04/15/1959149 April 15, 1959 The adjourned meeting of the President and Board of Trustees of the Village of Deerfield was called to order by the President in the Council Chambers of the Village Hall on Wednesday, April 15, 1959 at 8 :00 P.M. The Clerk called the roll and reported the following were Present: G. E. Holmquist, President Joseph W. Brown Joseph W. Koss Harold L. Peterson Maurice C. Petesch Arno D. Wehle CJ' Absent: Carl J. Jaeger and.that a uorum was present and in attendance at the meeting. Mr. Royce Owens, Village Manager, was also present. g y Moved by Trustee Wehle, seconded by.Trustee Koss, that reading of minutes.-of the regular meeting held April 8, 1959 be dispensed with. Authorize Emp_l_oym�e_n�t Mr. Owens reported that ten Police Officers M. Mullins to June 8, 1959 were authorized, and that the Committee recommended that the temporary employment of Officer Melvin Mullins be extended to Junz8, 1959. Trustee Petesch moved, seconded by Trustee Wehle, that the recommendation be approved, and Mr. Mullins' employment be extended. Adopted by the following vote: Ayes: Brown, Koss, Peterson, Petesch,'Wehle (5) Nays: None (0) Police Court Judges. Mr. Owens reported that the Committee recommended that Justice of the Peace Walter Page hear all police court cases for local violations, with M. J. George hearing a percentage of such cases; that Justices Mercurio and Seyl hear cases for violations outside the Village; and that Justice Frost hear cases.in emergencies, all effective May 1, 1959. Trustee Wehle moved, seconded by Trustee Petesch, that the Committee's recommendation be adopted. Motion carried unanimously. Ordinance - Committees Trustee Wehle introduced and moved the Failed to Pass adoption of an ordinance amending the ordinance establishing committees (Section 17, Municipal Code) by adding "Personnel" to Finance and Auditing, and providing for appointment of Committees by and with the consent of the Board of Trustees. Trustee Petesch seconded the motion. Upon roll call the following vote was recorded: Ayes: Brown, Koss, Peterson, Petesch, Wehle (5) Nays: None (0) Ayes: Koss, Petesch, Wehle (3) Nays: Brown, Peterson (2) Pass: Holmquist (1) Motion failed to pass for lock of a majority. Ordinance - Village Clerk Trustee Brown moved, seconded by Trustee (0-59-27) Peterson, that an ordinance be adopted defining the office of Village Clerk, and establishing a salary of $60.00 per month, effective May 1, 1961. Adopted by the following vote: Ayes: Brown, Koss, Peterson, Petesch, Wehle (5) Nays: None (0) 150 Trustee Petesch left the meeting at 8:00 55 P.M. Wolf & Co. Appointed Auditors - 1958-59 1958-59. Trustee Wehle Manager's recommendation Adopted by the following Mr. Owens, Village Manager, recommended that Wolf & Company, Chicago, be appointed Auditors for the Village for the year noved, seconded by Trustee Petersog,':that the be approved, and Wolf & Company be appointed. vote: Ayes: Brown, Koss, Peterson, Wehle (4) Nays: None (0) Drop Action - Standard Oil The Village Manager reported that in the case Standard Oil Company vs. Village of Deerfield, the Court had found against the Village. Trustee Koss moved, seconded by Trustee Brown, that the Board drop all action in the said case, and the Village Attorney be so instructed. Adopted by the following vote: Ayes: Brown, Koss, Peterson, Wehle (4) Nays: None (0) Plan Commission Recommendation The Plan COmmission recommended that Kleinschmidt Rezoning Kleinschmidt's petition to rezone property tp M- Manufacturing be approved, except for a twenty -five foot buffer at the north and east to remain in the 0 Zr R Office and Reaseach District. Trustee Koss moved, seconded by Trustee Peterson, that the Board concur in the recommendation of the Plan Commission, and that an ordinance be prepared to effectuate the rezoning. Adopted by the following vote: Ayes: Brown, Koss, Peterson, Wehle (4) Nays: None (0). Approve Building Permits improvement of Birchwood and Kenmore Woodland Park & South Park Avenues was discussed in connection with Schools the South Park School. Trustee Koss moved, seconded by Trustee Wehle, that the permit for the addition at Woodland Park School be approved, and that the permit for the South Park School be approved subject to improvement of Birchwood and Kenmore Avenues by 1961, with negotiations to be carried on if there should be a difference of opinion between the Village and School District regarding such improvements. Adopted by the following vote: Ayes: Brown, Koss, Peterson, Wehle (4) Nays: None (0) Trustee Koss recommended that the School Board consult with Mr. Harold Friedman, Chicago Construction Company, to try to work out the con- struction of street improvements on a mutually advantageous basis. Approve Zander & Crowley Trustee Koss moved, seconded by Trustee Permits Brown, that Building Permits for altera- tions be issued to Mr. Henry Zander and Dr. Crowley, subject to posting bond or cash deposit to insure improve- ment of nine parking spaces, for buildings at the Southwest corner of Waukegan and Deerfield Roads, and 725 Deerfield Road. Adopted by the following vote: Ayes: Brown, Koss, Peterson, Wehle (4) Nays: None (0) 1 1 1 0 151 Contract - Highland Park Scavenger licenses were discussed, the Landfill Village Clerk reporting that A. H. Gast - field and Deerfield Disposal Service had paid license fees of $100 each, and notification had been received from insurance companies that certificates of'insurance would be supplied. Trustee Peterson moved, seconded by Trustee Koss, that the contract with Highland Park for use of the sanitary fand fill by Deerfield and establishing rates, be approved, and the Village Manager be authorized to sign said contract on behlaf of the Village. Adopted by the following vote: Ayes: Brown, Koss, Peterson, Wehle (4) Nays: None (0) Recommendation was made by Trustee Wehle that the Scavenger Ordinance be amended by providing that applications for scavenger licenses must be in the hands of the Board by May 1 of each year, with,necessary fees and insurance certificates. Mr. Gene Kieft asked tlT.at the .Village attempt to §et approval from Highland Park to permit dumping on Saturday afternoons. Cafeteria Court Trustee Wehle moved, seconded by Trustee Peterson, that an ordinance be prepared to establish a so- called cafeteria court for payment of certain traffic fines. Motion carried unanimously. Motion was made by Trustee Wehle, seconded by Trustee Peterson, and carried that the meeting be adjourned to Saturday,. April 25, 1959 at 2:00 P.M. to canvass the returns of the election to be held April 21, 1959.
