A meeting of the Board of Local Improvements of the Village of Deerfield was
called to order by the President in the Council Chambers of the Village Hall on
Monday-,- March 19, 1973 at 8:25 p.m. The secretary called the roll and reported
that the following were

Absent: None
and that a quorum was present and in attendance at the meeting. Also present were
Messrs. Richard Houpt, Village attorney, and Norris Stilphen, manager.
Minutes of the meeting of the Board of Local Improvements held March 5, 1973
were approved as submitted.
Public Hearing - Wilmot- Pursuant to Notice of Public Hearing sent to
Berkley Improvements each owner of property to be improved, Mr. Henry
S/A 111 Uteg, Commissioner of Assessments, explained
that the improvement consisted of curb and gutter,
sidewalks, a drainage system, grading and seeding of parkways and other incidental
work on the west side of Wilmot Road from the existing curb and gutter at Greenwood
Avenue to the south pavement edge of Berkley Court, and on the south side of Berkley
Court from the west line of Lot 2 easterly to Wilmot Road.
Mr. Uteg explained the spread of the assessment, and stated that the village
would pay $15,695.10 of the total cost as Public Benefit. Individual assessments
will be given to property owners after the hearing.
There being no questions

on the matter, the hearing was adjourned.
Mr. Slavin moved, seconded by Mr. Neuman, that the
Resolution be adopted to accept the Estimate of
Cost of Wilmot Road - Berkley Court improvements,
Special Assessment No. 115, as submitted by and
certified to by the President of.the Board of Local Improvements, and to adhere to
the facts, figures and statements set forth in said Estimate.
Motion carried unanimously.
The President and members of the Board of Local Improvements signed the
Adhering Resolution.
Recommendation Re: Mr. Slavin moved, seconded by Mr. Turner, that the
S/A 111 - Wilmot- BEhklby Board of Local Improvements submit and recommend
Improvements passage of the ordinance to provide for the con-
struction of curb and gutter, sidewalks and
installation of a storm drainage system on portions of Wilmot Road and Berkley Court.
Motion carried unanimously.
The President and members signed the Recommendation.
Discussion-Gordon Ter. Mr. James Soyka, village engineer, reported
Improvements that 19 of the 23 owners of property on
n tin Cordon :.,Terrace Aad. responded, to a letter of
Resolution inquiry regarding the proposed improvement of
Gordon Terrace by special assessment, and
12 owners were in favor of the improvement, and 7 were opposed. In addition,
75 per cent of the property onwers.on Kenmore Avenue between County Line Road
and Gordon Terrace have requested improvement of Kenmore Avenue by special
a ssessment.
The proposed improvement consists of paving, curb and gutter, sidewalks,
street lights and signs and a storm drainage system. Mr. Soyka gave estimates
of cost for the improvement, and recommended an outside consulting engineer be
employed for the project.
Mr. Slavin moved, seconded by Mr. Kelm, that the Village attorney be
instructed to prepare the resolution to set the date for the public hearing
for the proposed improvement, and the other necessary documents.
Motion carried unanimously.
Discussion was had on possible savings if other required storm drainage
systems were included in the Gordon'Terrace project. The Village attorney
stated the unit costs would be less if the special assessment included improve- -
m ents to all the unimpro¢edareas :in: Hovland,,SuWdv-iir�ibn. The Village engineer
was directed to prepare a report on improvements necessary to complete the
development of Hovland Subdivision.
There being no further business to come before the Board of Local Improve-
ments, on motion by Mr. Stiehr and seconded by Mr. Slavin, the meeting was
adjourned at 8:50 p.m.
