The regular meeting of the President and Board of Trustees of the
Village of Deerfield was called to order by the President in the Council
Chambers of the Village Hall on Wednesday, September 11, 1957 at 8:00 P.M.
The Clerk called the roll and reported the following were

and that a quorum was present and in attendance at the meeting.
Ramsay Area Discussed Mr. Robert Ramsay, Ramsay Road, asked for
a meeting with the Board of try to work out
the problem of streets and easements in the area, stating that dedications
cannot be secured from all property owners, and that some owners would take
legal action if any deed restrictions were violated. He stated MASsrs.
Heaney, Beth and Galente were being penalized by building permits being held
up, and asked that the Board authorize the issuance of such permits. Trustee
Koss stated the Board's proposal to waive certain requirements on the basis
of hardship had not been answered.
Mr. Ramsay asked that appraisals of property for street purposes be
made immediately, since the property had been tied up fro more than two'
years.
President Holmquist stated the Board was trying to get appraisals
at no cost to the Village, the estimated charge for an appraisal being
$300, and that the Village, too, was anxious to proceed.
Trustee Peterson moved, seconded by Trustee Koss, that the Board
dispense with the reading of the minutes, and minutes of the regular meeting
held August 12, and the adjourned meetings held August 19 and September 4,
1957, be approved as submitted. Adopted by the following vote:

Approve Reports The reports of the Building Commissioner
and the Health Officer were approved. The
Police report, showing 78 arrests and fines of $790, was also approved.
Authorize Purchase - Police Trustee Petesch moved, seconded by Trustee
Reefers Wehle, that the Board authorize the purchase
of seven police reefers at a cost of approx-
imately $74.00 each. Adopted by the following vote;

Approve Final Pavment - Trustee Brown moved, seconded by Trustee

the final payment for construction of the Village Hall, and the building be
accepted. Adopted by the following vote:

Authorize Digging -$75 Trustee Peterson moved, seconded by Trustee
J.H. Rhodes Sons Brown, that the expenditure of $75.00 be
authorized to J. H. Rhodes And Sons for
excavation for the relief of the storm water system on Wilmot Road. Adopted

Authorize Purchase - Vehicle Bids were received for vehicle tags, Trustee
Taes- Gracco - $123.50 Wehle moved, seconded by Trustee Petesch,
that 1958 vehicle stickers be purchased from
Grafco Decal Co., the -low bidder, at their bid price of $123.50, any additional
tags to be supplied at the same unit price. Adopted by the following vote:

Deny Gas Station Permit Mr. Blair Lloyd requested that the Board
waive the frontage consents required by
Ordinance for gas stations, and authorize the issuance of a Building Permit
for a gas station at County Line and Waukegan Rodds. Trustee Koss moved,
seconded by Trustee Petesch, that the request be denied, and no variation
from the terms of the Ordinance be permitted. Adopted by the following vote:

Hillside Improvements Trustee Brown moved, seconded by Trustee Koss,
Water & Sanitary Sewer that propetty owners on the East side of Hill-
side Avenue be permitted to put in underground
improvements, consisting of water and vanitary sewer, in accordance with
Village requirements. Adopted by the following vote:

Jonquil Terrace Underground Trustee Brown moved, seconded by Trustee
Improvements Approved Peterson, that the owner of property on the
West side of Jonquil Terrace be authorized
to proceed with the construction of underground improvements in Jonquil
Terrace in accordance with plans and specifications; surface improvements
and location to be completed at a later date, with the developer posting a
cash escrow for payment of his share of the surface improvements. Adopted
by the following vote:

Ordinance.- Alley Vacation Trustee Peterson moved, seconded by trustee
between Forest & Sheridan Koss, that an ordinance be adopted vacating

Forest Avenue, extending south from Somerset
Avenue to the alley lying 125 feet north of Hazel Avenue. Adopted by the

flares and necessary safety

Central Intersection - $150 Brown, that the Board authorize the paving

intersection by the Skokie Valley Asphalt Company at a cost of $150, subject
to Trustee Peterson's approval of conditions. Adopted by the following vote:

A meeting of the Board of Local Improvements was set for Wednesday,
October 9, 1957 at 8:00 P.M. to consider surfacing Wayne, Hazel and Walnut
by special assessment procedure.
There being no further business to come before the meeting, on
motion by Trustee Peterson, seconded by Trustee Jaeger, and carried unani-
mously, the meeting was adjouradd.
