection with the improvements to be constructed under Special Assessment No. 113. The first resolution provided for con- struction of a sidewalk, storm and sanitary sewers and otherwise improving a portion of Waukegan and Northwoods Road. The second resolution provided for construction of a sanitary sewer only and incidental work. The estimated cost for construction of the sanitary sewer is $46,426.62. The Village engineer stated a storm sewer is not required if the sidewalk is not constructed. Mr. Seidman said it would be a hardship to many of the property owners on the west side of Waukegan Road to pay assessments for the sidewalk and sanitary sewer, and the sidewalk on the east side was constructed at no charge to the property owners. Mrs. Marty said the improvements were the same as required in subdivisions and suggested the amount of public benefit be increased to include the installation of sidewalks. Mr. Seidman pointed out that the cost for connection of the house to the sanitary sewer would be from $300 to $600 in addition to the assessment. Mrs. Lillian Marshall, 1422 Waukegan, stated it would be dangerous to put a side- walk on the west side in front of the gas pumps to the north and that cars often miss the curve on Waukegan Road. She said the school buses stop on the east side of Waukegan. The President stated the Safety Council had recommended the construction of the sidewalk after thorough study. Mr. Seidman moved that the modifying resolution be adopted providing only for construction of the sanitary sewer. Motion failed for lack of a second. Discussion was had on the improvements to be installed, Mrs. Marty again proposing that the Public Benefit be increased. Mr. Blumenthal stated he did not feel the con- struction of the sidewalk was essential. Modifying & Adhering Resolution S/A 113 Waukegan & Northwoods Improvements n Waukegan Road and Northwoods Road, vote: Mr. Seidman moved, seconded by'Mr. Blumenthal, that the Resolution be adopted modifying and adhering to the estimate and cost of construction a Local Improvement consisting of the installation of san- itary sewers and otherwise improving a portion of Special Assessment No. 113. Adopted by the following Ayes: Blumenthal, Marty, Seidman, Stiehr, Swanson (5) Nays: None (0) The President and members signed the Resolution. Recommend Ordinance S/A 113 Mrs. Marty moved, seconded by Mr. Seidman, that the Board recommend to the Board of Trustees the passage of the ordinance for improvements under Special Assessment No. 113, the estimate of costs attached. Motion carried unanimously. The Recommendation was signed by the President and members. Commissioners Appointed The President proposed the appointment of Mr. James Stucko as Commissioner of Special Assessments and Mr. Henry Uteg as Deputy Commissioner. Mrs. Marty moved, seconded by Mr. Seidman, that the appointments of Mr. Stucko and Mr. Uteg be confirmed. Motion carried unanimously.
