A special meeting of the President and Board of Trustees of the Village
of Deerfield was called to order in the Council Chambers of the Village Hall
on Monday, August 31, 1959, pursuant to notice of said special meeting delivered
to the President and Trustees on Friday, August 28, 1959, by order of Trustees
Aberson, Petesch, and Porter, The Clerk called the roll and reported the
following were
Absent: G. E. Holmquist, President
CID and that a quorum was present and in attendance at the oeeting. Mr. Royce
Owens, Village Manager, was also present.
< Trustee Koss moved, seconded by Trustee Aberson, that Trustee Wehle
< be appointed President pro tem. Motion carried unanimously.
Ordinance - Driveways to Trustee Aberson moved, seconded by Trustee
Parking Lots (0- 59-50) Koss, that an ordinance be adopted requiring
a driveway with of 35 ft. for any driveway
connecting to a parking lot with space for parking of twenty -five or more
vehicles.
Messrs. Morton Chessler, Heymann, H. Thurber Stowell, and Blackman of
George Barton Associates,' were present and spoke for the Deerfield Commons
Shopping Center. Mr. Laurence Dondanville, Westgate Road, traffic engineer,
was also present.
The question of a permit for a driveway from Deerfield Road to the
Shopping Center on the twenty foot easement of Lot 7, Bleimehl's Subdivision,
was discussed at length. Mr. Chessler stated the Shopping Center would prefer
a driveway of greater width, but had been unable to acquire additional property.
Mr. Laurence Dondanvill'e stated a 60 ft. width was required for a drive-
way and sidewalks to afford adequate traffic flow and safety for pedestrians
and motorists.
Alternate locations of the driveway were dilscussed, including easements
controlled by Messrs. Gastfield and Fragassi. Also discussed was a temporary
permit for the.20 ft. driveway, Trustee Porter stateing that there was a possi-
bility that 300 ft. of frontage would be created along Lot 7, with a chance of
a substantial increase in the value of the lot.
The meeting was recessed for five minutes, and was then re- convened by
the President pro.tem.
Mr. Chesler requested that a temporary permit for the 20 ft. driveway
be issued for 60 days without prjudice to the legal rights of the Village.
Trustee Aberson than moved that the ordinance as proposed by amended to
require driveways 27 ft. back to back, and the amended ordinance be adopted.
Adopted by the following vote:
Ayes: Aberson, Koss, Peterson, Petesch, Porter, Wehle (6)
Nays: None (0)
Authorize Immediate Trustee Aberson moved, seconded by Trustee
Condemnation Lot 7 Porter, that the Village Attorney be instructed
Bleimehl's Sub. to file suit for condemnation on Lot 7, Bleimehl's
Subdivision, within 48 hours of this meeting.

Resolution - Permit Trustee Aberson moved, seconded by Trustee
Div. of Hways. K -V Koss, that a resolution be adopted requesting
Waukegan Road a permit from the Division of Highways to
break the pavement 170 ft. south of Hazel
Avenue to install water service to the K -V apartment development. Adopted by
the following vote:
Ayes: Aberson, Koss, Peterson, Petesch, Por.teq, Wehle (6)

Jonquil Terrace Petesch, that the Board authorize re- advertise-
ment for Bids fof the Jonquil Terrace improve-
ment, to be returnable Friday, September 11, 1959 at 4 :00 P.M, in the Village
Hall. Adopted by the following vote:
Ayes: Aberson, Koss, Peterson, Petesch, Porter, Wehle (6)

There being no further businass, on motion by Trustee Aberson, seconded
by Trustee Petesch, the meeting was adjourned.
